MINUTES OF REGULAR MEETING
FEBRUARY 20, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOHN LITTLE AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE 1-16-2020 MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – DON NICHOLSON – CHIEF MAGNOLIA VOLUNTEER FIRE DEPT. – PRESENTED THE 2019 ANNUAL FIRE REPORT AND THAT THE DEPT HAD RECIEVED A GRANT TO PURCHASE 14 NEW AIR PACK SYSTEMS IN 2019.
TIM THOMPSON – CARROLL ASPHALT – INVITED THE TRUSTEES AND ROAD DEPT TO AN INFORMATIONAL MEETING ON 3-21-2020 REGARDING DUST CONTROL MATERIALS, ROAD GRINDING AND LIMESTONE FOR ROADS.
SHAWN DARR – STALLION RD RESIDENT
ROAD SUPERVISOR’S REPORT – THE 2014 F-550 WENT TO SARCHIONE FORD REGARDING A TIRE UNDER WARRANTY. THE 1996 INT TRUCK IS AT RIGHT REPAIR TO HAVE THE TRANSMISSION CLUTCH, REAR MAIN SEAL AND SEVERAL OTHER ITEMS REPAIRED. LIMESTONE IS BEING APPLIED AS NEEDED THROUGHOUT THE TOWNSHIP.
ROADMAN’S REPORT – THE ROADS HAVE BEEN SNOWPLOWED SEVERAL TIMES SINCE THE LAST MEETING.
FISCAL OFFICER’S REPORT – VARIOUS CORRESPONDENCE WAS REVIEWED AND A THANK YOU CARD WAS RECIEVED FROM IMPERIAL RD RESIDENTS REGARDING THE WORK DONE BY TOWNSHIP EMPLOYEES.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE PERSONAL LEAVE REQUEST FOR TOM WITTTS FOR EIGHT (8) HOURS FOR 2-14-2020. ALL IN FAVOR, MOTION PASSED.
THE AT & T PHONE LINE WAS BROKEN AND THEY WILL BE CONTACTED FOR REPAIR.
J. OWENS WILL SEND AN E-MAIL TO VINCE CARTER, SUPERVISOR OF THE CARROLLTON OFFICE OF ODOT TO INQUIRE ABOUT THE POSSIBLE BREAKING OF THE PHONE LINE. ALSO ABOUT THE LACK OF COMMUNICATION WITH THE TOWNSHIP, SCHOOLS AND SAFETY FORCES REGARDING THE RECENT DAILY CLOSURE OF SR 542 TO COMPLETE A WORK PROJECT. ALONG WITH THE USE OF THE TOWNSHIP GARGAE LOT FOR STAGING / STORING EQUIPMENT WITHOUT ANY ADVANCE NOTIFICATION.
J. WARD REPORTED THAT THE FINAL PAPERWORK HAS BEEN CLARIFIED WITH THE OHIO EMERGENCY MANAGEMENT AGENCY FOR THE MANHOURS FOR THE 2019 DIASTER DAYS IN THE TOWNSHIP.
J. LITTLE GAVE AN UPDATE ABOUT THE INDIGENT BURIAL PROGRAM THAT IS AVAILABLE THROUGH THE STATE OF OHIO. AN APPLICATION WILL BE MADE FOR THE 2020 CEMETARY GRANT PROGRAM. REPORTED THAT THE 2020 CENSUS BOUNDARY VALIDATION REPORT HAD BEEN MADE WITH NO CHANGES. REVIEWED WITH THE BOARD REGARDING SEVERAL 3 PT. ROADSIDE MOWERS, THE PRICING OF AND POSSIBLE DEMONSTRATIONS FROM DEALERS. DISCUSSED INFORMATION ABOUT A SPREADER TRUCK TO USE FOR THE TOWNSHIP DUST CONTROL PROGRAM.
J. WARD MOVED AND J. LITTLE SECONDED TO PURCHASE A 2007 PETERBUILT TANDEM AXLE CAB & CHASIS, WITH A 3000 GALLON TANK FOR DUST CONTROL, FROM J. HAWK WATER SERVICES WITH UPFIT WORK FROM TRUSHEL WELDING & FABRICATING AT A COST TO NOT EXCEED $41,000.00 AND TO SECURE LOW-COST FINANCING FOR THE PURCHASE. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED ON GRANTS THAT ARE AVAILABLE FROM LTAP, USDA AND THROUGH OTHER SOURCES AND WILL PURSUE SECURING FUNDS FOR THE TOWNSHIP.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:45 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
