ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
FEBRUARY 2, 2023
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
M. REED MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 1-19-2023. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 2-2-2023 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUESTS – MAGNOLIA VOLUNTEER FIRE DEPARTMENT – ERIC WHITE – NEW CHIEF AND
DON NICHOLSON RETIRED CHIEF.
ERIC WHITE PRESENTED THE 2022 MAGNOLIA VOL FIRE DEPT REPORT TO THE BOARD
AND ANSWERED NUMEROUS QUESTIONS.
ERIC WHITE A REPRESENTATIVE FOR THE OHIO BUREAU OF WORKER’S COMPENSATION
DISCUSSED WITH THE BOARD THE GRANT APPLICATION FOR SAFETY EQUIPMENT FOR
THE TOWNSHIP. IN ADDITION TO THE WRITTEN APPLICATION A VIDEO / PICTURES ARE
NEEDED TO IDENTIFY THE BENEFITS THE EQUIPMENT WILL PROVIDE TO THE SAFETY OF
EMPLOYEES AND OTHERS WORKING WITH TOWNSHIP EQUIPMENT.
ROAD SUPERVISOR’S REPORT – CONTINUING TO FILL POTHOLES ON IMPERIAL,
STALLION, IVORY, GRANADA AND OTHER ROADS. A LIST OF ROADS THAT NEED
DITCHED WILL BE COMPILED TO BE READY WHEN PIKE TWP ASSISTS USING THE
GRADALL IN THE CLEANING OF DITCHES AND OTHER PLACES TO IMPROVE DRAINAGE.
ROADMAN’S REPORT – THE 2014 F-550 HAS BEEN SHOWING DIFFERENT CODES AND
WHEN DIFFERENT CODES SHOW THE TRUCK WILL BE TAKEN TO RIGHT REPAIR FOR
ANALYSIS. RECENTLY RECEIVED A COMPLAINT ABOUT THE CONDITION OF GRANADA
RD FROM A RESIDENT OF THAT ROAD.
FISCAL OFFICER’S REPORT – THE 2022 END OF YEAR REPORT IS NEAR COMPLETION AND
WILL BE SENT TO THE STATE AUDITOR’S OFFICE WHEN FINISHED.
CEMETARY REPORT – J. LITTLE UPDATED THE BOARD REGARDING THE CREMATION
AND BURIAL OF JIMMY RHODEN JR AND SHELVAJEAN RHODEN AFTER RECEIVING THE
OPINION FROM THE CARROLL CO PROSECUTOR. THE TOWNSHIP IS RESPONSIBLE FOR
ALL COSTS RELATED TO THE CREAMATION AND BURIAL OF THE BODIES IN A TOWNSHIP
CEMETARY WITH A PLAQUE / GRAVE MARKER.
RESOLUTION 9-23 J. OWENS MOVED AND J. LITTLE SECONDED TO DESIGNATE AN
APPROPRIATE AREA IN THE UNION VALLEY CEMETARY FOR BURIALS THAT ROSE
TOWNSHIP IS REQUIRED TO COMPLETE AS PRESCRIBED BY THE OHIO REVISED CODE.
ALL IN FAVOR, MOTION PASSED.
M. REED COMMENTED THAT USING BOTH EMPLOYEES TO FILL POTHOLES TO BE
PHYSICALLY BENEFICIAL FOR BOTH PERSONS. THIS WORK NEEDS TO BE COMPLETED
QUICKLY TO KEEP THE ROADS SAFE FOR TRAVEL.
J. OWENS REPORTED THE RECENT SNOW REMOVAL WAS COMPLETED TIMELY.
THE BOARD BEGAN DISCUSSIONS OF THE MAJOR WORK ITEMS THAT THE BOARD
WOULD LIKE TO COMPLETE FOR 2023 AND ANY EQUIPMENT THAT MAY BE PURCHASED.
COST FACTORS WILL NEED TO BE CONSIDERED TO DETERMINE WHAT MAY BE WITHIN
THE TOWNSHIP BUDGET.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:25 PM ON A MOTION BY J. OWENS AND SECONDED BY M. REED. ALL IN
FAVOR, MOTION PASSED.
