MINUTES OF REGULAR MEETING
MAY 3, 2018
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – BILL LUCAS SR. – OTARMA INSURANCE AGENT
MR. LUCAS PRESENTED THE 2018-2019 INSURANCE RENEWAL PACKAGE FOR THE TOWNSHIP AND ANSWERED VARIOUS QUESTIONS FROM BOARD MEMBERS.
ROAD SUPERVISOR’S REPORT – HE WILL ASSIST PIKE TOWNSHIP, STARK CO, WITH THE USE OF THE TOWNSHIP’S ROAD GRINDER STARTING 5-14-2018 ON BOWMONT RD. CULVERTS IN NEED OF REPLACING ARE ON HONEY, FLINT, HALO AND STAFF ROADS. DITCHING CONTIUNES ON HEMP RD AND THEN HOLLY RD WILL BE NEXT. THE ROAD GRADER MASTER CLYINDER IS IN NEED OF REPAIRS AND WILL BE CHECKED.
FISCAL OFFICER’S REPORT – AFTER DISCUSSION ABOUT THE PROPANE STORAGE TANK IT WAS DECIDED TO CONTACT SUBURBAN PROPANE TO HAVE THE TANK REMOVED. IT WAS NOTED THAT A CORRECTION IS NEEDED ON THE DEED FOR UNION VALLEY CEMETARY OR A CORRECTION WITH THE AUDITOR’S OFFICE AND J. WARD WILL INVESTIGATE.
J. WARD, CHAIRMAN OF THE BOARD, NOTED THAT NO PERSONS WERE PRESENT TO SPEAK IN REGARDS TO THE ADDITIONAL $5.00 MOTOR VEHICLE TAX AT THE HEARING AT THE TOWNSHIP OFFICE HELD ON 4-26-2018.
RESOLUTION 10-18 J. WARD MOVED AND J. OWENS SECONDED TO LEVY AN ANNUAL $5.00 TAX PER LICENSED MOTOR VEHICLE ON VEHICLES IN ROSE TOWNSHIP, CARROLL COUNTY, OHIO PURSANT TO OHIO REVISED CODE SECTION 4504.18. ALL IN FAVOR,MOTION PASSED. SEE ATTACHED RESOLUTION FOR THE FULL TEXT.
J. OWENS MOVED AND J. LITTLE MOVED TO PAY IN FULL THE BALANCE OF LOAN NO – 2200258 AND LOAN NO – 2200259 FOR THE 2014 F-550 TRUCK CAB AND CHASIS AND UPFIT AND TO AUTHORIZE THE ESTABLISHMENT OF ON-LINE BANKING FOR ALL TOWNSHIP ACCOUNTS. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING TRANSFER WITHIN A FUND AS FOLLOWS : FROM 2193-330-420-0000 – $8000.00 TO 2193-330-740-0000. ALL IN FAVOR, MOTION PASSED.
J. WARD WILL PLACE A NOTICE IN THE FREE PRESS STANDARD FOR BIDS FOR DUST CONTROL PROGRAM PROPOSALS FOR 2018. TO DATE HE HAS NOT RECEIVED A RESPONSE FROM MIDWEST INDUSTRIES AS TO THEIR COST FOR A 2018 PROGRAM.
J. OWENS REPORTED THAT THE CONTROL BOX ON THE WATER WELL HAS BEEN REPAIRED AND THE WELL IS OPERATING. ALSO THE STATE LEGISLATURE IS CONSIDERING HB 168 WHICH WOULD MAKE AVAILABLE GRANT MONEIS FOR TOWNSHIPS TO UPGRADE THEIR CEMETARY (S).
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:35 PM ON A MOTION BY J. WARD AND SECONDED BY J. OWENS. ALL IN FAVOR,MOTION PASSED.
