MINUTES OF REGULAR MEETING
DECEMBER 7, 2023
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND ANDREW IRWIN. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 11-2-2023 AND MEETING OF 11-14-2023. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORTS FOR 11-16-1013 AND 12-7-2023 – THAT WERE
PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE RECEIVED PRICES FOR TIRES ON THE
INTERNATIONAL 4900 TRUCK. NEW FRONT TIRES $400 -500 EACH AND RECAPS FOR THE
REAR TIRES AT $250 AND UP. WILL ORDER 100 TONS OF #1 SLAG FROM LEVY. THE TIGER
BOOM MOWER HAS BEEN REPAIRED. FILLING POTHOLES AS NEEDED. DISCUSSED THE
PURCHASE OF A POST DRIVER FOR THE SIGN POSTS TO INSTALL THE NEW SIGNAGE
FROM THE ODOT SIGN GRANT PROGRAM. THE DRIVER COULD BE PURCHASED UNDER
THE BWC SAFETY GRANT PROGRAM.
FISCAL OFFICER’S REPORT – REVIEWED THE LETTER FROM THE COUNTY PROSECUTOR
REGARDING THE RECENT PASSAGE OF STATE ISSUE 2 AND WHAT TOWNSHIPS ARE
ALLOWED TO DUE REGARDING CANNABIS OPERATORS IN THE TOWNSHIP UNDER THE
ORC. REVIEWED THE LETTER FROM THE PLANNING COMMISSION REGARDING THE
RENAMING OF A PORTION OF HEMP RD TO HOLIDAY RD.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING LEAVE FOR
TOWNSHIP EMPLOYEES – TOM WITTS – VACATION LEAVE – 8 HOURS – 11-24-2023 ;
RICHARD RENNIE – SICK LEAVE – 16 HOURS 11-1 THROUGH 11-2-2023, VACATION LEAVE –
8 HOURS – 11-27-2023 AND VACATION LEAVE – 8 HOURS – 12-22-2023. ALL IN FAVOR,
MOTION PASSED.
RESOLUTION 22-23 M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE BANK
OF MAGNOLIA CO. AS THE ROSE TOWNSHIP DEPOSITORY OF PUBLIC FUNDS FOR THE
PERIOD OF 1-1-2024 THROUGH 12-31-2024. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 23-23 J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE
RENAMING OF A PORTION OF HEMP RD NW TO HOLIDAY RD NW AS RECOMMENDED BY
THE 911 PLANNING COMMITTEE AND AS APPROVED BY THE CARROLL CO
COMMISSIONERS ON 11-16-2023. ALL IN FAVOR, MOTION PASSED. FOR FULL TEXT SEE
ATTACHED RESOLUTION.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING
REALLOCATIONS WITHIN FUNDS AS FOLLOWS : 11-15-2023 IN THE GAS TAX FUND – FROM
2021-330-323-0000 – $4791.69, 2021-330-420-0000 – $350.00 AND 2021-330-599-0000 -$208.31 TO
2021-330-740-0000 – $5350.00 FOR THE PURCHASE OF THE NH TRACTOR AND BOOM MOWER
; 12-7-2023 IN THE ROAD & BRIDGE FUND – FROM 2031-330-323-0000 $1606.00 TO 2031-330-
230-0000 FOR PAYMENT OF WORKER’S COMPSENATION PREMIUM. ALL IN FAVOR, MOTION
PASSED.
M. REED REPORTED THAT HE HAD CONTACTED TINA POTTER REGARDING THE ODOT
SIGN GRANT AND THAT THE SIGNS SHOULD ARRIVE AFTER JAN 1, 2024.
THE BOARD DISCUSSED CHECKING ROADS TO DETERMINE WHICH ONES COULD BE
SELECTED FOR GRINDING AND REWORKING WITHIN THE ROAD BUDGET FOR 2024.
A.IRWIN REPORTED ABOUT THE ASPHALT ON IMPERIAL RD AT THE PHOENIX STONE
ENTRANCE BEING BROKEN UP AND MAKING POTHOLES. PHOENIX STONE WILL BE
CONTACTED.
J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE THE PAYMENT OF COSTS FOR
ANY ELECTED OFFICIAL ATTENDING THE 2024 OHIO TOWNSHIP ASSN. WINTER
CONFERENCE IN COLUMBUS, OH. ALL IN FAVOR, MOTION PASSED.
CEMETARY REPORT – THANKS WAS EXPRESSED TO SANDY TWP, STARK CO, FOR THEIR
PAYMENT FOR A PORTION OF THE EXPENSES FOR THE REPAIR TO THE MASOLEUM AT
FARBER-KNOTTS CEMETARY.
J. LITTLE REPORTED THAT HE HAD CONVERSATION WITH JIM SMITH, SMITH EVERGREEN
NURSERY, THAT JACK STALEY WOULD LIKE TO DONATE A TREE TO BE PLANTED ON
TOWNSHIP PROPERTY IN MEMORY OF JOSEPH OWENS.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:20 PM ON A MOTION BY J. LITTLE AND SECONDED BY M. REED. ALL IN
FAVOR, MOTION PASSED.
