MINUTES OF REGULAR MEETING
MARCH 15, 2018
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS – AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – DON NICHOLSON – CHIEF MAGNOLIA VOLUNTEER FIRE DEPT
MR. NICHOLSON PRESENTED THE 2017 MAGNOLIA FIRE DEPT REPORT AND REVIEWED STATISTICS WITH THE BOARD. ALSO UPDATED THE BOARD ON THE PROGRESS OF THE CONSTRUCTION OF THE NEW FIRE STATION.

MR. THOMPSON INQUIRED ABOUT WHAT THE TOWNSHIP HAD BEEN DOING IN PRIOR YEARS FOR DUST CONTROL ON TOWNSHIP ROADS AND WHAT MAY BE DONE IN 2018. DISCUSSSION FOLLOWED ON USE OF EMULSION PRODUCTS IN PAST YEARS AND THE BOARD REQUESTED TO OBTAIN CURRENT PRICING AND COST OF APPLICATION.
ALAN WEIR -JUNE RD RESIDENT
ROAD SUPERVISOR’S REPORT – THE NEW SPEED LIMIT SIGNS HAVE BEEN INSTALLED AND NEED TO ORDER TWO (2) ADDITIONAL SIGNS FOR HALO RD. STATED THAT NEW EMPLOYEE – RICHARD RENNIE IS LEARNING TO USE THE F-550 TRUCK AND OTHER EQUIPMENT AND NEEDS AN EMPLOYEE HANDBOOK. THE F-550 TRUCK NEEDS A WHEEL FOR MOUNTING A SPARE TIRE ON AND CULVERTS ARE NEEDED IN SEVERAL LOCATIONS ON HONEY RD.
FISCAL OFFICER’S REPORT – REPORTED THAT THE INVENTORY LIST HAS BEEN UPDATED AND A COPY SENT TO THE COUNTY ENGINEER’S OFFICE. WAS CONTACTED BY BRIAN LINDER ON NEEDING A FORM SIGNED FOR TAX PURPOSES IN REGARDS TO THE DONATION OF THE PARCEL OF LAND TO THE TOWNSHIP FOR THE UNION VALLEY CEMETARY. REVIEWED THE REQUESTS FOR THE ESTIMATES FOR THE REPLACEMENT AND/ OR THE RENEWAL OF THE 2.0 MILL ROAD DISTRICT II LEVY MONIES. REPORTED ON THE RESPONSE FROM SUBURBAN PROPANE IN REGARDS TO PROPANE THAT REMAINS IN THE STORAGE TANK.

RESOLUTION 10-18 J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE ALL 2018 TEMPORARY APPROPRIATION AND REVENUE BUDGETS AS PERMANENT BUDGETS FOR 2018 EFFECTIVE 4-1-2018. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 11-18 J. LITTLE MOVED AND J. WARD SECONDED TO BORROW $9696.00 PLUS FEES AND INTEREST FROM THE BANK OF MAGNOLIA CO. FOR THE SIDING OF THE TOWNSHIP GARAGE AND OFFICE. THE NOTE WILL BE FOR 3 YEARS AT 5 1/2 % INTEREST PAYABLE AT $308.00 PER MONTH OR $1830.00 SEMI-ANNUALLY. ALL IN FAVOR, MOTION PASSED. BID INFORMATION, APPROPRIATION AND REVENUE BUDGETS WILL BE SUBMITTED TO THE BANK.
J. OWENS WOULD LIKE TO START PREPARING EQUIPMENT NEEDED FOR SPRING AND SUMMER WORK. WANTS TO CKECK FORT RD FOR SPEED LIMIT REDUCTION STUDY AND REPORTED ON THE RECENT FLOODING OF SR 542 IN THE TOWNSHIP.
J. WARD GAVE A BRIEF UPDATE ON 2018 PRELIMINARY DUST CONTROL COSTS FROM MIDWEST INDUSTRIES WITH MORE INFORMATION FORTHCOMING AND WHAT BULK PRICING VERSUS APPLIED RATES WOULD BE FOR THE TOWNSHIP. STATED THAT DUE TO THE WET WEATHER COTTONWOOD RD WOULD BE MESSY BUT MAINTAINED BY SHECKLER EXCAVATING UNTIL ALL THE SCRAP METAL IS REMOVED AND THEN THEY WILL REPAIR THE ROAD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:20 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
