ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
NOVEMBER 16, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOHN LITTLE AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – CLAYTON LIVENGOOD – HOPE RD RESIDENT – INQUIRED OF THE BOARD ABOUT THE POSSIBILTY OF SEAL COATING THE CRACKS IN THE ASPHALT ON IMPERIAL RD. THE BOARD IS INVESTIGATING THE PROJECT.
RICHARD WACKERLY – IMPERIAL RD RESIDENT – ASKED THE BOARD ABOUT REPAIRS TO THE DITCH ON THE WEST SIDE OF IMPERIAL RD ALONG THE FRONTAGE NEAR HIS RESIDENCE. THE DITCH WASHED OUT FROM THE RECENT HEAVY RAINS. THE BOARD WILL REMOVE THE PIPE, RESHAPE THE DITCHAND PLACE RIP-RAP IN THE DITCH. WORK WILL BEGIN IMMEDIATELY AND TO BE COMPLETED OVER THE NEXT SEVERAL WEEKS.
ROAD SUPERVISOR’S REPORT – ALONG INDIGO RD AND VARIOUS OTHER ROADS HAVE BEEN CLEANING OUT CULVERT ENDS OF DIRT AND LEAVES. ALONG WITH SCRAPING STONE AND DIRT OFF OF ROADS. IMPERIAL RD WILL BE REPAIRED WITH COLD PATCH AS NEEDED. ON JUNE RD, EAST OF SR 171, USED THE TRACTOR AND BLADE TO BRING THE EDGES IN AND SMOOTH THE ROAD.
FISCAL OFFICER’S REPORT – THE COUNTY ENGINEER’S DINNER WITH THE CARROLL CO TWP ASSN IS ON 11-30-2017 IN CARROLLTON. THE SPEED LIMIT SIGNS WHEN RECEIVED WILL QUALIFY FOR THE MORE GRANT PROGRAM FROM OTARMA.
J. WARD MOVED AND J. OWENS MOVED TO APPROVE THE FOLLOWING INCREASES IN THE REVENUE ACCOUNT BUDGET : 1000-532-0000 – $3111.92, 2031-101-0000 – $398.86, 2191-101-0000 – $602.32, 2192-101-0000 – $1049.35 AND 2193-101-0000 – $1098.82 AND INCREASES IN THE APPROPRIATION ACCOUNT BUDGET – 1000-110-221-0000 $3111.92, 2031-330-599-0000 – $398.86, 2191-220-599-0000 – $602.32, 2192-330-389-0000 – $1049.35, 2193-330-599-0000 – $1098.82. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED THAT THERE ARE NO OBJECTIONS TO THE RENEWAL OF ANY LIQUOR PERMITS IN ROSE TOWNSHIP. ALL IN FAVOR, MOTION PASSED.
J. WARD REPORTED THAT MOST TOWNSHIP ROADS ARE IN GOOD SHAPE WITH ONLY SPOT AREAS THAT NEED ATTENTION AND TO CONTINUE TO CLEAN CULVERTS WHICH WILL HELP WATER FLOW OFF OF THE ROADS. SOME MUD WAS REPORTED ON IVORY RD. ALSO WOULD LIKE TO CHECK WHAT WOULD BE THE COST FOR AN ADDITIONAL EMPLOYEE WITH HOURLY RATE OF $13.00 – $15.00 PER HOUR.
J. OWENS WILL CONTACT CHRIS KIEHL OF THE COUNTY ENGINEER’S OFFICE ABOUT OBTAINING THE FREE STONE AVAILABLE FROM THE CARROLL CO ENERGY ELECTRICAL GENERATION PLANT. A COPY OF PROOF OF INSURANCE MUST BE PROVIDED TO THE COMPANY TO RECIEVE THE STONE.
J. WARD MOVED AND J. OWENS SECONDED TO CHANGE THE DATE AND TIME OF THE 2017 CLOSEOUT MEETING TO 12-30-2017 AT 8:00 AM. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:15 PM ON A MOTION BY J. WARD AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
