ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
SEPTEMBER 1, 2022
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED AND JOHN LITTLE. ROADMAN – RICHARD RENNIE AND FISCAL OFFICER
– BRUCE DOWNES.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 8-18-2022. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 9-1-2022 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUESTS – SUZANNE AND ALLAN TOZZI – MAGNOLIA RESIDENTS
MRS. TOZZI PRESENTED THE BOARD WITH INFORMATION REGARDING THE CEMETARY
AT THE INTERSECTION OF STAFF AND HALO ROADS. IT IS KNOWN AS THE HEITZ OR
HITES CEMETARY AND THERE ARE OTHER SPELLINGS OF THE NAME. A CHURCH BUILT
IN 1874 THAT SERVED THREE DIFFERENT CONGREGATIONS WAS LOCATED NEAR THE
CEMETARY LOCATION.
ROADMAN’S REPORT – NUMEROUS REPAIRS WERE MADE TO THE TAR BUGGY BEFORE
USING FOR ROAD REPAIR. REPAIRS WERE MADE TO HALO RD ON THE HILL NEAR THE
WITHEY PROPERTY AND TO OTHER VARIOUS LOCATIONS.
FISCAL OFFICER’S REPORT – THE CPR / FIRST AID CLASS FOR TOWNSHIP EMPLOYEES,
SPONSORED BY THE CARROLL COUNTY TWP ASSN, HAS BEEN RESCHEDULED FOR 10-4-
2022 AT THE GOLDEN AGE RETREAT CENTER. THE COST IS $35.00 PER PERSON. THE
OFFICIAL CERTIFACTE OF THE COUNTY BUDGET COMMISSION FOR THE 2023 ROSE TWP
BUDGET HAS BEEN RECEIVED.
RESOLUTION 14-22 J. LITTLE MOVED AND M. REED SECONDED A RESOLUTION
ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION
AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE
COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED.
M. REED DISCUSSED THE PLACING OF RIP RAP AROUND THE INLET OF A CULVERT ON
HARTWOOD RD NEAR THE PREVIOUS McCREERY HOUSE PROPERTY. THE DITCH WORK
ON FRESNO RD LOOKS GOOD.
BAKERSVILLE GARAGE IS SCHEDULED TO REPAIR THE NEW HOLLAND T6050 TRACTOR
ON 9-2-2022 THEN THE ROADSIDE MOWING CAN BE COMPLETED. THE GRADER NEEDS TO
BE USED ON HARTWOOD TO GRADE THE ENTIRE ROAD ALONG WITH OTHERS IN THE
TOWNSHIP. FURTHER DISCUSSION BY THE BOARD ON OTHER CULVETS THAT NEED
OPENED / CLEANED OUT TO SECURE BETTER ROAD DRAINAGE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 7:35 PM ON A MOTION BY J. LITTLE AND SECONDED BY M. REED. ALL IN
FAVOR, MOTION PASSED.
