ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
JUNE 19, 2014
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT ; TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROADMAN – MIKE NOBLE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUESTS – BRIAN AND BETH WILLIAMS – HOLLY RD RESIDENTS
KELLY HANSON AND WIFE – HONEY RD RESIDENTS
STEPHEN MARTIN AND WIFE – HONEY RD PROPERTY OWNERS
THE HANSON’S SPOKE IN REGARDS TO THE WATER FLOWING FROM THE MARTIN PROPERTY DURING HEAVY RAINS THEN ACROSS HONEY RD AND ONTO THEIR PROPERTY CAUSING DAMAGE AND EROSION PROBLEMS. THE BOARD EXPLAINED THE MEASURES THAT HAVE BEEN DONE IN CONJUNCTION WITH THE COUNTY ENGINEER AND THE COUNTY PROSECUTOR.
THE MARTIN’S SPOKE TO AS WHAT MEASURES THEY HAVE DONE TO DATE TO CORRECT THE WATER RUNOFF PROBLEM. THEY ARE TRYING TO RESOLVE THE ISSUES PER THE RECOMMENDATIONS OF THE COUNTY ENGINEER. THE BOARD RECOMMENDED THAT THE SOLUTIONS BE COMLETED PRIOR TO THE JULY 1, 2014 PRE-TRIAL HEARING.
THE FISCAL OFFICER REVIEWED VARIOUS CORRESPONDENCE AND DISTRIBUTED THE CREDIT CARDS FOR TOWNSHIP BUSINESS USE. REMINDED THE BOARD THAT THE 2015 BUDGET HEARING WILL BE DURING THE NEXT BOARD MEETING ON JULY 3, 2014 AT 8:00 PM. PERSO WILL BE CONTACTED IN REGARDS TO THE CLAIM ON THE 2014 FORD F-550 TRUCK MIRROR.
J. WARD WILL CONTINUE TO TRY TO COMMUNICATE WITH GRADIENT IN REGARDS TO QUESTIONS ABOUT THE TOWNSHIP’S WEBSITE.
ROADMAN’S REPORT – REPORTED THAT ONE TREE HAD BEEN REMOVED ON HOLLY RD AND THERE IS AN ADDITIONAL LEANING TREE THAT NEEDS REMOVAL.
THE CULVERT ON IVORY RD IS TO BE REPAIRED BY THE COUNTY ENGINEER AND DUST CONTROL APPLICATION IS SET TO BEGIN JUNE 25 OR 26, 2014 WEATHER PERMITTING. THE BOARD REVIEWED AND UPDATED THE LIST OF ROADS FOR APPLICATION.
PUBLIC HEARING – BRINE APPLICATION PERMIT – 8:00 PM. B. WILLIAMS QUESTIONED AS TO IF THE APPLICATION OF BRINE WOULD KEEP THE ROADS FROM NOT FREEZING DURING THE WINTER MONTHS. THE BOARD RESPONDED THAT THE ENTIRE PROCESS IS REGULATED BY THE OHIO DEPT OF NATURAL RESOURCES AND THE AMOUNTS APPLIED ARE VERY LIMITED AND NOT SIMILAR TO YEARS PAST WHEN THE PROCESS WAS UNREGULATED. THE PROCESS WILL BE TESTED ON SEVERAL ROADS IN THE TOWNSHIP. THERE WERE NO FURTHER QUESTIONS OR OPPOSITION TO PROCEED WITH THE APPLICATION FOR THE BRINE APPLICATION PERMIT.
RESOLUTION 18-14 J. OWENS MOVED AND J. WARD SECONDED TO SUBMIT TO THE OHIO DEPT OF NATURAL RESOURCES A REQUEST FOR A BRINE APPLICATION PERMIT ON ROSE TOWNSHIP ROADS. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:45 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
