MINUTES OF REGULAR MEETING
JANUARY 19, 2023
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
M. REED MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 12-31-2022 (CLOSEOUT) AND THE MEETING OF 1-1-2023
(REORGANIZATIONAL). ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 1-19-2023 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – JAY HERSTINE – MAGNOLIA VOLUNTEER FIRE DEPT
ROAD SUPERVISOR’S REPORT – HAVE BEEN FILLING POTHOLES WITH #411 LIMESTONE
ON ROADS WHERE NEEDED.
FISCAL OFFICER’S REPORT – THE CERTIFICATE OF RESOURCES HAS BEEN FILED WITH
THE COUNTY AUDITOR’S OFFICE. TEMPORARY REVENUE AND APPROPRIATION
BUDGETS HAVE BEEN ESTABLISHED FOR 2023. A LETTER HAS BEEN SENT TO THE
CARROLL CO PROSECUTOR SEEKING LEGAL ADVICE REGARDING THE DISPOSITION OF
THE UNCLAIMED BODIES OF JIMMY RHODEN JR. AND SHELVAJEAN RHODEN.
RESOLUTION 8-23 J. OWENS MOVED AND M. REED SECONDED TO APPROVE THE 2023 FIRE
CONTRACTS : MAGNOLIA VOLUNTEER FIRE DEPT – $20.000.00, DELLROY VOLUNTEER
FIRE DEPT – $7,000.00 AND MOWHAWK VALLEY JOINT FIRE DISTRICT – $4,200.00. ALL IN
FAVOR, MOTION PASSED.
CEMETARY REPORT – J. LITTLE HAS SIGNED THE PAPERWORK WITH THE FINEFROCK-
GORDON FUNERAL HOME FOR THE CREMATIONS OF JIMMY RHODEN JR. AND
SHELVAJEAN RHODEN. A TOWNSHIP CEMETARY WILL BE CHOSEN FOR THE BURIAL OF
THE URNS. A CONTACT FROM THE BRYON ARNOLD FAMILY WAS MADE REGARDING
THE PLACEMENT OF THE FOUNDATION FOR A GRAVE MARKER AND THEY WERE
ASSURED THE PLACEMENT WAS CORRECT.
M. REED REPORTED ABOUT A CULVERT ON HONEY RD NEAR THE LINDAMOOD
PROPERTY WAS SILTED IN. THE ROAD SUPERVISOR WAS AWARE OF THIS AND THE
CULVERT HAS BEEN OPENED UP.
J. OWENS WANTS THE ROAD CREW TO KEEP A CONTINUOUS FILLING OF POTHOLES ON
ALL TOWNSHIP ROADS AS THEY ARE NEEDED.
J. LITTLE UPDATED THE BOARD ON THE APPLICATION OF A SAFETY GRANT FROM THE
BUREAU OF WORKER’S COMPENSATION TO SECURE A HYDRUALIC THUMB FOR THE
CASE 580 BACKHOE. NEEDED NEXT IS A VIDEO SHOWING HOW A THUMB WOULD BE
BENEFCIAL IN PREVENTING INJURY TO TOWNSHIP EMPLOYEES AND OR TRUSTEES
WHILE USING THE BACKHOE IN WORK SITUATIONS WHERE AN INJURY MAY OCCUR IF A
HYDRUALIC THUMB WAS NOT BEING USED. AN ADDITIONAL ITEM OF A DRUM /
BARRELL TIPPER WILL BE ADDED TO THE GRANT APPLICATION.
J. LITTLE REPORTED OF A CONTACT MADE BY A THUNDER RD RESIDENT OF MOWING OF
BRUSH ALONG THE ROAD RIGHT-OF-WAY. AFTER CONVERSATION WITH THE RESIDENT
THE MATTER WAS RESOLVED.
NOTE : THE ELECTRICITY WENT OUT APPROXIMATELY AT 7:05 PM AND THE MAJORITY
OF THE BOARD MEETING WAS CONDUCTED AND CONCLUDED USING BATTERY
POWERED LIGHTS.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 7:30 PM ON A MOTION BY M. REED AND SECONDED BY J. LITTLE. ALL IN
FAVOR, MOTION PASSED.
