ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
NOVEMBER 17, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.

JAY HERSTINE – MAGNOLIA VOLUNTEER FIRE DEPT
MR. & MRS WILLIAMS HAD QUESTIONS ABOUT THE FAILURE OF THE FIRE AND ROAD DISTRICT III LEVIES AT THE RECENT GENERAL ELECTION. SEVERAL WAYS WERE SUGGESTED ON MEANS TO GET INFORMATION TO TOWNSHIP VOTERS REGARDING WHAT THE LEVY MONIES DO FOR TOWNSHIP RESIDENTS.
MR. ROHR ALSO HAD SIMILAR QUESTIONS PLUS HOW MUCH THE MILLAGE OF THE LEVIES GENERATES AND HOW THE VALUATION OF PROPERTIES IS CALCULATED. HE PLANS TO SHARE THIS INFORMATION WITH OTHER INTERESTED RESIDENTS.
MR. HERSTINE STATED THAT THE FINAL CERTIFICATION OF THE VOTES WILL BE CONDUCTED ON NOV. 22 TO DETERMINE THE FINAL VOTE COUNT ESPECIALLY WITH THE FIRE LEVY COUNT BEING CLOSE. HE ALSO INQUIRED ABOUT THE MONIES AVAILABLE FOR THE 2017 FIRE CONTRACTS AND WILL BRING BACK THAT CONTRACT AND THE 2016 SUPPLEMENTAL CONTRACT FOR THE BOARD’S APPROVAL.
ROAD SUPERVISOR’S REPORT – THERE ARE VARIOUS ROADS THAT HAVE TREES AND LIMBS TO BE CUT AND CHIPPED. DITCHING NEEDS TO BE DONE ON FARGO RD ALONG THE EDWARD’S PROPERTY AND ON IMPERIAL RD AT THE TURN BY THE WACKERLY RESIDENCE. M. ROBERTS WILL ASSIST IN COMPLETING THESE PROJECTS. CARROLL ELECTRIC WILL BE CONTACTED TO SEE IF VARIOUS TREES IN THEIR AND THE TOWNSHIP’S RIGHT-OF-WAY HAVE BEEN TRIMMED AND OR REMOVED. THE SNOW PLOWS FOR THE TRUCKS WILL BE CHECKED, SERVICED AND CHECKED FOR ANY EDGES THAT MAY BE IN INVENTORY.
FISCAL OFFICER’S REPORT – PRESENTED A DRIVEWAY PERMIT FOR APPROVAL FROM KAITLYN WACKERLY ON IMPERIAL RD. REVIEWED WITH THE BOARD THE LETTER FROM THE DEPT OF COMMERCE, DIVISION OF LIQIUOR CONTROL, IN REGARDS TO ANY OBJECTIONS TO RENEWAL OF ANY LIQUOR PERMITS IN THE TOWNSHIP. REMINDED THE BOARD OF THE CARROLL CO TWP ASSN WITH THE CO ENGINEER ON 12-1-2016.
THE BOARD APPROVED THE DRIVEWAY PERMIT APPLICATION FROM KAITLYN WACKERLY ON IMPERIAL RD AND HAD NO OBJECTIONS TO THE RENEWAL OF LIQUOR PERMITS IN THE TOWNSHIP. THEY ALSO APPROVED THE FINAL LANGUAGE OF RESOLUTION 17-16 FOR THE REQUEST FOR SPEED LIMIT MODIFICATION ON TOWNSHIP ROADS AND IT WILL BE SENT TO ODOT.
CEMETARY REPORT – A BURIAL WAS COMPLETED IN UNION VALLEY CEMETARY ON 11-3-2016 AND EVERYTHING WENT WELL. J. WARD WILL CONTINUE TO CHECK ON WHEN THE SURVEY WILL BE COMPLETED SO THAT THE NEEDED WORK ON THE LAND BEING DONATED CAN COMMENCE AT THE UNION VALLEY CEMETARY.
J. LITTLE IS STILL CHECKING ON HEALTH INSURANCE COSTS WITH THE COUNCIL OF GOVERNMENT SERVICES AND OTHER SOURCES.
J. WARD REPORTED THAT MIDWEST INDUSTRIES IS MONITORING THE APPLICATION OF THE SOYBEAN OIL BASED DUST CONTROL MATERIAL ON DEAD-END HERITAGE RD. ALL TOWNSHIP ROADS HAVE BEEN SURVEYED AND WILL CONTINUE TO BE MONITORED BY MIDWEST. MIDWEST IS DEVELOPING A TOWNSHIP WIDE DUST CONTROL PROGRAM FOR 2017.
DISCUSSION WAS HELD ABOUT WHEN THE FIRE AND ROAD DISTRICT III LEVIES CAN BE ON THE BALLOT NEXT AND HOW TO DISTRIBUTE INFORMATION ABOUT WHAT THE MONIES PROVIDE TO THE TOWNSHIP AND ITS RESIDENTS.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:20 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
