MINUTES OF REGULAR MEETING
MAY 4, 2023
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND JOSEPH OWENS. ROADMAN – RICHARD RENNIE AND
ROAD WORKER – SHAWN DARR AND FISCAL OFFICER – BRUCE DOWNES.
J. OWENS MOVED AND M. REED SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 4-20-2023. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 5-4-2023 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – BILL LUCAS SR, OTARMA INSURANCE AGENT
MR. LUCAS REVIEWED THE PROPERTY AND CASUALTY INSURANCE PROPOSAL FOR THE
2023 – 2024 YEAR AND DISCUSSED VARIOUS COVERAGES AND THEIR COSTS.
ROADMAN’S REPORT – THE CASE BACKHOE CONTINUES TO HAVE A WARNING LIGHT
COME ON. WILL ORDER MORE #57 AND #411 LIMESTONE AS NEEDED. TIRES PICKED UP
FROM VARIOUS ROADSIDES HAVE BEEN TAKEN TO THE CARROLL COLUMBIANA AND
HARRISON WASTE DISTRICT FOR DISPOSAL. S. DARR HAS BEEN ASSISTING WITH THE
MOWING OF THE CEMETARIES AND FILLING POTHOLES WHERE NEEDED. NOTED THAT A
CROSS CULVERT ON HERITAGE RD ALONG THE STEVE BUSS PROPERTY NEEDS
REPLACED.
FISCAL OFFICER’S REPORT – REVIEWED ITEMS DISCUSSED AT THE RECENT CARROLL CO
TWP ASSN MEETING OF 4-27-2023 AND THE NEXT MEETING WILL BE ON 6-22-2023 AT THE
MALVERN PARK. RECEIVED NOTIFICATION FROM THE STARK CO SCHOOLS COUNCIL OF
GOVERNMENTS THAT FOR 2023-2024 YEAR, BEGINNING 7-1-2023, THEIR WILL BE AN
APPROXIMATE INCREASE OF 7.98 % PREMIUM FOR HOSPITALIZATION INSURANCE.
J. OWENS REPORTED ON THE CONDITION OF AN UNOCCUPIED FARM HOUSE AT THE
INTERSECTION OF HOLLY AND FARGO ROADS AND THAT IT MAY BE A NUISANCE. THE
PROPERTY OWNER WILL BE CONTACTED ABOUT THE SITUATION. REPORTED ON THE
MEETING OF TRUSTEES WITH CHUCK WITHEY OF HALO RD AND THE BOARD
CONCLUDED THAT WITHEY NEEDS TO CORRECT PROBLEMS ON HIS PROPERTY FIRST
AND THEN THE TOWNSHIP CAN ASSIST.
J. LITTLE REPORTED THAT THE BUREAU OF WORKER’S COMPENSATION SAFETY GRANT
WAS APPROVED ON 4-7-2023 FOR $14,207.22 FOR THE HYDRAULIC THUMB AND OTHER
SAFETY ITEMS. THE TOWNSHIP WILL ASSIST ON PAYMENT OF 25 % OF THE COST AS
THEIR SHARE OF THE PURCHASES UNDER THE GRANT.
RESOLUTION 12-23 J. OWENS MOVED AND M. REED SECONDED TO APPROVE A BID
PROPOSAL FOR THE 2023 DUST CONTROL PROGRAM. BIDS WILL BE RECEIVED UNTIL 6-1-
2023 AT 7:00 PM. THE BOARD RESERVES THE RIGHT TO WAIVE ANY TECHNICALITIES IN
THE BID AND TO REJECT ANY OR ALL BIDS. ALL IN FAVOR, MOTION PASSED.
FOR A BID PROPOSAL BID PACKET, BIDDERS NEED TO CONTACT TRUSTEE J. LITTLE AND
A NOTICE WILL BE PLACED IN A CARROLL COUNTY NEWSPAPER.
TRUSTEES ALSO CONDUCTED DISCUSSION OF RETURNING TO CHIP AND SEALED ROADS
IN THE TOWNSHIP. THIS WILL BE DONE AS THE ROADS ARE PROPERLY PREPARED IN
ADVANCE. VARIOUS ROADS THROUGHOUT THE TOWNSHIP WILL BE COMPLTED AS
FUNDING PERMITS NOW AND IN THE FUTURE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:15 PM ON A MOTION BY J. OWENS AND SECONDED BY M. REED. ALL IN
FAVOR, MOTION PASSED.
