MINUTES OF REGULAR MEETING (REORGANIZATIONAL MEETING)
JANUARY 1, 2024
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
ANDREW IRWIN, JOHN LITTLE AND MICHAEL REED AND FISCAL OFFFICER – BRUCE
DOWNES.
J. LITTLE MOVED AND A. IRWIN SECONDED TO APPOINT B. DOWNES TO BE THE
PRESIDING CHAIRMAN UNTIL NEW OFFICERS ARE ELECTED. AFTER THE ELECTION OF
OFFICERS THE CHAIRMAN WILL THEN PRESIDE OVER THE BALANCE OF THE MEETING.
ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND A. IRWIN SECONDED TO ELECT J. LITTLE CHAIRMAN AND M. REED
VICE-CHAIRMAN OF THE BOARD OF TRUSTEES FOR 2024. A. IRWIN WILL BE THE THIRD
MEMBER OF THE BOARD. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND A. IRWIN SECONDED TO SET THE BOARD MEETING DATES AND
TIMES AS FOLLOWS : THE BOARD IS TO MEET ON THE 1 ST AND 3 RD THURSDAY OF
EACH MONTH UNLESS THAT DATE FALLS ON A LEGAL HOLIDAY, THEN THE MEETING
WILL BE ON THE NEXT BUSINESS DAY. BOARD MEETINGS WILL BEGIN AT 7:00 PM AT THE
TOWNSHIP OFFICE TO CONDUCT ANY BUSINESS AS NECESSARY. DECEMBER 28, 2024 AT
8:00 AM WAS SET AS THE CLOSEOUT MEETING FOR THE YEAR 2024. ALL IN FAVOR,
MOTION PASSED.
RESOLUTION 1-24 J. LITTLE MOVED AND A. IRWIN SECONDED THAT THE TRUSTEES ARE
TO BE PAID ON A MONTHLY BASIS AND NOT ON A PER DIEM RATE. ALL IN FAVOR,
MOTION PASSED.
RESOLUTION 2-24 M. REED MOVED AND A. IRWIN SECONDED THE FOLLOWING :
TRUSTEES AND THE FISCAL OFFICER OF ROSE TOWNSHIP, CARROLL COUNTY, OHIO ARE
ENTITLED TO THE MAXIMUM COMPENSATION AS PERMITTED PER THE OHIO REVISED
CODE AND THAT THE TRUSTEES ARE TO BE PAID 25% FROM THE GENERAL FUND AND
75% FROM THE GASOLINE TAX FUND AND THE FISCAL OFFICER TO BE PAID 100% FROM
THE GENERAL FUND. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 3-24 M. REED MOVED AND J. LITTLE SECONDED THE FOLLOWING
CONCERNING WAGES AND BENEFITS FOR FULL-TIME TOWNSHIP EMPLOYEES : HOURLY
WAGES TO BE PAID AT A MINIMUM OF $10.45 PER HOUR TO A MAXIMUM OF $21.25 PER
HOUR AND OVERTIME AT 1.5 TIMES THE HOURLY RATE. EFFECTIVE 1-1-2024 THE HOURLY
BASE RATES ARE AS FOLLOWS : THOMAS WITTS – $21.25 PER HOUR AND RICHARD
RENNIE – $20.75 PER HOUR. TO BE PAID A MINIMUM OF TWO (2) HOURS OF BASE RATE
FOR CALLOUTS ON EVENINGS OR WEEKENDS AND PAID TWO (2) HOURS OF BASE RATE
FOR ATTENDANCD AT BOARD MEETINGS. VACATION LEAVE – TEN (10) DAYS, EIGHTY (80)
HOURS FOR CALENDER YEAR 2024, WITH A MAXIMUM CARRYOVER OF FIVE (5) DAYS,
FORTY (40) HOURS, IF ALLOWED, PER YEAR. IF MORE THAN TWO (2) CONSECUTIVE DAYS,
SIXTEEN HOURS (16), OF VACATION LEAVE ARE REQUESTED, THE BOARD REQUIRES A
TWO (2) WEEK ADVANCE NOTICE. PAID HOLIDAYS – ELEVEN (11) HOLIDAYS SAME AS
THOSE AS RECOGNIZED BY THE STATE OF OHIO. IF SICK LEAVE (VACATION LEAVE) OF
MORE THAN FOUR (4) DAYS, THIRTY-TWO (32) HOURS IS REQUESTED, IT WILL REQUIRE A
DOCTOR’S STATEMENT. HOSPITALIZATION INSURANCE : FOR FULL-TIME EMPLOYEES –
MEMBER AND SPOUSE (FAMILY COVERAGE), IF THE SPOUSE DOES NOT HAVE COVERAGE
FROM THE SPOUSE’S EMPLOYER. IF THE SPOUSE IS ELIGIBLE FOR HOSPITALIZATION
FROM THE SPOUSE’S EMPLOYER THEN SPOUSE MUST ENROLL UNDER EMPLOYER’S
COVERAGE. EFFECTIVE 7-1-2024, IF EMPLOYEE SELECTS FAMILY COVERAGE THEN
EMPLOYEE IS RESPONSIBLE FOR 50% OF THE ADDITIONAL COST OF THE FAMILY
COVERAGE OVER THE SINGLE COVERAGE COST. OTHERWISE MEMBER (SINGLE)
COVERAGE ONLY FOR THE EMPLOYEE AND IS PAID FOR BY THE TOWNSHIP. TERM LIFE
INSURANCE – COVERAGE FOR THE EMPLOYEE ONLY WITH THE PREMIUM PAID BY THE
TOWNSHIP. FUNERAL LEAVE – LEAVE OF UP TO THREE (3) DAYS, TWENTY-FOUR (24)
HOURS, FOR THE EMPLOYEE’S IMMEDIATE FAMILY. FAMILY DEFINED AS FOLLOWS :
SPOUSE, CHILD, FATHER, MOTHER, BROTHER, SISTER, GRANDPARENT, GRANDCHILD,
FATHER-IN-LAW, MOTHER-IN-LAW, BROTHER-IN-LAW, SISTER-IN-LAW, SON-IN-LAW,
DAUGHTER-IN-LAW AND LEGAL GUARDIAN OR OTHER PERSON WHO STANDS IN PLACE
OF A PARENT. TEMPORARY EMPLOYEES WAGES WILL BE ESTABLISHED AT THE TIME OF
HIRE AND WILL ONLY RECEIVE THE BASIC BENEFITS AS REQUIRED BY LAW. J. LITTLE

A. IRWIN MOVED AND J. LITTLE SECONDED TO ESTABLISH THE CONTRACT LABOR RATE
AT THE CURRENT STATE MINIMUM WAGE PER HOUR AND EQUIPMENT RATES TO BE SET
AT THE TIME OF USE BASED ON LOCAL RATES. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND M. REED SECONDED TO REQUEST THAT ROAD INSPECTION AND
ROAD SIGN INSPECTION REPORTS BE PRESENTED AT THE FIRST MEETING OF THE
MONTH FOR BOARD APPROVAL. ALL IN FAVOR, MOTION PASSED.
A. IRWIN MOVED AND M. REED SECONDED TO HAVE THE ROAD SUPERVISOR AND THE
ROADMAN COMPLETE WEEKLY PRE-TRIP INSPECTION REPORTS AND SUBMIT THEM AT
EACH REGULAR BOARD MEETING FOR APPROVAL. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND M. REED SECONDED THAT THE CHIEF OF THE MAGNOLIA
VOLUNTEER FIRE DEPARTMENT WOULD SERVE AS THE FIRE INSPECTOR FOR ROSE
TOWNSHIP FOR 2024. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND M. REED SECONDED THE FOLLOWING FOR ROSE TOWNSHIP
CEMETARIES : FOR 2024 THAT THE COST OF CEMETARY PLOTS AND GRAVE OPENINGS /
CLOSINGS WERE SET AS FOLOWS: GRAVES – RESIDENT OR FORMER RESIDENT – $500.00
PER PLOT, NON-RESIDENT – $1500.00 PER PLOT AND THE SAME COST PER PLOT FOR THE
INTERNMENT OF CREMATION URNS. OPENINGS / CLOSINGS PER PLOT $500.00 FOR
REGULAR BURIALS AND $200.00 FOR CREMATION URN BURIALS ON WEEKDAYS.
WEEKEND AND HOLIDAY BURIALS – REGULAR BURIALS – $800.00 AND CREMATION URN
BURIALS – $400.00. ALL IN FAVOR, MOTION PASSED.
A. IRWIN MOVED AND M. REED SECONDED TO RETAIN JOHN LITTLE AS THE CEMETARY
SEXTON FOR ROSE TOWNHIP FOR 2024. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 4-24 M. REED MOVED AND J. LITTLE SECONDED TO ADOPT THIS
RESOLUTION TO PAY ALL BLLS FOR 2024 AS FUNDS ARE AVAILABLE. ALL IN FAVOR,
MOTION PASSED.
A. IRWIN MOVED AND J. LITTLE SECONDED TO PAY RANDY COLLINS $120.00 FOR THE
2024 RENTAL OF THE OUTDOOR STORAGE SPACE. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 5-24 J. LITTLE MOVED AND M. REED SECONDED TO AUTHORIZE THE FISCAL
OFFICER TO TRANSFER MONIES BETWEEN EXPENDITURE ACCOUNTS WITHIN FUNDS
AND TO REQUEST AMENDED OFFICIAL CERTIFICATES OF ESTIMATED RESOURCES AS
EXTRA FUNDS ARE RECEIVED AND TO INCREASE REVENUE AND EXPENDITURE
ACCOUNTS AS THE APPROVED AMENDED CERTIFICATES ARE RECEIVED BY COUNTY
AUDITOR’S OFFICE. THE CORRESPONDING REALLOCATIONS, SUPPLEMENTAL
APPROPRIATIONS AND THE INCREASES IN THE REVENUE ACCOUNTS ARE TO BE
APPROVED AT THE NEXT BOARD MEETING. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 6-24 M. REED MOVED AND A. IRWIN SECONDED AN APPROPRIATION
MEASURE TO APPROVE THE TEMPORARY REVENUE AND APPROPRIATION BUDGETS FOR
- ALL IN FAVOR, MOTION PASSED.
RESOLUTION 7-24 J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE A
RESOLUTION WITH THE BANK OF MAGNOLIA CO. FOR THE PURPOSE OF THE TRUSTEES
AND FISCAL OFFICER TO BE AUTHORIZED TO SIGN BANK WARRANTS AND OTHER
FINANCIAL DOCUMENTS ON THE BEHALF OF ROSE TOWNSHIP IN CONDUCTING
TOWNSHIP BUSINESS AS NEEDED WITH THE BANK OF MAGNOLIA CO. ALL IN FAVOR,
MOTION PASSED.
A. IRWIN MOVED AND M. REED SECONDED TO ESTABLISH THE MILEAGE
REIMBURSEMENT RATE OF $0.670 PER MILE FOR 2024 AS ESTABLISHED PER INTERNAL
REVENUE SERVICE REGULATIONS. ALL IN FAVOR, MOTION PASSED.
THE NEXT REGULAR BOARD MEETING WILL BE ON JANUARY 18, 2024 AT 7:00 PM.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD MEETINNG WAS
ADJOURNED AT 10:55 AM ON A MOTION BY M. REED AND SECONDED BY A. IRWIN. ALL IN
FAVOR, MOTION PASSED.
