ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
SEPTEMBER 17, 2015
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED AND AMENDED. ALL IN FAVOR, MOTION PASSED.
GUESTS – ALAN WEIR – JUNE RD RESIDENT
MR. WEIR ADDRESSED THE BOARD ABOUT THE CONDITIONS OF JUNE RD AND ASKED WHAT REPAIRS WOULD BE DONE. THE BOARD STATED THAT JUNE RD WILL BE GROUND THIS FALL TO ALLOW THE ROAD TO BE CROWNED FOR BETTER WATER DRAINAGE AND THEN STONE PUT ON. THE ROAD WILL HAVE EMULSION AND STONE APPLIED IN 2016.
ROAD SUPERVISOR’S REPORT – THE LAST ROAD WEST OF SR 542 WILL BE MOWED SOON. HONEY AND ROSE ROADS WILL BE DRAGGED NEXT WEEK AFTER IT RAINS. A PINTLE HITCH IS NEEDED FOR THE 2014 F-55O TRUCK AND TRUSHEL WELDING WILL BE CONTACTED TO BUILD ONE. ON 9-22-2015 IS THE SCHEDULED DATE FOR THE COUNTY ENGINEER TO REPLACE THE CULVERT ON FARGO RD NEXT TO THE PAVICK PROPERTY. THE TOWNSHIP WILL ASSIST AND PROVIDE SLAG AS NEEDED. FUTURE PLANS ARE TO FILL POT HOLES WITH THE TAR BUGGY AND BEGIN GRINDING SEVERAL ROADS.
AT 7:20 PM J. WARD MOVED AND J. OWENS SECONDED THAT THE BOARD MOVE INTO EXECUTIVE SESSION TO INTERVIEW AN APPLICANT FOR THE PART-TIME ROADMAN POSITION ALONG WITH FISCAL OFFICER – BRUCE DOWNES. ROLL CALL VOTE WAS TAKEN – J. LITTLE – YEA, J. OWENS – YEA AND J. WARD – YEA. ALL IN FAVOR, MOTION PASSED.
THE BOARD OF TRUSTEES RETURNED TO REGULAR SESSION FOLLOWING THE EXECUTIVE SESSION AT 7:35 PM WITH NO ACTION TAKEN.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING TRANSFER WITHIN A FUND IN THE MOTOR VEHICLE LICENSE TAX FUND. FROM 2011-330-430-0000 $250.00 TO 2011-330-240-0000. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING : INCREASE IN THE REVENUE ACCOUNT BUDGET – 2901-701-0000 $1.30 AND INCREASE IN THE APPROPRIATION BUDGET – 2901-760-740-0000 – $1.30 DUE TO INTEREST RECIEVED FROM THE NOW CHECKING ACCOUNT. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 17-15 J. LITTLE MOVED AND J. OWENS SECONDED TO ACCEPT THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED. SEE ATTACHED RESOLUTION FOR FULL DETAILS.
J. WARD MOVED AND J. OWENS SECONDED TO CHANGE THE 2015 CLOSEOUT MEETING FOR ROSE TOWNSHIP TO 12-28-2015 AT 5:00 PM AT THE TOWNSHIP OFFICE. ALL IN FAVOR, MOTION PASSED.
J. WARD REPORTED THAT TRASH THAT WAS DUMPED ON HERITAGE RD WAS IDENTIFIED AS TO THE PERSON WHO DID THE ACT AND IT WAS REPORTED TO THE SHERRIF’S OFFICE. IT WAS NOTED THAT ALL MISSING ROAD SIGNS WILL ALSO BE REPORTED TO THE SHERRIF’S OFFICE. ALSO THAT TO DATE NO RESPONSE HAS BEEN RECIEIVED FROM THE OHIO HISTORICAL SOCIETY IN REGARDS TO AN UPDATED RECORDS RETENTION POLICY THAT HAD BEEN SUBMITTED.
IN DISCUSSION OF THE LEGAL ACTION FILED IN THE CARROLL COUNTY COMMON PLEAS COURT BY MICHAEL NOBLE IT WAS NOTED THAT THE FILING WAS BEYOND THE DEADLINE ALLOWED AND WILL PROBABLY BE DISMISSED BY THE OHIO ATTORNEY GENERAL’S OFFICE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:25 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
