ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
FEBRUARY 4, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT: TRUSTEES – JONATHAN WARD, JOHN LITTLE AND JOSEPH OWENS. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUEST- LINDA LOTHES – PERCHERON FIELD SERVICES – MARATHON PIPELINE
LOTHES SPOKE WITH THE BOARD IN REGARDS TO MARATHON PIPELINE USE OF SEVERAL TOWNSHIP ROADS IN CONNECTION WITH THE CONTRUCTION OF THE PIPELINE. THE PROPOSED ROADS ARE FARGO RD WEST OF BRIAR RD TO TUSCARAWAS COUNTY AND IMPERIAL RD WEST OF SR 542 TO THE TUSCARAWAS COUNTY LINE. PERCHERON WILL VIDEOTAPE THE ROADS PRIOR TO ANY TRAFFIC REGARDING THE PIPELINE CONSTRUCTION AND COPIES WILL BE PROVIDED TO THE TOWNSHIP. THE BOARD EXPRESSED THEIR CONCERNS TO HER WHERE THERE ARE STEEP HILLS AND SHARP TURNS OF BOTH ROADS. SHE WAS WANTING THE BOARD TO SIGN A ROAD USE MAINTENANCE AGREEMENT FOR THE ABOVE MENTIONED ROADS.
WARD MOVED AND J. LITTLE SECONDED TO SIGN A RUMA (ROAD USE MAINTENANCE AGREEMENT) WITH MARATHAN PIPELINE LLC, CORNERSTONE PIPELINE, IN REGARDS TO THEIR USE OF PORTIONS OF FARGO RD AND IMPERIAL RD. THE RUMA WILL BE FORWARDED TO THE CARROLL COUNTY ENGINEER FOR THEIR APPROVAL. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAS BEEN APPLYING STONE ON ROADS AS NEEDED. ALSO BEEN ASSISTING JTA EXPRESS SERVICE IN THE REPAIR OF THE TRANSMISSION ON THE CASE 895 MOWER TRACTOR. NOTED THAT DAVEY TREE HAD CUT A TREE FOR CARROLL ELECTRIC ON STALLION RD AND WOULD BE CONTACTED ABOUT A TREE THAT NEEDS CUT ON FORT RD IF IT IS IN THEIR RIGHT-OF-WAY WHICH THE LANDOWNER HAS GIVEN PERMISSION TO REMOVE.
OWENS MOVED AND J. WARD SECONDED TO ORDER 20-40 TONS OF #4 LIMESTONE. ALL IN FAVOR, MOTION PASSED.
THE FISCAL OFFICER REVIEWED VARIOUS CORRESPONDENCE WITH THE BOARD. ALSO EXPLAINED HOW THE 2016 BUDGET WAS ESTABLISHED TO COVER COSTS FOR THE TOWNSHIP. RELAYED INFORMATION ABOUT THE FIRE AND ROAD DISTRICT III LEVIES AND WHAT THE LEVIES WOULD GENERATE IF PUT ON THE BALLOT AS REPLACEMENT LEVIES AND WILL CONTACT THE AUDITOR’S OFFICE FOR FURTHER DETAILS.
LITTLE REPORTED ON THE NEED FOR RULES AND REGULATIONS THAT NEED TO BE DEVELOPED FOR THE OPERATION OF TOWNSHIP CEMETARIES. ALSO ON NEW OPTIONS FOR THE BURIAL OF CREMATION URNS. WILL CHECK ON THE RENTAL OF A STREET SWEEEPER TO SWEEP TOWNSHIP ROADS AS NEEDED.
WARD WILL CHECK WITH OHIO DEPT OF TRANSPORTATION ON THE PROCEDURE TO SET SPEED LIMITS ON TOWNSHIP ROADS AS NEEDED. AN EXPLANATION OF WHICH GOVERNMENT ENTITY IS RESPONSIBLE FOR THE REPLACEMENT OF ROAD SIGNS. IF THE ROAD INTERSECTS WITH A STATE HIGHWAY, THEN ODOT REPLACES. IF THE ROAD INTERSECTS WITH A COUNTY ROAD, THEN THE COUNTY REPLACES. IF THE ROAD INTERSECTS WITH ANOTHER TOWNSHIP ROAD, THE TOWNSHIP REPLACES.
OWENS GAVE A REPORT ON THE VARIOUS SESSIONS HE ATTENDED AT THE RECENT MEETING OF THE OHIO TWP ASSN IN COLUMBUS. ITEMS COVERED WERE ABOUT ROAD REPAIR, SOCIAL MEDIA AND OTHER ITEMS THAT CAN BE OF USE TO THE TOWNSHIP.
WARD WILL SET UP E-MAIL ACCOUNTS FOR THE TRUSTEES TO BE PART OF THE TOWNSHIP WEBSITE.
OWENS MOVED AND J. WARD SECONDED TO PURCHASE FROM THE OHIO TOWNSHIP ASSN HANDBOOKS FOR TRUSTEES, FISCAL OFFICER AND PERSONNEL. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:15 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD, ALL IN FAVOR, MOTION PASSED.
