ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
MAY 1, 2014
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUEST – TIM THOMPSON – CARROLL ASPHALT
THE BOARD OPENED AND REVIEWED THE BIDS RECEIVED FOR DUST CONTROL MATERIALS. BIDS WERE RECEIVED FROM CENTRAL ALLIED ENTERPRISES AND CARROLL ASPHALT. DISCUSSION WAS HELD CONCERNING THE VARIOUS PRODUCTS AND PRICING.
RESOLUTION 13-14 J. OWENS MOVED AND J. WARD SECONDED TO ACCEPT ALL OF THE ITEMS BID BY CARROLL ASPHALT FOR DUST CONTROL PRODUCTS. ALL IN FAVOR, MOTION PASSED. REFER TO BID SHEET FOR PRODUCTS AND PRICING.
THE BOARD WILL DETERMINE WHAT ROAD REPAIRS ARE NEEDED PRIOR TO DUST CONTROL APPLICATION AND A PRIORITY LIST WILL BE MADE. ALSO MEMBERS WILL CONTACT VENDORS IN REGARDS TO CONTRACT MOWING OF THE TOWNSHIP CEMETARIES AND HAVE THEM SUBMIT SEALED BIDS ALONG WITH PROOF OF INSURANCE. THERE ARE SEVERAL TREES ON HOLLY RD NEAR THE TRESSELL PROPERTY THAT ARE NEEDING TO BE CUT DOWN AND REMOVED.
J. OWENS MOVED AND J. WARD SECONDED TO PURCHASE 40 FEET OF 24 INCH PLASTIC CULVERT TO BE INSTALLED ON STALLION RD. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 14-14 J. OWENS MOVED AND J. LITTLE SECONDED TO CONTACT THE CARROLL COUNTY PROSECUTOR TO MOVE FORWARD WITH THE BOARD’S PRIOR RESOLUTION 18-13 TO CORRECT THE DRAINAGE PROBLEM AT 10197 HONEY RD., TR 173, AT THE STEPHEN MARTIN PROPERTY. THE DRIVEWAY IS TO BE CORRECTED TO THE SPECIFICATIONS PER THE COUNTY ENGINEER HAS PREVIOUSLY LISTED IN HIS LETTER DATED 4-8-2014. REQUEST IS BEING MADED TO THE COUNTY PROSECUTOR TO PROCEED WTIH THE NECESSARY LEGAL ACTION TO REMEDY THIS SITUATION. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 15-14 J. LITTLE MOVED AND J. OWENS SECONDED TO PASS A RESOLUTION OF SUPPORT FOR OHIO SEVERANCE TAX TO BE RETURNED TO THE COUNTIES IMPACTED BY SHALE DEVELOPMENT TO BE SENT TO THE STATE OF OHIO LEGISLATURE. ALL IN FAVOR, MOTION PASSED. SEE ATTACHED RESOLUTION FOR THE FULL TEXT OF THE RESOLUTION.

J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE SICK LEAVE FOR MICHAEL NOBLE, ROADMAN, FOR EIGHT (8) HOURS ON 4-28-2014. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:35 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR MOTION PASSED.
