MINUTES OF REGULAR MEETING
AUGUST 2, 2018
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND ROADMAN – RICHARD RENNIE. FISCAL OFFICER BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUEST – SHAWN DARR – STALLION RD RESIDENT
MR. DARR REQUESTED THE REMOVAL OF DEAD TREE IN THE TOWNSHIP-RIGHT-OF WAY ON STALLION RD NEAR HIS PROPERTY. THIS WILL BE PLACED ON THE WORK LIST.
ROAD SUPERVISOR’S REPORT – THE DUST CONTROL SPRAYER IS READY FOR THE NEW EMULSION MATERIAL. A ROAD WORK LIST WAS PREPARED FOR THE NEXT TWO WEEKS WITH THE ROAD SIDES TO BE MOWED FISRT THEN TO DITCH AND GRIND FORT RD AS NEEDED.
FISCAL OFFICER’S REPORT – THE APPROVED BALLOT LANGUAGE FOR THE ROAD DIST II LEVY FOR THE NOVEMBER GENERAL ELECTION WAS RETURNED TO THE BOARD OF ELECTIONS. THE BUDGET HEARING WITH THE COUNTY BUDGET COMMISSION WILL BE HELD ON 8-7-2018 AT 9:30 AM. THE CARROLL CO TWP ASSN FISH FRY WILL BE ON 8-23-2018. PRESENTED UPDATE ON LOAN APPLICATIONS WITH THE BANK OF MAGNOLIA.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE FORTY (40) HOURS OF VACATION LEAVE FOR RICHARD RENNIE FROM 7-16-2018 TO 7-20-2018. ALL IN FAVOR, MOTION PASSED.
J. LITTLE STATED THAT WATER FOR THE DUST CONTROL APPLICATION IS AVAILABLE FROM THE VILLAGE OF MAGNOLIA AT $10.00 / 1000 GAL. THE TREE AT FARBER CEMETARY NEEDS TO BE CLEANED UP QUICKLY. CONSIDERATION IS NEEDED ABOUT APPLYING EMULSION TO PORTIONS OF JUNE, COTTONWOOD, HIGHVIEW CIRCLE AND HALO ROADS. PRESENTED AN UPDATE ON THE UNION VALLEY CEMETARY PROJECT.
J. OWENS CHECKED WITH FAIRFIELD TWP, TUSCARAWAS CO.. AND THEIR DISTRIBUTOR TRUCK IS NOT AVAILABLE FOR 2018 BUT POSSIBLY IN 2019. SUGGESTED NOT DRAGING STONE ONTO THE HARD SURFACE PORTIONS OF HALO RD. WAS CONTACTED BY KATY SCHEIWTZER OF HOLLY RD ABOUT A DRAINAGE ISSUE ON HER PROPERY. THE BOARD CONCLUDED THAT THE TOWNSHIP COULD NOT RESOLVE THE ISSUE. ALSO HAD SEVERAL CONCERNS FROM JUNE RD RESIDENTS ABOUT FLAT TIRES.
J. OWENS MOVED AND J. WARD SECONDED TO CONTACT 20/20 AND SNYDER CONSTRUCTION FOR PRICING THE APPLICATION OF EMULSION ON APPROXIMATELY 2.5 MILES OF SEVERAL TOWNSHIP ROADS. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. WARD SECONDED TO SEND A LETTER TO THE CARROLL CO PROSECUTOR TO RECEIVE AN OPINION IN REGARDS TO PROPER SOCIAL MEDIA USE BY THE TOWNSHIP AND ELECTED OFFICIALS. ALL IN FAVOR, MOTION PASSED.
THE BOARD DISCUSSED AN ATTORNEY GENERAL OPINION IN REGARDS TO DRIVEWAY CULVERTS IN THE TOWNSHIP AS TO RESPONSIBILITIES OF THE TOWNSHIP AND THE LANDOWNER. ITEMS COVERED WERE THE INSTALLATION BY THE LANDOWNER AND THE MAINTENACE AND REPAIR BY THE TOWNSHIP.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:30 PM ON A MOTION BY J. WARD AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
