MINUTES OF REGULAR MEETING
APRIL 5, 2018
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – MIKE GEISER – HALO RD RESIDENT
MR. GEISER EXPRESSED CONCERNS ABOUT LEAVES PLUGGING CULVERTS AND DITCHES CAUSING ROAD DRAINAGE PROBLEMS. HE ASKED THE BOARD ABOUT THE PLANS FOR THE 2018 DUST CONTROL PROGRAM AND WAS INFORMED THAT THE PLAN IS NOT YET COMPLETED.

ROAD SUPERVISOR’S REPORT – WORK WAS COMPLETED ON BOTH ENDS OF HALO RD WITH WASHOUTS AND DITCHES BEING REPAIRED ALONG WITH CULVERT CLEANOUTS. HAVE BEEN CUTTING AND REMOVING NUMEROUS TREES THAT HAVE FALLEN ON VARIOUS TOWNSHIP ROADS. ALL OF THE NEW SPEED LIMIT SIGNS AND POSTS HAVE BEEN INSTALLED. THE STARTER ON THE CASE 895 TRACTOR HAS BEEN REPAIRED. COTTONWOOD RD HAS BEEN CHECKED AND MAINTAINED WHILE SHECKLER EXCAVATING HAS BEEN HAULING OUT SCRAP FROM A PROPERTY ON THE ROAD.
FISCAL OFFICER’S REPORT – PRESENTED THE TAX LEVY ESTIMATES, FROM THE COUNTY AUDITOR, WHAT THE ROAD DISTRICT II LEVY WOULD GENERATE AS A RENEWAL LEVY OR A REPLACEMENT LEVY. REVIEWED THE MVR REPORT RECEIVED FROM THE BMV FOR RICHARD RENNIE. STATED THAT THE CARROLL CO TWP ASSN MEETING WITH THE COUNTY AUDITOR IS ON 4-26-2018. REPORTED THAT J. WARD MET WITH BRIAN LINDER TO SIGN TAX FORMS RELATING TO THE DONATION OF LAND FROM THE LINDER FAMILY FOR UNION VALLEY CEMETARY. RECEIVED NOTIFICATION FROM THE AUDITOR OF STATE THAT THE TOWNSHIP WAS ELIGIBLE FOR A MODIFIED AGREEMENT FOR THE 2016-2017 AUDIT WHICH WILL COST ABOUT HALF OF THE PREVIOUS PRICE. INFORMATION FOR THE BANK LOAN FOR THE SIDING PROJECT ON THE TOWNSHIP BUILDING WILL BE SENT TO THE BANK OF MAGNOLIA. THERE WILL BE A MEETING ON 4-20-2016 REGARDING PUBLIC RECORDS TRAINING IN CARROLLTON.
J. OWENS INQUIRED IF THERE ARE ANY INTERESTED NOMINEES WHO WOULD LIKE TO SERVE ON THE CARROLL CO HEALTH DISTRICT BOARD AS THERE ARE CURRENTLY TWO (2) OPEN POSITIONS TO FILL. A SPECIAL MEETING OF THE CARROLL CO TWP ASSN WILL MEET ON 4-11-2018 TO FILL THE OPEN POSITIONS.
J. LITTLE STATED THAT A WORK SESSION IS PLANNED FOR 4-14-2018 AT 8:00 AM TO CONDUCT A ROAD WORK ASSESSMENT AND DEVELOP A PLAN FOR 2018.
J. WARD RECEIVED A QUOTE FROM MIDWEST INDUSTRIES FOR EARTH ARMOUR 2100 AT $8.35 / GAL APPLIED TO TOWNSHIP ROADS FOR DUST CONTROL FOR 2018. THEIR ESTIMATE FOR 2018, BASED ON 2017 PRODUCT USAGE, WOULD BE $68,428.00 FOR PRODUCT AND $2500.00 / DAY FOR APPLICATION FOR A TOTAL OF $83,428.25. FOR PRODUCT ONLY WITHOUT APPLICATION WOULD BE A SAVINGS OF $15,000.00. A REVIEW OF THE 2017 APPLICATIONS , MATERIALS AND COSTS WERE DISCUSSED.
NOTED THE UPCOMING HEARINGS IN REGARDS TO LEVY AN ADDITIONAL ANNUAL VEHICLE LICENSE TAX OF $5.00 PER VEHICLE ARE SCHEDULED FOR 4-19-2018 AND 4-26-2018 AT THE TOWNSHIP OFFICE AT 7:00 PM ON BOTH DATES.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:30 PM ON A MOTION BY J. WARD AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
