ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
SEPTEMBER 15, 2022
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS, ROADMAN –
RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 9-1-2022. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 9-15-2022 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – NOTED THAT ROD CARINS OF GRANADA RD HAD
INSTATLLED A NEW DRIVEWAY CULVERT. THE TAR BUGGY WAS USED FOR REPAIR ON
JUNE RD EAST OF SR 171 UP AND ALONG THE FRASE PROPERTY. DITCHING WAS
COMPLETED ON IRISH RD NORTH OF BACHELOR RD TO THE COUNTY LINE ON BOTH
SIDES AND #4 LIMESTONE WILL BE PLACED ON THE BANK(S). ROADSIDE MOWING IS
NOW COMPLETE AND WILL LATER BE USING THE BOOM MOWER AS NEEDED. THE
PARKING BRAKE ON THE INTERNATIONAL 4900 TRUCK NEEDS REPLACED AND THE 2014
F-550 HAD REPAIRS TO THE FRONT AXLE AND WILL GO TO SARCHIONE’S FOR A CHECK
ENGINE LIGHT.
THE BOARD INSTRUCTED THE ROAD SUPERVISOR TO ORDER 150 TONS #57 LIMESTONE.
ROADMAN’S REPORT – NOTED THAT 2 NEW CULVERTS HAD BEEN INSTALLED ON HEMP
RD AT SEPARATE LOCACTIONS.
FISCAL OFFICER’S REPORT – NOTED THAT THE CARROLL CO TWP ASSN SPONSORED
SAFETY TRAINING MEETING WILL BE HELD ON 10-4-2022 AT THE GOLDEN AGE RETREAT.
REVIEWED WITH THE BOARD THAT THE 2 ND HALF 2022 TAX SETTLEMENTS HAD BEEN
RECEIVED, THE CURRENT FINANCIAL STATUS AND THAT ALL OBLIGATIONS WITH
VENDORS ARE CURRENT. A PROJECTION FOR INCOME AND EXPENSES FOR THE
BALANCE OF 2022 WILL BE PREPARED FOR THE NEXT BOARD MEETING.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE LEAVE REQUEST FOR
RICHARD RENNIE FOR THE FOLLOWING : 32 HOURS OF VACATION LEAVE AND 8 HOURS
OF PERSONAL LEAVE FOR THE PERIOD OF 9-26-2022 THROUGH 9-30-2022. ALL IN FAVOR,
MOTION PASSED.
RESOLUTION 15-2022 – J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE
FOLLOWING REALLOCTIONS WITHIN FUNDS AS FOLLOWS : FROM 2021-830-830-0000 –
$93.40 TO 2021-820-820-0000, FROM 2031-330-381-0000 – $136.00 TO 2031-330-599-0000, FROM
2031-830-830-0000 – $31.14 TO 2031-820-820-0000, FROM 2193-330-389-0000 – $620.00 TO 2193-
330-599-0000, FROM 2193-830-830-0000 – $31.14 TO 2193-820-820-0000. ALL IN FAVOR,
MOTION PASSED.
J. LITTLE REPORTED RECEIVING SEVERAL CONCERNS ABOUT DUST ON SEVERAL
TOWNSHIP ROADS. ALSO A LETTER HAD BEEN RECEIVED FROM THE ATTORNEY
REPRESENTING THE TOWNSHIP IN THE LAWSUIT THAT INVOLVES ROADMAN – R.
RENNIE.
AS THERE WAS NOTHIG FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:00 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. OWENS. ALL IN
FAVOR, MOTION PASSED.
