MINUTES OF REGULAR MEETING
MARCH 7, 2024
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
JOHN LITTLE AND ANDREW IRWIN. ROAD SUPERVISOR – TOM WITTS, ROADMAN –
RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 2-15-2024. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 3-7-2024 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – NOTED THAT THE BRAKES ON THE 2014 F-550 MAY BE IN
NEED OF REPAIR. ROADS ARE BEING DRAGGED AND STONE APPLIED AS NEEDED.
ROADMAN’S REPORT – HAVE BEGUN TAKING THE CDL PERMIT TEST AND HAVE PASSED
SEVERAL SECTIONS WITH ANOTHER TO BE COMPLETED. HAS TAKEN DOT PHYSICAL.
FISCAL OFFICER’S REPORT – NOTED THAT THE NEXT CARROLL CO TWP ASSN MEETING
IS ON 3-23-2024 IN DELLROY AT 8:30 AM WITH THE CARROLL CO HEALTH DIST ANNUAL
MEETING. RECEIVED A THANK YOU FROM THE MAGNOLIA HISTORICAL SOCIETY
REGARDING THE RECENT DONATION OF A COMPUTER DESK. PROVIDED INFORMATION
REGARDING PLACING ADS WITH THE OHIO TOWNSHIP ASSN PUBLICATIONS.
J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE THE FOLLOWING LEAVE
REQUESTS FOR RICHARD RENNIE : 2-16-2024 – 3 (THREE) HOURS OF SICK LEAVE AND 3-15-
2024 – 8 (EIGHT) HOURS OF VACATION LEAVE. ALL IN FAVOR, MOTION PASSED.
J. LITTLE SPOKE WITH JOSH BREWSTER WHO HAS APPLIED FOR A DRIVEWAY PERMIT
FOR FARGO RD. THE BOARD RECOMMENDS THAT THE LANDOWNER NEEDS A CATCH
BASIN AND USE 15 INCH CULVERT PIPE. THE TOWNSHIP WILL INSTALL A CROSS CULVERT
TO CATCH THE OUTLET WATER.
A. IRWIN IS IN CONTACT WITH CHARLIE AT PHONEIX ASPHALT & STONE REGARDING THE
UPKEEP OF THE ROAD BERM ALONG THE ENTRANCE FROM THE PLANT ONTO IMPERIAL
RD. HE WILL SECURE THE INFORMATION NEEDED TO PLACE AN AD IN THE OHIO TWP
ASSN PUBLICATIONS FOR THE UNEEDED EXCESS EQUIPMENT OF THE TOWNSHIP.
J. LITTLE NOTED THAT WHEN TOWNSHIP ROADS ARE MUDDY AN APPLICATION OF
STONE FOR THE FULL WIDTH IS NECESSARY. ALSO THAT WHEN ROADS ARE DITCHED,
CULVERTS CLEANED AND ROADS DRAGGED THAT ALL EXCESS ROAD MATERIAL BE
CLEANED UP QUICKLY. SPECIAL NOTE WAS MADE OF CLEARING ROADWAYS OF LARGE
ROCKS AND OBJECTS THAT WOULD BE HAZARDOUS TO VEHICLES TRAVELING
TOWNSHIP ROADS.
THE BOARD DISCUSSED AND APPROVED THE FOLLOWING REGARDING THE TESTING
AND TRAINING FOR A CDL LICENSE BY ROADMAN – RICHARD RENNIE.
J. LITTLE MOVED AND A. IRWIN SECONDED THE FOLLOWING FOR RICHARD RENNIE TO
SECURE A CDL LICENSE. THAT THE TOWNSHIP WOULD PAY THE APPROXIMATE COST OF
$1600.00 FOR THE TRAINING, TESTING AND PASSING TO OBTAIN HIS CDL AT A 2-DAY
SESSION IN MISSOURI. THE TWO (2) DAYS OFF FOR THE TRAINING WILL BE UNPAID BY
THE TOWNSHIP. THE REQUIREMENT FOR THE FULL PAYMENT OF THE TRAINING WOULD
BE THAT HE WOULD REMAIN AN EMPLOYEE OF THE TOWNSHIP FOR A MINIMUM OF 2
(TWO) YEARS FROM THE DATE OF SUCCESSFUL COMPLETION OF LICENSING
REQUIREMENTS. IF HE CEASES EMPLOYEMENT FROM THE TOWNSHIP PRIOR TO
EXPIRATION OF 2(TWO) YEARS THEN HE WOULD BE REQUIRED TO REPAY THE COSTS OF
THE LICENSE ON A PRORATED BASIS. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 7:40 PM ON A MOTION BY J. LITTLE AND SECONDED BY A. IRWIN. ALL IN
FAVOR, MOTION PASSED.
