MINUTES OF REGULAR MEETING
DECEMBER 17, 2015
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOHN LITTLE AND JOSEPH OWENS. FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORTS OF 12-3-2015 AND 12-17-2015 – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE 11-19-2015 MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.

MR. WEIR DISCUSSED WITH THE BOARD THE CONDITION OF JUNE RD THAT IS EAST OF SR 171 THAT IT IS ROUGH. THE BOARD STATED THAT THIS SECTION IS TO BE GROUND IN THE SPRING OF 2016 TO GET PROPER SLOPE AND DRAINAGE. WORK WILL BE DONE TILL THEN TO MAINTAIN VEHICLE PASSAGE ON THE ROAD.
MR. HERSTINE PRESENTED THE BOARD WITH THE 2015 SUPPLEMENTAL FIRE CONTRACT AND THE 2016 FIRE CONTRACT AND THESE WILL BE ACTED UPON AT THE 12-30-2015 REGULAR BOARD MEETING.
THE FISCAL OFFICER REVIEWED WITH THE BOARD CORRESPONDENCE RECEIVED AND SEVERAL ITEMS FROM THE CARROLL CO TWP ASSN MEETING ON 12-3-2015.
J. LITTLE WILL ORDER 40 TONS OF #57 LIMESTONE AND 40 TONS OF SLAG FROM STEIN FOR INVENTORY.
J. OWENS REVIEWED THE PRICING HE HAD RECEIVED FOR A SET (6) TIRES FOR THE 2014 F-550 TRUCK THAT ARE IN NEED OF REPLACEMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO SPEND UP TO $208.48 PER TIRE, FOR 6 TIRES FOR THE 2014 F-550 TRUCK. ALL IN FAVOR, MOTION PASSED.
J. OWENS PRESENTED THE REPORT HE RECEIVED FROM GARY GARDNER, ROSE TWP REPRESENTATIVE TO THE QUAD AMBULANCE BOARD, AND THAT THE BOARD HAD A FIVE YEAR AGREEMENT FOR USE OF THE OLD CELL TOWER LOCATED ON THE AMERICAN LANDFILL PROPERTY.
OTHER ITEMS PRESENTED BY J. OWENS WAS THE INFORMATION FROM LTAP ON TRAINING THAT IS AVAILABLE TO TOWNSHIPS. THAT ROAD SIGNS AND POSTS CONTINUE TO BE MISSING FROM LOCATIONS IN THE TOWNSHIP. THAT THE CARROLL CO TWP ASSN IS FORMING A COMMITTEE IN REGARDS TO THE DISTRIBUTION OF LOCAL GOVERNMENT FUNDS WITHIN THE COUNTY. THAT THE BOARD NEEDS TO DEVELOP A SNOW PLOW ROUTE ACCORDING TO SCHOOL BUS ROUTES, LOCAL BUSINESS HOURS OF OPERATION AND THE NEEDS OF TOWNSHIP RESIDENTS.
ROAD REPORT – J. OWENS REPORTED THAT DITCHING AND GRINDING OF HONEY RD IS COMPLETED. THAT FORT RD WILL BE DITCHED NEXT AND THEN ROSE RD WILL HAVE A CULVERT CLEANED AND A BANK SLOPED BACK FROM THE ROADWAY.
J. LITTLE DISCUSSED THE POSSIBILITY OF HAVING OSHA 10 TRAINING AND BUREAU OF WORKERS’ COMPENSATION TRAINING SET UP FOR VARIOUS LOCAL TOWNSHIPS AND VILLAGES TO MEET VARIOUS SAFETY TRAINING REQUIREMENTS. REPORTED ON THE STATUS OF IMPERIAL RD THAT ACCORDING TO THE WHEELER BILL THE ROAD IN THE TOWNSHIP IS .2 MILE SHORTER EAST OF THE ROSE TWP / SANDY TWP (TUSCARAWAS COUNTY) LINE.
J. LITTLE ON 12-17-2015 AUTHORIZED SECURING THE CRANE SERVICE OF RED HILL (KIMBLE CO) ON AN EMERGENCY BASIS TO RECOVER THE 2015 F-550 TRUCK THAT WENT OVER AN EMBANKMENT ON FORT RD.
J. WARD REPORTED THAT THE ROSE TWP RECORDS RETENTION POLICY HAS BEEN APPROVED BY THE OHIO ATTORNEY GENERAL AND THE OHIO HISTORICAL SOCIETY.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE SICK LEAVE OF ROAD SUPERVISOR – KEVIN DOWNES – FOR ONE (1) HOUR ON 12-1-2015. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING TRANSFERS WITHIN IN A FUND AS FOLLOWS : 12-3-2015 – MOTOR VEHICLE LICENSE TAX FUND – FROM 2011-330-420-0000 $ 400.00 TO 2011-330-190-0000 AND FROM 2011-330-420-0000 $125.00 TO 2011-330-211-0000 AND ON 12-17-2015 FROM 2011-330-420-0000 $600.00 TO 2011-330-190-0000. ALL IN FAVOR, MOTION PASSED.
NOTED THAT THE 2015 CLOSEOUT MEETING IS ON 12-28-2015 AT 5:00 PM.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:10 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
