MINUTES OF REGULAR MEETING
SEPTEMBER 21, 2023
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 9-7-2023. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 9-21-2023 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE BEEN USING THE TAR BUGGY FOR REPAIRS ON
HALO. ALSO NEED REPAIRS ON JUNE, COTTONWOOD AND POSSIBLY SEVERAL OTHER
ROADS. ROADSIDE MOWING NEEDS TO BE COMPLETED ON THE EAST SIDE OF THE
TOWNSHIP. DUST CONTROL APPLICATION IS ABOUT COMPLETE.
ROADMAN’S REPORT – THE 2014 F-550 TRUCK NEEDS REPAIR TO THE EXHUST SYSTEM.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE VACATION LEAVE FOR
ROADMAN RICHARD RENNIE FOR 9-7-2023 THROUGH 9-8-2023, 16 HOURS. ALL IN FAVOR,
MOTION PASSED.
FISCAL OFFICER’S REPORT – NOTIFICATION WAS RECEIVED FROM THE CARROLL CO
PLANNING COMISSION REGARDING THE HEARING WITH CARROLL CO COMMISSIONERS
ON 10-5-2023, REGARDING THE RE-NAMING OF HEMP RD NW TO HOLIDAY RD NW. THIS IS
TO CLARIFY LOCATING RESIDENCES AND OTHER LOCATIONS FOR EMERGENCY AND ALL
OTHER PURPOSES. ALL AFFECTED PROPERTY OWNERS AND OTHERS WERE NOTIFIED OF
THIS ACTION.
RESOLUTION 20-23 M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE
RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET
COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFIYING THEM
TO THE COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 21-23 J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE 2023 1 st
SUPPLEMENTAL FIRE CONTRACT FOR THE MOHAWK VALLEY JOINT FIRE DISTRICT FOR
$3000.00. ALL IN FAVOR, MOTION PASSED.
M. REED REPORTED THAT SIX (6) LOADS OF DUST CONTROL MATERIAL HAVE BEEN
APPLIED TO TOWNSHIP ROADS AND THAT ONE (1) IS AVAILABLE TO APPLY TO ANY
OTHER NEEDED ROADS OR AREAS.
J. OWENS UPDATED THE BOARD ON THE STATUS OF THE BURIAL OF THE CREMATION
REMAINS OF THE RHODEN MOTHER AND SON. SPENCER GORDON OF FINEFROCK-
GORDON FUNERAL HOME WILL KEEP IN CONTACT WITH THE TOWNSHIP ON THIS
MATTER.
J. LITTLE HAD AN INQUIRY FROM HELEN TRAVERS ABOUT THE DUST ON IRISH RD AND
THE MATTER WAS QUICKLY RESOLVED AS AN APPLICATION WAS MADE THE SAME DAY.
AN INQUIRY WAS RECEIVED FROM KELLY (RICE) CHANEY ABOUT A TIMBER HARVEST
ON HER PROPERTY AND USING IMPERIAL RD, NEAR THE TUSCARAWAS CO LINE WITH
SANDY TWP, AS THE EXIT FOR THE TIMBER BEING HARVESTED. SHE WAS ADVISED TO
HAVE THE TIMBER HARVESTING COMPANY POST A BOND TO COVER ANY DAMAGE TO
THE ROAD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 7:45 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN
FAVOR, MOTION PASSED.
