MINUTES OF REGULAR MEETING
MARCH 21, 2019
THE MEETING WAS CALLEED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOHN LITTLE AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORTS FOR 3-7-2019 AND 3-21-2019 – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE 2-21-2019 MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – SHAWN DARR – STALLION RD RESIDENT – MR. DARR HAD QUESTIONS IN REGARDS TO THE 2019 DUST CONTROL PROGAM AS TO WHEN IT WOULD BEGIN AND WHAT TYPE OF PRODUCT WILL BE USED. THE BOARD RESPONDED TO HIS QUESTIONS.
JIM McDONALD – STALLION RD RESIDENT – HAD QUESTIONS REGARDING THE DITCH ALONG HIS PROPERTY. THE BOARD WILL VIEW THE SITUATION AND RESPOND TO HIM.
ROAD SUPERVISOR’S REPORT – WILL CHECK WITH THE MAGNOLIA VOL FIRE DEPT ON CLEANING VARIOUS CULVERTS THAT ARE PLUGGED. THE DITCHER HEAD IS ON THE NEW HOLLAND TRACTOR AND HAVE DITCHED VARIOUS ROADS AND WILL CONTINUE TILL DONE. THE ROAD GRADER WILL BE READIED TO CLEAN ROAD DITCHES. CUTTING EDGES ARE NEEDED FOR THE ROAD DRAG AND THE REAR TRACTOR BLADE. THERE ARE TREES TO CUT ALONG THE TOWNSHIP RIGHT-OF-WAYS AND ONE IN HEITZ CEMETARY.
FISCAL OFFICER’S REPORT – UPCOMING MEETINGS FOR THE CARROLL CO TWP ASSN ARE ON 3-23-2019 TO MEET WITH THE STATE REPRESENTATIVE AND STATE SENATOR AND ON 4-11-2019 THE ANNUAL MEETING WITH THE COUNTY AUDITOR AT THE GOLDEN AGE RETREAT. A NEW ADDRESS WAS RECEIVED FOR A RESIDENCE ON IVORY RD. INFORMED THE BOARD THAT THE RENEWED ROAD DISTRICT II LEVY IS FOR FOUR (4) YEARS AND NOT FIVE (5) PER THE OHIO SECRETARY OF STATE. REVIEWED THE CREDIT CARD STATEMENT WITH THE BOARD.
RESOLUTION 11-19 J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE ALL 2019 TEMPORARY APPROPRIATION AND REVENUE BUDGETS AS PERMANENT BUDGETS FOR 2019 EFFECTIVE 4-1-2019. ALL IN FAVOR, MOTION PASSED.
J. LITTLE WILL CHECK ON THE REPAIR OF A MONUMENT IN HEITZ CEMETARY THAT WAS STRUCK BY A TREE. HE IS STILL WAITING ON THE COUNTY SURVEYOR TO ASSIST IN THE LAYOUT OF PLOTS IN THE NEW SECTION OF UNION VALLEY CEMETARY. THE DITCH AND CROSS CULVERT NEAR THE BRIAN CAIRNS PROPERTY ON GRANADA RD NEEDS CHECKED.
J. OWENS REPORTED ON THE RECENT ANNUAL CO HEALTH BOARD MEETING. THE DIRECTOR, WENDY GOTCHALL, IS WORKING ON GETTING ACCREDITATION FOR THE DEPARTMENT AND THE BUDGET IS IN ORDER. REPORTED THAT LTAP IS HOLDING A TRAINING SESSION FOR THE MAINTENANCE OF GRAVEL ROADS. WILL CHECK WITH ODOT IN REGARDS TO THE CULVERT AT SR 542 AND FLINT RD NEAR THE DAVE LEYDA PROPERTY. ALSO THAT THE TREES ON THE MIKE NOBLE PROPERTY ON HARTWOOD RD NEAR THE TOWNSHIP RIGHT-OF-WAY, WERE CUT ON 3-22-2019.
J. OWENS MOVED AND J. WARD SECONDED TO HAVE ROAD SUPERVISOR – TOM WITTS AND ROADMAN – RICHARD RENNIE ATTEND THE LTAP TRAINING WORKSHOP ON MAINTENANCE OF GRAVEL ROADS AT ODOT, NEW PHILADELPHIA, ON 5-22-2019. ALL IN FAVOR, MOTION PASSED.
J. WARD WILL CHECK ON OBTAINING A TANK FOR UNLEADED GASOLINE FROM McINTOSH OIL. REPORTED THAT UPDATES HAVE BEEN MADE TO THE TOWNSHIP’S WEBSITE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:50 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
