MINUTES OF REGULAR MEETING
FEBRUARY 15, 2024
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
JOHN LITTLE, MICHAEL REED AND ANDREW IRWIN. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 2-1-2024. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 2-15-2024 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUESTS – ERIC WHITE, CHIEF MAGNOLIA VOLUNTEER FIRE DEPT
DENISE BLACKWOOD AND TIM HAWKINS – HOLIDAY RD RESIDENTS
CHIEF WHITE REVIEWED WITH THE BOARD THE 2023 ANNUAL FIRE REPORT FOR THE
MAGNOLIA VOL FIRE DEPT. REPORTED THAT THE DEPT HAD RECEIVED A GRANT FROM
THE STATE FIRE MARSHAL TO PAY FEES FOR THE MARCS RADIOS AND A GRANT FOR
FIREFIGHTERS AFFECTED BY CANCER. ALSO A SAFETY GRANT FROM THE BUREAU OF
WORKERS’ COMPENSATION TO PURCHASE NEW NOZZLES AND HOSES.
D. BLACKWOOD AND T. HAWKINS HAD QUESTIONS CONCERNING THE RECENT ROAD
NAME CHANGE OF HEMP RD TO HOLIDAY RD FROM BARK RD EAST TO THE WHERE THE
ORIGINAL HOLIDAY RD BEGAN. THIS WAS RECENTLY CHANGED BY THE COUNTY
COMMISSIONERS ON THE ADVICE OF THE 911 COMMITTEE AND REGIONAL PLANNING.
THEY WERE ADVISED TO CHECK WITH THE COUNTY COMMISSIONERS FOR FURTHER
INFORMATION.
ROAD SUPERVISOR – HAVE BEEN CLEANING CULVERTS AND HAVE DITCHED FLINT AND
DEAD END FARGO ROADS. WILL BE CLEANING AND PAINTING THE RIMS OF THE 2014 F-
550 TRUCK PRIOR TO GETTING NEW TIRES. NOTED THAT AT THE LAST FUNERAL AT
UNION VALLEY CEMETARY A LARGE NUMBER OF CARS WERE PARKED FOR THE
CEREMONY.
THE BOARD INSTRUCTED THE ROAD SUPERVISOR AND ROADMAN THAT A BURIAL
PERMIT MUST BE PRESENTED FROM THE FUNERAL DIRECTOR PRIOR TO THE BURIAL
PROCEEDINGS BEGINNING FOR LEGAL REASONS.
ROADMAN’S REPORT – REQUESTED TIME OFF ON 2-16-2024 FOR ABOUT 3-4 HOURS IN THE
MORNING. PERMISSION GRANTED. REGARDING THE PROCEDURE FOR ACQUIRING A CDL
HE NEEDS TO HAVE A DOT PHYSICAL. NOTED THAT THE COST OF WRITTEN PERMIT TEST
IS $115.00.
THE BOARD RECOMMENDED HE RECEIVE THE DOT PHYSICAL AND SECURE A CDL
PERMIT FOR WHICH THE TOWNSHIP WILL PAY.
FISCAL OFFICER’S REPORT – NOTED THAT THE 2024 ROAD LEVY FUNDS FROM THE
COUNTY COMMISIONERS HAD BEEN RECEIVED IN THE AMOUNT OF $10,416.16. THE 2023
ANNUAL FINANCIAL REPORT HAS BEEN COMPLETED AND SENT TO THE STATE
AUDITOR’S OFFICE AND A LEGAL NOTICE ABOUT THE REPORT HAS BEEN PLACED IN
THE CARROLL COUNTY MESSENGER AS REQUIRED. THE OHIO TOWNSHIP ASSN WILL BE
CONTACTED REGARDING PLACING ADS FOR THE SALE OF EXCESS TOWNSHIP
EQUIPMENT.
RESOLUTION 10-24 M. REED MOVED AND A. IRWIN SECONDED TO APPROVE THE 2024
TEMPORARY APPROPRIATION AND REVENUE BUDGETS AS PERMANENT BUDGETS FOR
2024 EFFECTIVE 1-1-2024. ALL IN FAVOR, MOTION PASSED.
M. REED GAVE AN UPDATE ON THE ODOT SIGN GRANT PROGRAM AND DELIVERY OF
MATERIALS HAVE BEEN DELAYED DUE TO THE HARDWARE PORTION OF THE GRANT IS
BEING RE-BID. WILL PROBABLY NEED TO REQUEST AN EXTENSION OF TIME TO HAVE
ALL THE SIGNS INSTALLED ON TOWNSHIP ROADS.
A. IRWIN HAS DEVELOPED AN EQUIPMENT PACKAGE FOR THE SIGN POST DRIVER AND
ASSOCIATED ITEMS. A FINAL QUOTE WILL BE PREPARED AND FINALIZED TO SUBMIT
FOR APPLICATION FOR A BWC SAFETY GRANT WHICH PAYS 75% OF THE COST AND THE
TOWNSHIP 25%. THE POST DRIVER COMPANY IS IN YOUNGSTOWN, OH.
J. LITTLE NOTED THAT A CELL TOWER IS TO BE ERECTED ON JUNE RD. REPORTED ON
THE HIGHLIGHTS OF THE 2024 OTA ANNUAL CONFERENCE IN COLUMBUS.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:45 PM ON A MOTION BY J. LITTLE AND SECONDED BY M. REED. ALL IN
FAVOR, MOTION PASSED.
