MINUTES OF REGULAR MEETING
MAY 6, 2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES. J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 4-15-2021. ALL IN FAVOR, MOTION PASSED. J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILS – SEE ATTACHED PAYMENT LISTING REPORT FOR 5-6-2021 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED. GUESTS – JODY JONES – EOG RESOURCES – AN OIL AND GAS OPERATING COMPANY RANDY HULL – CESO – AN ENGINEERING SEVICES COMPANY TO THE OIL/GAS INDUSTRY. J. JONES EXPLAINED THAT THE HAUL ROUTE TO THE ROSE 801 WELL PROJECT WOULD BE FROM SR 542, NORTH ON BARK RD, CR 26, TO HEMP RD, TR 168, TO THE WELL PAD SITE. R. HULL SAID THE ROADS WERE CHECKED AND NEED TO BE STABILIZED TO HAUL THE EQUIPMENT AND TRAFFIC TO THE WELL SITE. HEMP RD WILL BE 18 FT WIDE AND BE PAVED. CULVERTS WILL BE REPLACED AND TREES TRIMMED AS NEEDED. DURING THE ROAD IMPROVEMENT PHASE THE TRAFFIC WILL BE MAINTAINED TO ALLOW RESIDENTS TO ENTER AND EXIT HEMP RD. FOR THE RUMA AGREEMENT THE CARROLL CO FORMAT WILL BE USED. AFTER THE TOWNSHIP APPROVAL THE RUMA WILL BE SENT TO THE COUNTY ENGINEER AND COMMISSIONERS FOR REVIEW AND APPROVAL. RESOLUTION 9-21 J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE RUMA AS PRESENTED FOR THE WELL PAD 801 PROJECT ON HEMP RD, TR 168, ROSE TOWNSHIP AND THAT IT BE FORWARDED TO THE COUNTY COMMISIONERS AND ENGINEER FOR THEIR APPROVAL. ALL IN FAVOR, MOTION PASSED. ROAD SUPERVISOR’S REPORT – HAVE BEEN DRAGING ROADS AND FILLING POTHOLES. DUST CONTROL HAS BEEN APPLIED ON SEVERAL ROADS. CULVERTS ARE BEING REPLACED ON GRANADA RD. TO PREPARE FOR THE UPCOMING ROAD REBUILDING. ROADMAN’S REPORT – THE CEMETARIES ARE BEING MOWED DUE TO THE RECENT RAINS. REPAIRS ARE BEING MADE TO THE EXMARK MOWER AND WHILE IT IS OUT OF SERVICE A MOWER IS BEING RENTED TO MAINTAIN THE CEMETARIES. CEMETARY SEXTON REPORT – J. LITTLE REPORTED THAT J & S SERVICES HAS COMPLETED THE TREE REMOVAL AND STUMP GRINDING IN UNION VALLEY. IF ANY FURTHER ROOTS BECOME VISIABLE THEY WILL COME AND REGRIND THOSE. FISCAL OFFICER’S REPORT – THERE WILL BE A $559.56 REBATE FROM THE OTARMA INSURANCE PAYMENT FOR 2021. THE GROUP HOSPITAL INSURANCE PREMIUM IS PROJECTED TO HAVE A 3.9 % INCREASE STARTING 7-1-2021. J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE A REQUEST FOR SICK LEAVE FOR RICHARD RENNIE ON 4-23-2021 FOR 3 HOURS. ALL IN FAVOR, MOTION PASSED. J. LITTLE REPORTED ON THE RECENT DUST APPLICATION ON ALL OF HERITAGE AND JUNE RD BETWEEN SR 171 AND BARK RD. THE NEXT APPLICATIONS WILL BE FOR STALLION, HOLLY, FARGO AND THEN INDIGO ROADS. J. OWENS REPORTED THAT TO DATE A RESPONSE HAS NOT BEEN RECEIVED FROM THE COUNTY PROSECUTOR REGARDING INSTALLATION / REPLACEMENT OF DRIVEWAY CULVERTS ALONG TOWNSHIP RESIDENTS PROPERTIES. J. WARD REPORTED THAT SOME ADDITIONAL INFORMATION IS REQUESTED FROM THE OHIO EMA REGARDING THE APPLICATION SENT IN 2019 TO COMPLETE THE PROCESS. J. WARD MOVED AND J. OWENS SECONDED THAT THE BOARD MEETINGS RESUME TO THE LIVE FORMAT AT THE TOWNSHIP OFFICE BEGINNING WITH THE 5-20- MEETING. ALL IN FAVOR, MOTION PASSED. J. LITTLE STATED THAT A PLAN IS NEEDED FOR THE UPDATE / REPLACEMENT OF THE NEEDED VEHICLES AND EQUIPMENT FOR THE TOWNSHIP. FOR EXAMPLE THE MOWER FOR THE CEMETARIES IS 24 YEARS, OLD AND THE BACKHOE NEEDS A MAJOR REPAIR. ALSO STATED ABOUT A CONCERN OF WATER STANDING IN SEVERAL PLACES ON THUNDER RD THAT CAN BEEN EASILY CORRECTED WITH DITCHING AND UPLUGGING A CULVERT WITH ASSISTANCE FROM THE MAGNOLIA VOL FIRE DEPT. J. OWENS REPORTED THAT TOM ELY HAS RESIGNED AS ASST CHIEF FOR MOWHAWK VALLEY FIRE DIST AND NOW CHIEF J. MARRACINNI WILL BE REPORTING ACTIVITY FOR THE DEPT TO THE BOARD. ALSO THAT THE CARROLL CO TWP ASSN PLANS TO RESUME IN PERSON MEETINGS BEGINNING WITH THE STEAK FRY IN LATE JUNE 2021. AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7:45 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
