ROSE TOWNSHIP BOARD OF TRUSTEES
CARROLL COUNTY, OHIOMINUTES OF REGULAR MEETING
JULY 6, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSSED.
GUESTS – STEVE VAN METER – CHIEF QUAD AMBULANCE DISTRICT
MR. VAN METER DISCUSSED THE PROPOSAL TO OFFER CONTRACT EMS SERVICES WITH THE B & M AMBULANCE DISTRICT, WITH A STATION IN MALVERN, AND THE PROS AND CONS OF THE PROPOSAL. ALSO QUESTIONS WERE ASKED ABOUT THE REAL ESTATE TAXES IN THE DISTRICT AND THIS FALL IS A RENEWAL OF A 2.0 MILL LEVY ON THE BALLOT. ALONG WITH HOW QUAD BILLS TO RESIDENTS INSURANCE COMPANIES FOR SERVICES RENDERED.
GARY GARDNER – ROSE TOWNSHIP REPRESENTATIVE FOR THE QUAD AMBULANCE BOARD. MR. GARDNER SPOKE IN REGARDS TO THE PROPOSAL TO THE B & M ANBULANCE DISTRICT AND WOULD LIKE TO SEE AN OFFER FOR A ONE (1) YEAR PERIOD TO SEE IF THE CONTRACT WOULD WORK. HE IS ALSO CONCERNED WHAT THE COSTS AND EXPENSES WOULD BE TO THE QUAD DISRTICT.
JAY HERSTINE – MAGNOLIA VOLUNTEER FIRE DEPT. INQUIRED IF THE TRUSTEES NEEDED THE ASSISTANCE OF THE FIRE DEPT TO CLEAN OUT ANY PLUGGED CULVERTS IN THE TOWNSHIP. HE HAD CONCERNS THAT ODOT DID NOT CONTACT ANY OF THE EMERGENCY SERVICES ABOUT THE CLOSING OF SR 542 FOR A CULVERT REPLACEMENT. THE BOARD GAVE HIM THE ODOT CONTACT PERSON INFORMATION.
MIKE GEISER – HALO RD RESIDENT. INQUIRED ABOUT THE VACATING OF HEMP RD STARTING AFTER .4 MILE EAST FROM BARK RD TO CLAY RD. THE BOARD IS GOING TO RESUBMIT THIS ISSUE TO THE CARROLL CO COMMISSIONERS. ALSO HAD QUESTIONS ABOUT DUST CONTROL FOR ROADS WHERE PREVIOUS EMULSION AND GRAVEL HAD BEEN APPLIED.
ROAD SUPERVISOR’S REPORT – HAVE BEEN DRAGGING ROADS TO PREPARE FOR THE APPLICATION OF DUST CONTROL MATERIAL. HE WOULD LIKE TO COORINDATE WITH MIDWEST INDUSTRIES ON WHICH ROADS WOULD RECIEVE APPLICATIONS AND WHEN. HE IS ALSO FILLING POTHOLES WITH STONE AND WILL LATER GET EMULSION TO APPLY WITH THE STONE AND POSSIBLY USE THE PATCH MIX FROM THE COUNTY ENGINEER.
FISCAL OFFICER’S REPORT – PRESENTED THE PROPOSED 2018 BUDGET FOR ROSE TOWNSHIP WITH EXPLANATIONS ON REVENUE AND EXPENSES. J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE PROPOSED 2018 BUDGET AND FORWARD IT TO THE COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED. ALSO QUESTIONED THE BOARD ABOUT THE AMOUNTS ON SEVERAL BILLS THAT HAD BEEN RECIEVED RECENTLY.
J. WARD PRESENTED INFORMATION ABOUT THE VACATING OF THISTLE ROAD IN 1906 FROM COUNTY COMMISSIONER’S MINUTES. ALSO DISCUSSED SECURING FURTHER INFORMATION TO MAKE THE NEEDED CORRECTIONS IN THE REQUEST TO VACATE A PORTION OF HEMP RD. INFORMED THE BOARD THAT THE DEED FOR THE TRANSFER OF PROPERTY FROM THE LINDER FAMILY TO THE TOWNSHIP TO ADD TO UNION VALLEY CEMETARY IS COMPLETED AND NEEDS TO BE SIGNED BY ALL TRUSTEES.
J. OWENS MOVED AND J. WARD SECONDED TO START THE VACATING OF HEMP ROAD .4 MILE EAST FROM BARK RD TO CLAY RD FOR THE BALANCE. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED FROM THE CARROLL CO TWP ASSN MEETING THAT IN 2016 CARROLL CO RECEIVED APPROXIMATELY 6 MILLION DOLLARS FROM THE AD VALOREM TAX ON OIL AND GAS. ALSO HEARD A PRESENTATION FROM THE DRUG AWARENESS GROUP REQUESTING TOWNSHIPS PASS A RESOLUTION TO BAN THE GROWING, DISTRIBUTION AND SALES OF MEDICAL MARIJUANA. STATED THE NEED TO PURCHASE SPEED LIMIT SIGNS AND INSTALL THEM TO COMPLETE THE ROAD SPEED REDUCTION STUDY.
