MINUTES OF REGULAR MEETING
JULY 16, 2015
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.

JAY HERSTINE – MAGNOLIA VOLUNTEER FIRE DEPT.
J. LEE DISCUSSED WITH THE BOARD IN REGARDS TO THE PRIOR REPAIRS MADE TO THE CASE 895 TRACTOR’S GEARS IN THE TRANSMISSION. HE WILL CHECK ON OPTIONS FOR ANY FURTHER REPAIRS OR REPLACEMENT OF THE TRANSMISSION AND THEIR COSTS.
M. GEISER REPORTED THE FOLLOWING CONCERNS TO THE BOARD. TREES THAT WERE DOWN ON GRANADA RD, MISSING ROADS SIGN(S) AT SKELTON AND GRANADA RD, AND WHEN THE DUST CONTROL APPLICATION WOULD BEGIN. THE BOARD WILL CHECK INTO THE FIRST TWO ITEMS AND THE DUST CONTROL APPLICATION WOULD BEGIN THE WEEK OF AUGUST 3, 2015 AS WEATHER PERMITS.
J. HERSTINE REPORTED TO THE BOARD THAT MAGNOLIA VOLUNTEER FIRE DEPT WOULD BE USING THE EQUIPMENT GRANT MONIES RECIEVED FROM THE STATE FIRE MARSHALL’S OFFICE TO PURCHASE TURNOUT GEAR AND A WASHING MACHINE SPECILAIZED TO CLEAN TURNOUT GEAR.
THE FISCAL OFFICER REPORTED THE FOLLOWING ITEMS TO THE BOARD. CORRESPONDENCE RECIEVED IN REGARDS TO THE UNEMPLOYMENT CLAIM OF FORMER EMPLOYEE – MICHAEL NOBLE. A REQUEST WAS SENT TO THE COUNTY AUDITOR’S OFFICE FOR A BUDGET HEARING FOR THE TOWNSHIP’S 2016 BUDGET. A LETTER HAS BEEN SENT TO THE QUAD AMBULANCE BOARD ABOUT THE CHANGE IN ROSE TOWNSHIP’S REPRESENTATIVE TO THE BOARD FROM BRIAN CARINS TO GARY GARDNER.
J. OWENS REPORTED THAT HE HAD RECIEVED RESPONSES FROM DON NOCERA AND OTHER TOWNSHIP RESIDENTS THAT THEY WERE NOT INTERESTED IN THE TOWNSHIP JOINING AN AREA WIDE POLICE DISTRICT.
J. LITTLE REPORTED THAT SANDY TOWNSHIP, TUSCARAWAS COUNTY, WILL ASSIST IN THE MAINTAINENANCE OF THE .4 MILE PORTION OF IMPERIAL / METER RD. DISCUSSION WILL BE HELD LATER WITH BOTH TOWNSHIPS ON HOW TO SHARE THE WORKLOAD. ART KUNKLER OF 20 / 20 ENTERRPISES INFORMED HIM THAT THE ROAD DUST CONTROL WORK WILL BE DONE BETWEEN AUGUST 3-10, 2015 AND THAT APPROXIMATELY 1800 TONS OF # 8 GRAVEL WILL BE NEEDED. HE RECIEVED A VALUATION OF THE 1992 FORD 8000 TRUCK AND EQUIPMENT OF APPROXIMATELY $5000.00.
ROAD SUPERVISOR’S REPORT – ELEVEN (11) LOADS OF #411 LIMESTONE HAVE BEEN APPLIED TO STALLION, IRISH AND HERITAGE ROADS. A CULVERT HAS BEEN REPLACED ON HERITAGE ROAD NEAR BARK ROAD. ADDITIONAL #411 LIMESTONE IS NEEDED FOR AREAS ON HALO, HERITAGE AND STALLION ROADS. THE BOARD AGREED TO ORDER UP TO SEVEN (7) MORE LOADS FROM TRBOVICH TRUCKING.
AT 8:00 PM THE BUDGET HEARING WAS HELD ON THE 2016 ROSE TOWNSHIP BUDGET THAT HAD BEEN PREPARED BY THE FISCAL OFFICER AND THE DISCUSSED BY THE BOARD. J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE 2016 BUDGET AND TO FORWARD IT TO THE COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 16-15 J. LITTLE MOVED AND J. OWENS SECONDED TO SECURE A LOAN FROM THE BANK OF MAGNOLIA CO., FOR UP TO $ 110,000.00 FOR OPERATING SUPPLY EXPENSES FOR THE 2015 DUST CONTROL PROGRAM. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:55 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
