CARROLL COUNTY, OHIOMINUTES OF REGULAR MEETING
APRIL 21, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS (7:45 PM). ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS CORRECTED. ALL IN FAVOR, MOTION PASSED.
GUEST – ALAN WEIR – JUNE RD RESIDENT- CHECKED ON STATUS OF JUNE RD REPAIRS.
J. OWENS IS ATTENDING THE AUDITOR’S MEETING OF THE CARROLL CO TWP ASSN AT THE GOLDEN AGE RETREAT CENTER AND WILL ARRIVE LATER IN THE MEETING.
ROAD SUPERVISOR’S REPORT – THE DITCHING ON JUNE RD EAST OF SR 171 HAS BEEN COMPLETED WITH ASSISTANCE FROM PIKE TWP, STARK CO, WITH THEIR GRADALL. NOTED THAT A CULVERT ON JUNE RD ALSO NEEDS REPLACED. HAS BEEN MOWING THE CEMETARIES AND CUT A TREE DOWN ON HONEY RD.
THE FISCAL OFFICER INFORMED THE BOARD THAT NO BIDS WERE RECIEVED FROM THE BID NOTICE ON DUST CONTROL MATERIALS FOR THE TOWNSHIP FOR 2016.
FISCAL OFFICER REPORT – THE TOWNSHIP IS ELIGIBLE FOR THE AGREED UPON PROCEDURE AUDIT FOR 2014 AND 2015 AND THIS WILL BE AT A LOWER COST. A LETTER HAS BEEN SENT TO THE DELLROY VOL FIRE DEPT TO REQUEST 2016 FIRE CONTRACTS. THE INFORMATION HAS BEEN RECIEVED IN ENROLLING THE ROAD SUPERVISOR IN THE RANDOM DRUG TESTING PROGRAM FOR CDL DRIVERS. UPDATED THE BOARD ON THE NEW PROCEDURE FOR THE WORKER’S COMPENSATION , MANAGED CARE ORGANIZATION AND THE WORKER’S COMPENSATION ANNUAL SAFETY MEETING AND THE RELATED COST SAVINGS TO THE TOWNSHIP. PAYMENTS BEING MADE TO THE BANK OF MAGNOLIA FOR PAYMENTS ON THE 2014 F-550 TRUCK LOANS AND THE LOAN FOR THE 2015 DUST CONTROL MATERIALS AND THE BALANCES REMAINING. A REVIEW OF CURRENT FUND BALANCES AND ANTICIPATED REVENUES WAS DISCUSSED.
J. WARD REPORTED THAT MIDWEST INDUSTRIES WILL SUPPLY A STORAGE TANK AT THE TOWNSHIP STORAGE AREA FOR THEIR DUST CONTROL PRODUCT – SOIL SEMENT – IF DESIRED BY THE TOWNSHIP FOR APPIICATION TO TOWNSHIP ROADS.
J. WARD MOVED AND J. LITTLE SECONDED TO REQUEST MIDWEST INDUSTRIES TO PLACE A 20,000 GALLON STORAGE TANK FOR STORING THE DUST CONTROL PRODUCT – SOIL SEMENT – AT THE TOWNSHIP GARAGE LOCATION. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE SPENDING UP TO $3000.00 FOR APPLICATION EQUIPMENT FOR APPLYING – SOIL SEMENT – FOR DUST CONTROL. ALL IN FAVOR, MOTION PASSED.
J. LITTLE HAS CONTACTED TRBOVICH TRUCKING TO DELIVER 300-400 TONS OF # 1 SLAG FROM LEVY CO FOR WINTER USE IN SNOW AND ICE CONTTOL ON TWP ROADS. THIS WILL BE DELIVERED OVER THE SUMMER AND EARLY FALL MONTHS UNTIL THE STORAGE BUILDING IS FILLED.
J. OWENS AFTER ARRIVAL FROM THE COUNTY AUDITOR’S MEETING OF THE CARROLL CO TWP ASSN REPORTED ON THE FOLLOWING. THE CURRENT MONTHLY COST FOR A COUNTY RESIDENT AT THE GOLDEN AGE RETREAT IS $2600.00 PER MONTH. THEY WILL HAVE A LEVY ON THE FALL 2016 ELECTION BALLOT FOR OPERATING THE FACILITY. THE DISTRIBUTION FORMULA OF LOCAL GOVERNMENT FUNDS IN THE COUNTY WAS DISCUSSED WITH THE CO COMMISSIONERS AND FURTHER MEETINGS ARE TO FOLLOW. REPORTED ON THE WORKER’S COMPENSATION SEMINAR AND NOTED THE TOWNSHIP NEEDS TO ESTABLISH AN EMPLOYEE HANDBOOK.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:10 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
