ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
AUGUST 6, 2015
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE 7-16-2015 REGULAR MEETING MINUTES AS AMENDED. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE 7-23-2015 REGULAR (SPECIAL MEETING) MINUTES AS AMENDED. ALL IN FAVOR, MOTION PASSED.
GUEST – DON NOCERA – GRANADA RD RESIDENT
MR. NOCERA HAD QUESTIONS IN REGARDS TO THE PROPOSED 2016 BUDGET AND IN REGARDS TO THE VENDOR THAT DID THE 2015 DUST CONTROL PROGRAM. THE FISCAL OFFICER PROVIDED A COPY OF THE 2016 BUDGET AND THE BOARD ANSWERED THE VARIOUS QUESTIONS PRESENTED BY MR. NOCERA.
ROAD SUPERVISOR’S REPORT – ROAD SIGNS AND/OR POSTS NEED REPLACED ON FLINT, ROSE, GRANADA AND SKELETON ROADS. ONE OF THE BLADE LIFT CYLINDERS ON THE ROAD GRADER IS LEAKING. IT WILL BE TAKEN OFF AND ESTIMATES FOR REPAIR WILL BE SECURED. THE SECOND MOWING OF GRASS ALONG THE ROAD EDGES HAS BEGUN ALONG WITH BRUSH MOWING. POT HOLES WILL BE FILLED LATER ON VARIOUS ROADS.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE DEPOSITORY CONTRACT WITH THE BANK OF MAGNOLIA FOR THE PERIOD OF AUGUST 1, 2015 TO AUGUST 1, 2017. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE PAYMENT FOR THE FIREMANS TURNOUT GEAR WASHER FROM ADVANTAGE EQUIPMENT FOR $4995.00 FROM THE STATE FIRE MARSHALL’S EQUIPMENT GRANT. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING TRANSFER WITHIN A FUND IN THE MOTOR VEHICLE LICENSE TAX FUND. FROM 2011-330-599-0000 $200.00 TO 2011-330-211-0000. ALL IN FAVOR, MOTION PASSED.
J. LITTLE WILL PLACE AN AD FOR PART-TIME HELP TO REPLACE ZACHERY ABEL WHO HAS SECURED FULL-TIME EMPLOYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO AUTHORIZE J. LITTLE TO ORDER 300 TONS OF WINTER SNOW/ICE CONTROL MATERIAL AND TRUCKING TO THE ROSE TOWNSHIP GARAGE. ALL IN FAVOR, MOTION PASSED.
J. WARD REPORTED THAT ATTORNEY KARA WILLIAMS, FROM OTARMA REPRESENTATION, WILL SEND A LETTER TO THE OHIO DEPT OF JOB & FAMILY SERVICES THAT THE TOWNSHIP WILL REMIT $250.00 PER MONTH UNTIL THE UNEMPLOYMENT CLAIM OF MICHAEL NOBLE IS FULLY RESOLVED.
SAMPLES OF A RECORDS RETENTION POLICY FROM THE OHIO HISTORICAL SOCIETY WERE REVIEWED AND DISCUSSED AS WHAT IS NEEDED FOR THE TOWNSHIP.
J. OWENS MOVED AND J. LITTLE SECONDED TO HAVE J. WARD PROCEED IN THE DEVELOPMENT OF A NEW RECORDS RETENTION POLICY FOR THE TOWNSHIP AND WHEN COMPLETED A COPY WILL BE SENT TO THE OHIO HISTORICAL SOCIETY IN COLUMBUS. ALL IN FAVOR, MOTION PASSED.
J. OWENS NOTED THAT THERE IS A WASHOUT AT THE NORTH END OF THE CULVERT ON HERITAGE RD NEXT TO THE INTERSECTION WITH BARK ROAD. MATERIAL WILL BE PLACED WHEN AVAILABLE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:30 PM ON A MOTION BY J. WARD AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
