ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
MARCH 1, 2018
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – T. WITTS REPORTED THAT HE CONTIUNES TO FILL POTHOLES THROUGHOUT THE TOWNSHIP. STATED THAT SOME ROAD SIGNS ARE MISSING AND HIGH WATER SIGNS ARE ALSO NEEDED. INFORMED THE BOARD THAT A DITCHER HEAD FOR THE ALAMO BOOM HAS BEEN ORDERED AND INQUIRED ABOUT OBTAINING SOME ADDITIONAL SAFETY GEAR.
FISCSAL OFFICER’S REPORT – INFORMED THE BOARD THAT THE CARROLL CO TWP ASSN WILL MEET ON 3-24-2018. A TRUSTEE IS REQUIRED TO ATTEND OR COMPLETE THE ONLINE SAFETY SEMINAR TO MEET THE ANNUAL GROUP SAVINGS PROGRAM THROUGH THE OHIO BUREAU OF WORKER’S COMPENSATION. A PUBLIC RECORDS MEETING IS SCHEDULED FOR 4-20-2018 IN CARROLLTON. THE ANNUAL UPDATE OF THE INVENTORY LISTING NEEDS COMPLETED AND A COPY SENT TO THE COUNTY ENGINEER.
RESOLUTION 8-18 J. WARD MOVED AND J. LITTLE SECONDED FOR ROSE TOWNSHIP TO BECOME A MEMBER OF THE STARK COUNTY SCHOOLS’ COUNCIL OF GOVERNMENTS COOPERATIVE PURCHASING PROGRAM. ALL IN FAVOR, MOTION PASSED. SEE ATTACHED COPY OF THE RESOLUTION FOR DETAILS.
J. LITTLE STATED THAT A VERBAL AGREEMENT WAS MADE WITH SHECKLER EXCAVATING, WHO IS HAULING SCRAP METAL ON COTTONWOOD RD, THAT THEY WOULD BE RESPONSIBLE TO REPAIR DAMAGES AS NEEDED ON COTTONWOOD RD. POSSIBLY LATER THE ROAD MAY BE CHIP AND SEALED.
J. OWENS REPORTED ON THE 2018 ANNUAL CARROLL COUNTY HEALTH DISTRICT MEETING HELD EARLIER IN THE EVENING OF THE TOPICS COVERED ESPECIALLY CONCERNING THE DISTRICT’S FINANCIAL SITUATION.
J. WARD OPENED THE BIDS RECEIVED TO RESIDE THE TOWNSHIP OFFICE AND GARAGE. THE RESULTS ARE AS FOLLOWS : J. TINDALL CONSTRUCTIOIN – $10,450.00, J. E. ADOLPH CONSTRUCTION – $12,583.00 AND CHIAVARI CUSTOM CARPENTRY – $9,696.00.
RESOLUTION 9-18 J. WARD MOVED AND J. OWENS SECONDED TO AWARD THE BID FOR THE RESIDING OF THE TOWNSHIP GARAGE AND OFFICE TO CHIAVARI CUSTOM CARPENTRY FOR $9,696.00 AND TO SECURE FINANCING FOR THE PROJECT FROM THE BANK OF MAGNOLIA CO. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:40 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
