MINUTES OF REGULAR MEETING
OCTOBER 1, 2013
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND PHILIP PAVICK. ROADMAN – MIKE NOBLE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
P. PAVICK MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUESTS – GARY ALKIRE – ROSEBUD MINING
JOHN SHOCKEY – TOWNSHIP PROPERTY OWNER
MR. ALKIRE ADDRRSSED THE BOARD ON SEVERAL ISSUES IN REGARDS TO THE MINING OPERATION EAST OF THE TOWNSHIP PROPERTY. A TELEPHONE LINE NEEDS TO BE INSTALLED AND AT&T STATED THAT THE LINE WILL BE BURIED AND CROSS TOWNSHIP PROPERTY AND TRUSTEES WILL BE NOTIFIED AS TO WHEN THIS WILL OCCUR. SPEED LIMIT SIGNS WILL BE POSTED FOR TRAFFIC ENTERING AND EXITING THE MINING OPERATION. CARROLL ASPHALT WILL BE CONTACTED BY ROSEUD MINING FOR A PLAN FOR DUST CONTROL ON THE ACCESS ROAD TO THE MINE. VINCE CARTER AT THE CARROLLTON ODOT OFFICE WILL BE CONTACTED IN REGARDS TO THE CULVERT IN THE SR 542 RIGHT-OF-WAY AS TO WHAT IS REQUIRED BY ODOT.
MR. ALKIRE ALSO INQUIRED ABOUT THE RELEASE OF LIABILITY OF THE PORTION OF FARGO RD EAST OF CR 40, BRIAR RD, THAT WAS MINED THROUGH. THE BOARD STATED THAT THE RELEASE WOULD BE DETERMINED AFTER THE WINTER WEATHER OF 2013 – 2014 AND UP0N CHECKING THE CONDITION OF THE ROAD AND ANY NECESSARY REPAIRS OR UPGRADES THAT MAY BE NEEDED ARE COMPLETED.
MR. SHOCKEY INQUIRED ABOUT THE PURCHASE OF TWO (2) LOTS AT UNION VALLEY CEMETARY ON BARK RD. IT WAS DETERMINED THAT HE IS A TOWNSHIP LANDOWNER AND COULD PURCHASE THE LOTS AT $300.00 PER EACH LOT.
J. OWENS MOVED AND P. PAVICK SECONDED TO APPROVE THE TRANSMISSION REPAIRS TO THE CASE 895 TRACTOR TO BE DONE BY JTA FOR PARTS AND LABOR AND THAT THE WORK BE COMPLETED BY 3-1-2014. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED TO REQUIRE SPOUSES OF ELECTED OFFICIALS AND EMPLOYEES THAT ARE EMPLOYED AND OFFERED HOSPITALIZATION INSURANCE THROUGH THEIR EMPLOYER TO ACCEPT THE INSURANCE OFFERED. AN ELECTED OFFICIAL OR EMPLOREE SPOUSE WILL STILL HAVE THE OPTION TO PURCHASE INSURANCE THROUGH THE TOWNSHIP’S PLAN IF THEY REFUSE THE INSRUANCE OFFERED BY THEIR EMPLOYER. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE VACATION LEAVE FOR ROADMAN MICHAEL NOBLE ON SEPTEMBER 27, 2013 FOR EIGHT (8) HOURS. ALL IN FAVOR, MOTION PASSED.
P. PAVICK MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING INCREASE IN THE APPROPRIATION BUDGET – 1000-110-599-0000 – $2960.11 DUE TO ADDITIONAL FUNDS RECEIVED FROM THE SEPTEMBER 2013 – 2ND HALF 2012 REAL ESTATE TAX SETTLEMENT. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:05 PM ON A MOTION BY J. LITTLE AND SECONDED BY P. PAVICK. ALL IN FAVOR, MOTION PASSED.
