MINUTES OF REGULAR MEETING
JULY 21, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS CORRECTED. ALL IN FAVOR,MOTION PASSED.
GUEST – ALAN WEIR – JUNE RD RESIDENT
MR. WEIR DIRECTED QUESTIONS TO THE BOARD ABOUT THE RECENT ROAD GRINDING, LIMESTONE USED AND DUST CONTROL THAT HAD BEEN APPLIED TO JUNE RD. HE ALSO HAD CONCERNS ABOUT THE UPCOMING CARROLLCO HEALTH DISTRICT LEVY AND RECIEVED INFORMATION BACK FROM THE BOARD MEMBERS.
ROAD SUPERVISOR’S REPORT – LIMESTONE AND EMULSION HAVE BEEN APPLIED TO PATCH POTHOLES ON IRISH AND HERITAGE ROADS AND SOME OTHER AREAS ARE TO BE DONE LATER. THE MOWER IS BEING PREPPED FOR USE IN THE TOWNSHIP CEMETARIES. MOST OF THE NEEDED REPARIS TO THE TAR BUGGY HAVE BEEN COMPLETED. THE OIL PAN HAS BEEN REPLACED ON THE FORD 8000 TRUCK. THE BOARD INSTRUCTED THE ROAD SUPERVISOR TO ORDER 2 (TWO) SETS OF PACKING FOR THE PUMP ON THE TAR BUGGY. WAS ALSO REMINDED TO KEEP DAILY AND WEEKLY REPORTS CURRENT.
J. OWENS MOVED AND J. WARD SECONDED AT 7:45 PM TO MOVE TO EXECUTIVE SESSION TO DISCUSS AND INTERVIEW APPLICANTS FOR A PART-TIME ROAD WORKER POSITION. ROLL CALL VOTE -J. OWENS -AYE, J. LITTLE – AYE AND J. WARD – AYE. ALL IN FAVOR, MOTION PASSED.
AT 8:24 PM THE BOARD RETURNED TO THE REGULAR SESSION.
J. LITTLE MOVED AND J. WARD SECONDED TO HIRE KODY SCHULTZ FOR THE PART-TIME ROAD WORKER POSITION ON A TRIAL BASIS. PAY RATE IS $10.00 PER HOUR, UP TO 24 HOURS PER WEEK AND INCLUDE A 90 DAY PROBATION PERIOD. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER REPORT – ON JULY 27 AT 9:00 AM AT THE ROSEBUD MINE GATE ENTRANCE THERE WILL BE A BOND RELEASE HEARING FOR A PORTION OF THE RECLAMATION OF ROSEBUD MINING DEEP MINE 16. AN ACCOUNT HAS BEEN ESTABLISHED FOR THE TOWNSHIP AT NATIONAL LIME & STONE. THE 2017 BUDGET HEARING WITH THE CARROLL CO BUDGET COMMISSION WILL BE IN AUGUST. THE BALLOT LANGUAGE FOR THE FIRE LEVY RENEWAL AND THE ROAD DISTRICT III REPLACEMENT LEVY WERE REVIEWED AND APPROVED FOR RETURN TO THE CARROLL COUNTY BD OF ELECTIONS TO BE PLACED ON THE 11-8-2016 ELECTION BALLOT.
RESOLUTION 16-16 J. LITTLE MOVED AND J. OWENS SECONDED A REQUEST FOR ADVANCE OF TAXES COLLECTED FOR 70 % COLLECTED TO DATE OF THE 2ND HALF 2016 REAL ESTATE TAXES. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED DAMAGE HAD BEEN DONE TO A GRAVE MARKER OF MARTHA MYERS IN THE UNION VALLEY CEMETARY AND TO TIRES ON A VEHICLE OF DUKE SMOOT. THE CLAIMS HAVE BEEN REPORTED TO OTARMA AND PERSO WILL DETERMINE THE DAMAGES.
J. WARD MOVED AND J. OWENS SECONDED TO MEET WITH REPRESENTATIVES FROM MIDWEST INDUSTRIES ON 8-3-2016 AT 11:30 AM IN CANTON, OH REGARDING THE SOIL SEMENT PRODUCTS FOR DUST CONTROL. ALL IN FAVOR, MOTION PASSED.
J. LITTLE WILL CONTACT TROY HYSONG ABOUT THE COST OF SEALING THE CRACKS ON THE ASPHALT PORTION OF IMPERIAL RD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:08 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
