MINUTES OF REGULAR MEETING
SEPTEMBER 5, 2019
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOSEPH OWENS, JOHN LITTLE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – BYRON ARNOLD – HARTWOOD RD RESIDENT – HAD QUESTIONS ABOUT THE LOGGING ON HALO RD AND ABOUT DUST CONTROL. THE BOARD INFORMED HIM THAT THIS COMING WEEKEND A DOUBLE PASS APPLICATION WOULD BE MADE.
MIKE REED – HALO RD RESIDENT. MR. REED HAD QUETIONS ABOUT THE PRIOR DUST CONTROL PROGRAM AND HOW THE ROAD LEVY FUNDS ARE USED. THE BOARD EXPLAINED ABOUT THE BALLOT LANGUAGE AND HOW THE FUNDS MAY BE USED AND ALSO FOR RECONSTRUCTION.
SHAWN DARR – STALLION RD RESIDENT.
FISCAL OFFICER’S REPORT – THE BOARD REVIEWED THE MONTHLY CREDIT CARD STATEMENT. PRESENTED THE 2020 BUDGET CERTIFICATE RECIEVED FROM THE COUNTY BUDGET COMMISSION. HAD AN UPDATE ON THE DISATER REPORT SENT TO THE CARROLL CO EMA IN JUNE AND THAT NEW FORMS NEED COMPLETED AND SENT TO THE STATE EMA BY 10-7-2019. VARIOUS OTHER CORRESPONDENCE WAS REVIEWED.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE DRIVEWAY PERMIT FOR JEFF BUGER OF 9236 FARGO RD, DELLROY, OH. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE A TRANSFER IN THE GENERAL FUND OF $500.00 FROM 1000-110-599-0000 TO 1000-110-410-0000. ALL IN FAVOR, MOTION PASSED.
RESOULTION 12-19 J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE A RESOULTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED.
J. LITTLE REPORTED THAT HE HAD MET WITH BRIAN LINDER TO SELECT TWELVE (12) LINDER FAMILY PLOTS IN THE NEW SECTION OF UNION VALLEY CEMETARY THAT WAS DONATED BY THE LINDER FAMILY.ALSO CHECKED THE LOCATION OF THE PINS FROM THE NEW SURVEY IN THE NEW SECTION AND FOUND THEM TO BE ACCURATE.
THE BOARD DETERMINED TO HAVE TRBOVICH TRUCKING HAUL IN 400 TONS OF #1 SLAG FOR WINTER SNOW / ICE CONTROL ON TOWNSHIP ROADS.
J. OWENS REPORTED THE FOLLOWING FROM THE RECENT CARROLL CO TWP ASSN MEETING – THAT ODOT HAS FUNDS AVAILABLE FROM THE OIL AND GAS INDUSTRY TO REPAIR ROADS AFFECTED BY INDUSTRY TRAFFIC. BROWN TOWNSHIP IS COORDINATING A TIRE COLLECTION FOR RECYCLING THAT OTHER TOWNSHIPS CAN PARTICIPATE IN. THE OHIO TWP ASSN ANNUAL METTING IS FEB 5-8, 2020.
THERE ARE MORE POTHOLES TO BE FILLED AND THE MOWING OF ROADS NEEDS TO BE COMPLETED.
J. WARD REPORTED THAT THIS COMING WEEKED THAT A DOUBLE APPLICATION OF DUST CONTROL MATERIAL WILL BE APPLIED TO TOWNSHIP ROADS WHERE NEEDED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:20 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
