MINUTES OF REGULAR MEETING
SEPTEMBER 19, 2019
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – MIKE REED HALO RD RESIDENT. ASKED WHEN THE DUST CONTROL MATERIAL WOULD BE APPLIED TO HALO RD.
ROAD SUPERVISOR’S REPORT – APPROXIMATELY 275 TON OF #1 SLAG HAS BEEN DELIVERED FOR WINTER ROAD SNOW/ICE CONTROL. GRADING HAS BEEN DONE TO HERITAGE RD AND THE ROAD IS GOOD. NEEDS SIGN POST PARTS TO REPAIR VARIOUS SIGNS. THE 2014 F-550 TRUCK HAS BEEN SERVICED AND A ELECTRICAL PROBLEM FIXED. MOWING OF ROADSIDES WILL CONTINUE TO FINISH ALL ROADS. PLACED A REQUEST FOR VACATION ON 10-4-2019 AND 10-11-2019 FOR EIGHT (8) HOURS EACH.
FISCAL OFFICER’S REPORT – A REPORT WAS RECIEVED FROM KLA RISK CONSULTING FROM THEIR RECENT VISIT AND SEVERAL ITEMS NEED RESPONSES. WILL DEVELOP A PROJECTION OF INCOME AND EXPENSES FOR THE BALANCE OF 2019.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE A DRIVEWAY PERMIT AND BOND OF $15,000.00 PER MILE FOR GPD GROUP FOR STALLION RD FOR THE CONSTRUCTION OF A CELL TOWER FOR AT&T. ALL IN FAVOR, MOTION PASSED.
J. LITTLE DISCUSSED THE FOLLOWING – THE GRINDING AND RESHAPING OF JUNE RD FROM BARK RD EAST TO ALMOST SR 171 FOR ABOUT 3/4 MILE. THAT THE BRIDGE ON SR 542 BETWEEN HERITAGE RD AND BRASS RD IS TO BE REPLACED IN JUNE OF 2020. THE POSSIBLE REPLACEMENT OF THE CASE 895 TRACTOR/MOWER AND THE POSSIBILTY OF GRANTS TRHOUGH OMEGA AND USDA.
J. OWENS MOVED AND J. LITTLE SECONDED TO REPLACE CULVERTS, GRIND, SHAPE AND STONE JUNE RD FROM BARK RD HEADING EAST TO SR 171 FOR APPROXIMATELY 3/4 MILE. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. WARD SECONDED TO PURCHASE NEW TIRES,MOUNTED FOR THE CHAMPION ROAD GRADER NOT TO EXCEED $5000.00. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED THAT A LETTER OF INTENT WILL BE DRAFTED TO BE SENT TO THE OHIO EMA IN REGARDS TO STORM DAMAGE IN THE TOWNSHIP THAT OCCURRED IN JUNE 2019 FOR REIMBURSEMENT OF EXPENSES.
J. OWENS MOVED AND J. WARD SECONDED TO ORDER A NO OUTLET SIGN FOR COTTONWOOD RD. ALL IN FAVOR, MOTION PASSED.
J WARD REPORTED THAT THE DUST CONTROL MATERIAL WILL BE APPLIED IN A TRIPLE PASS METHOD AS RECOMENDED BY THE PRODUCT MANUFACTURER. THE APPLICATION TIME FOR ONE (1) MILE OF ROAD IS AN HOUR ON AVERAGE. RECIEVED QUESTIONS FROM SCOTT BLAIR OF HERITAGE RD (DEAD END) ABOUT THE INCREASED TRAFFIC ON THE ROAD ON FRIDAYS AND SATURDAYS DUE TO EVENTS AT EVENT CENTER ON HERITAGE ROAD. DISCUSSED SEVERAL PROJECTS FOR THE TOWNSHIP BUILDING ABOUT IMPROVEMENTS IN THE BATHROOM AND STORAGE AREA.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:20 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
