ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
SEPTEMBER 1, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORTS FOR 8-18-2016 AND 9-1-2016 – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE 8-4-2016 MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUEST – ALAN WEIR – JUNE RD RESIDENT
MR. WEIR HAD QUESTIONS ABOUT THE ROAD CONDITIONS AND DUST ON JUNE RD EAST OF SR 171. ALSO HE INQUIRED ABOUT THE FIRE LEVY AND THE ROAD DISTRICT III LEVIES THAT ARE ON THE FALL GENERAL ELECTION BALLOT. THE BOARD RESPONDED TO HIS QUESTIONS TO HIS SATISFACTION.
ROAD SUPERVISOR’S REPORT – THE DITCHING IS COMPLETED ON HARTWOOD RD AND HOPE RD. DISCUSSED THE POSSIBLE PLACEMENT OF A CULVERT(S) NEAR JEFF WEBER’S DRIVEWAY, BUT THERE IS A GAS LINE AND A RISER THAT NEEDS LOCATED. HAVE PUT #411 LIMESTONE ON THE PORTION OF HALO RD THAT WAS GROUND JUST WEST OF BARK RD. CHECKING WITH CARROLL ELECTRIC COOP ON TREES THAT NEED CUT THAT ARE IN THE ROAD RIGHT-OF-WAY AND TO BE POSSIBLY DONE WITHIN THE NEXT MONTH. REPAIR WORK WILL CONTINUE ON ROADS THAT WERE COMPLETED BY 20/20 UNDER THE 2015 ROAD PROGRAM. WHEN TIME PERMITS CAN BEGIN TRIMMING TREES AND BRUSH WITH THE BOOM MOWER.
SANDY TWP, TUSCARAWAS CO, IS HAVING JEREMY LEE INSTALL CULVERTS ON IMPERIAL RD NEAR THE CAIN PROPERTY AND ROSE TWP IS SUPPLYING THE CULVERTS FOR THIS JOINT PROJECT. THE BOARD WILL HAVE APPLIED TO HOPE RD SOUTH OF IMPERIAL RD WITH AN APPLICATION OF EMULSION AND STONE WHILE SANDY TWP WILL HAVE A CONTRACTOR THERE FOR THEIR ROAD PROJECT.
AT THE 9-15-2016 BOARD MEETING THERE WILL BE REPRESENTATIVES FROM MIDWEST INDUSTRIAL SUPPLY TO PRESENT TO THE BOARD A THREE (3) YEAR PLAN FOR A TREATMENT PROGRAM FOR DUST CONTROL ON ALL TOWNSHIP ROADS. AN APPLICATION FOR TREATMENT OF DIRT ROADS IS SCHEDULED FOR 9-6-2016.
FISCAL OFFICER REPORT – GAVE AN UPDATE ABOUT THE LAUNCH OF THE OPEN CHECKBOOK PROGRAM THROUGH THE TREASURER OF OHIO’S OFFICE THAT WAS PRESENTED AT THE CARROLL CO TWP ASSN MEETING ON 8-18-2016. FROM THE 2017 BUDGET HEARING WITH THE CARROLL CO BUDGET COMMISSION REPORTED ON THE INCREASE IN LOCAL GOVERNMENT FUNDING THAT WILL COME DUE TO THE NEW FORMULA BEING USED TO CALCULATE THE DISTRIBUTION IN THE COUNTY. PRESENTED THE INFORMATION ABOUT SECURING INTERNET SERVICE FOR THE TOWNSHIP THROUGH VERIZON WIRELESS.
J. LITTLE MOVED AND J. OWENS SECONDED TO AUTHORIZE THE FISCAL OFFICER TO CONTACT VERIZON WIRELESS TO ORDER INTERNET SERVICE USING A USB PORT STICK FOR $39.99 / MONTH FOR UNLIMITED SERVICE. ALL IN FAVOR, MOTION PASSED.
J. LITTLE REPORTED THAT THE CEMETARY RULES SIGNS HAVE BEEN INSTALLED AT THE TOWNSHIP’S CEMETARIES. HAS MET WITH BRIAN LINDER AND THE SURVEYOR IN REGARDS TO THE SURVEY OF LAND TO BE ADDED TO THE UNION VALLEY CEMETARY. ALSO HAS MET WITH MARTY MYERS IN RESEARCHING FOR THE CORRECT NUMBER OF GRAVE LOTS THAT INVOLVE HER FAMILY MEMBERS.
J. WARD STATED THAT THE SURVEYOR WILL BEGIN THE PROCESS FROM THE PREVIOUS SURVEY OF THE OTHER PARCELS THAT CURRENTLY COMPRISE UNION VALLEY CEMETARY.
RESOLUTION 17-16 J. LITTLE MOVED AND J. WARD SECONDED TO REQUEST ODOT TO COMPLETE A STUDY IN THE TOWNSHIP IN REGARDS TO MODIFYING THE SPEED LIMITS ON ALL TOWNSHIP ROADS. ALL IN FAVOR, MOTION PASSED. (SEE ATTACHED RESOLUTION FOR FURTHER DETAILS.)
J. OWENS REPORTED FOR GARY GARDNER, QUAD AMBULANCE BD REPRESENTATIVE FOR ROSE TOWNSHIP, THE FOLLOWING : THE 2016 BUDGET FOR THE DISTRICE WAS $1,055,000.00 AND FOR 2017 IT WILL BE $1,067,000.00. INCLUDED IN THE 2017 BUDGET IS THE COST OF ABOUT $40.000.00 FOR AN ELECTRIC COT.
LANG MONUMENT IS REPLACING THE MYERS GRAVE MARKER AND FOUNDATION IN UNION VALLEY CEMETARY THAT WAS DAMAGED. THIS IS COVERED UNDER THE TOWNSHIP’S INSURANCE WITH OTARMA.
THE BOARD REMINDED THE ROAD SUPERVISOR THAT WORK HOURS ARE FROM 7:00 AM TILL 3:00 PM.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:40 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
