ROSE TOWNSHIP BOARD OF TRUSTEES
CARROLL COUNTY, OHIOMINUTES OF REGULAR MEETING
JUNE 1, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – MIKE GEISER – HALO RD RESIDENT – INFORMED THE BOARD THAT HE IS IN FAVOR OF VACATING APPROXIMATELY 1.5 MILE OF HEMP RD WHICH IS CURRENTLY THE PORTION OF HEMP RD ON NON-MAINTAINED STATUS.
BRIAN LINDER – BARK RD – REPORTED THAT ATTORNEY KATHY STONEMAN HAS COMPLETED ALL THE LEGAL PROCEDURES FOR THE TRANSFER OF THE DONATED PROPERTY TO ROSE TOWNSHIP FOR THE ADDITION TO UNION VALLEY CEMETARY. J. WARD WILL FOLLOWUP WITH THE ATTORNEY AND CHECK ON THE SURVEY WORK.
ROAD SUPERVISOR’S REPORT – REPORTED A TREE ACROSS THE ROADWAY ON FARGO RD ALONG THE MARTHA MYERS PROPERTY AND WILL CHECK WHAT NEEDS TO BE DONE. THE CASE 895 TRACTOR HAS SEVERAL FUEL LEAKS AND WILL CONTACT JTA EXPRESS SERVICE ABOUT REPAIRS. IS NOW COMPLETING THE FIRST MOWING OF ALL ROADS IN THE TOWNSHIP.
FISCAL OFFICER’S REPORT – INFORMED THE BOARD THAT THE ANNUAL CARROLL CO TWP ASSN STEAK FRY IS JUNE 22. THE 2018 BUDGET HEARING IS SCHEDULDED FOR JULY 6, 2017 AT 8:00 PM DURING THE REGULAR TOWNSHIP BOARD MEETING. THE NEW COMPUTER SYSTEM FROM THE STATE AUDITOR IS SCHEDULED TO ARRIVE 6-12-2017.
J. WARD REPORTED ON INFORMATION ABOUT THE LOCATION OF THISTLE / BARK ROADS THAT THE LENGTH IS APPROXIMATELY .38 MILE. INFORMATION ON A MAP FROM 1912 SHOWS THAT THISTLE RD WAS VACATED IN 1906. HE WAS IN ATTENDANCE ON 5-31-2017 WITH CARROLL CO COMMISSIONERS AT THE VIEWING OF THE ROADS PROPOSED TO BE VACATED AT THE HEARING WITH THE COMMISSIONERS ON 6-1-2017.
J. LITTLE REPORTED ON THE PROCEEDINGS OF HEARINGS WITH CARROLL CO COMMISSIONERS ON 6-1-2017 FOR THE PURPOSE OF VACATING PORTIONS OF HARVEST, THISTLE, HONOR,HOPE AND HEMP ROADS THAT ARE CURRENTLY ON NON-MAINTAINED STATUS. THE COMMISSIONERS VOTED TO NOT VACATE THE PORTIONS OF HARVEST AND THISTLE ROADS BASED ON INPUT FROM TOWNSHIP RESIDENTS AND REMAIN ON NON-MAINTAINED STATUS. THEY VOTED TO VACATE HONOR, AND THE PORTION OF HOPE RD NORTH OF BRASS RD. THE PORTION OF HEMP RD REQUESTED TO BE VACATED WILL BE RETURNED TO THE ROSE TOWNSHIP BOARD OF TRUSTESS AND IF THE BOARD DECIDES TO VACATE THIS PORTION THEN IT MUST BE RESUBMITTED TO THE CARROLL CO COMMISSIONERS.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:20 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
