ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
MARCH 1, 2013
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT: TRUSTEES – PHILIP PAVICK, JOHN LITTLE AND JOSEPH OWENS. FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
P. PAVICK MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUESTS – TIM AND KAREN THOMPSON – CARROLL ASPHALT & PAVING
MR. THOMPSON DISCUSSED WITH THE BOARD ABOUT THE EMULSION MATERIALS CRS-2 AND MS 90 AND THE DIFFERENT APPLICATION RATES AND THE ROAD PREPARATION NEEDED FOR BEST APPLICATION OF THE MATERIALS. HE STATED THAT 2013 PRICING WILL BE DETERMINED WHEN THE COUNTY HAS COMPLETED THEIR BID PROCESS.
J. LITTLE MOVED AND P. PAVICK SECONDED TO SELL THE USED 500 GALLON FUEL TANK TO CARROLL ASPHALT & PAVING FOR $40.00. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 8-13 J. LITLE MOVED AND P. PAVICK SECONDED TO PASS A RESOLUTION DECLARING THE NECESSITY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION FOR A REPLACEMENT LEVY OF THE ROAD DISTRICT II 2.0 MILL LEVY ON THE NOVEMBER 2013 GENERAL ELECTION BALLOT. ALL IN FAVOR, MOTION PASSED.
THE BOARD REPORTED ON SEVERAL ISSUES WITH ONE BEING HOW DIFFERENT TYPES OF ROAD CLOSURES ON STATE AND COUNTY ROADS AFFECT THE USE OF TOWNSHIP ROADS ALSO THE PHASE-IN PROCEDURE OF REPLACING ROAD SIGNS TO MEET THE NEW REFLECTIVITY STANDARDS AND THE PROPER ROAD SIGNAGE TO BE USED.
J. LITTLE REPORTED THAT USING THE 40 W OIL IN THE ROAD GRADER WILL GREATLY REDUCE ENGINE OIL BLOWOUT AND THAT THE PARTS ARE IN FOR THE REPAIR OF THE 2006 GMC TRANSFER CASE. JTA EXPRESS SERVICE HAS BEEN CONTACTED TO COMPLETE A DOT INSPECTION OF THE FORD 8000 TRUCK.
J. LITTLE WILL CHECK WITH NORM CLARK CONCERNING THE COSTS FOR DESIGNING A WEB SITE FOR THE TOWNSHIP. THE COUNTY ENGINEER WILL BE CONTACTED CONCERNING THE PROCEDURE FOR THE TOWNSHIP TO BOND ITS ROADS.
THE BOARD DISCUSSED ABOUT THE REMOVAL OF TREES AND BRUSH THAT ARE IN THE TOWNSHIP’S ROAD RIGHT-OF-WAY AND THAT THE TREES ARE OWNED BY THE PROPERTY OWNER AND BELONG TO THEM.
RESOLUTION 9-13 P. PAVICK MOVED AND J. OWENS SECONDED TO ACCEPT THE OFFICIAL CERTIFICATE OF ESTIMATED RESOURCES FOR ROSE TOWNSHIP FROM THE CAROLL COUNTY BUDGET COMMISSION FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2013. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 10-13 P. PAVICK MOVED AND J. LITTLE SECONDED TO APROVE THE 2013 FIRE CONTRACT WITH THE WAYNESBURG VOLUNTEER FIRE DEPT FOR $4200.00. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:00 PM ON A MOTION BY J. LITTLE AND SECONDED BY P. PAVICK. ALL IN FAVOR, MOTION PASSED.
