MINUTES OF REGULAR MEETING
MARCH 4, 2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 2-18-2021. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 3-4-2021 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – 78 TON OF #8 LIMESTONE AND 136 TON OF ASHES HAS BEEN DELIVERED. THE REPAIRS TO THE NEW HOLLAND T6050 TRACTOR ARE COMPLETE AND REPAIRS ARE CONTINUING ON THE 1996 INTERNATIONAL TRUCK. THE ROAD GRADER WILL BE SERVICED NEXT WEEK TO PREPARE FOR SPRING USE. POTHOLES ARE BEING PATCHED WITH #57 LIMESTONE AND POSSIBLY COLD PATCH NEXT WEEK IF THE WEATHER IS WARMER.
J. LITTLE NOTED THAT ROADS ON THE EAST SIDE OF THE TOWNSHIP NEED ADDITIONAL STONE AND MORE #57 LIMESTONE WILL BE ORDERED FROM GRIFFETH & SON. THE ROAD SUPERVISOR AND ROADMAN WILL CONTINUE ASSISTING PIKE TWP ALONG WITH SANDY TWP WITH TREE / BRUSH REMOVAL.
ROADMAN’S REPORT – R. RENNIE THAT REPAIRS ARE CONTINUING ON THE EXMARK MOWER WITH REPLACING DECK WHEELS, BELT AND BLADES AND WAS CHECKING PRICES. HE WAS AUTHORIZED BY THE BOARD TO SECURE THE BEST PRICE AND ORDER THE NEEDED PARTS TO PREPARE THE MOWER FOR SPRING.
CEMETARY SEXTON – REPORTED THAT COPIES OF THE HARMONY CEMETARY HAVE BEEN DONE AT FEDEX OFFICE AND THAT CURTIS ELLIOT PURCHASED ONE OF THE COPIES.HE NEEDS TO CONTACT J & S SERVICES TO SCHEDULE THE TREE REMOVAL IN UNION VALLEY CEMETARY.
FISCAL OFFICER’ REPORT – REPORTED THAT THE ROAD GRANT FOR 2021 FROM THE CARROLL CO COMMISIONERS WILL BE JUST OVER $10,000.00. A RESOLUTION TO APPROVE THE 2021 APPROPRIATION AND REVENUE BUDGETS AS PERMENANT IS REQUIRED.
RESOLULTION 8-21 J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE ALL 2021 TEMPORARY APPROPRIATION AND REVENUE BUDGETS AS PERMANENT BUDGETS FOR 2021 EFFECTIVE 1-1-2021. ALL IN FAVOR, MOTION PASSED.
J. LITTLE REVIEWED WHICH ROADS NEED DITCHED, GROUND, RESHAPED AND STONED. INDIGO, GRANADA, HARTWOOD AND HALO WERE DISCUSSED. IT WAS DETERMINED THAT THE HIGHEST PRIORITY WOULD BE GRANADA RD AND IF POSSIBLE SMALL PORTIONS OF INDIGO. CULVERTS WILL BE CHECKED ON GRANADA AND REPLACED AS NEEDED. THE CAIRNS FAMILY WILL BE CONTACTED IF THE LIMESTONE CAN BE STOCKPILED AT AN OIL TANK BATTERY ON THEIR PROPERTY TO SAVE HAULING COSTS.
J. LITTLE REPORTED ABOUT THE CONTACT WITH R & S OPERATING FROM TEXAS REGARDING ACCESS FROM HEMP RD FROM WHERE IT ENDS TO AN OIL WELL SITE ON THE M. GEISER PROPERTY. IT WAS NOTED THAT A RUMA WILL BE NEEDED FROM R & S OPERATING TO COVER ANY ROAD DAMAGE DURING AND AFTER THE DRILLING PROCESS.
J. OWENS REPORTED THAT HE HAS INSPECTED THE MOHAWK VALLEY FIRE DIST SUB-GRANT FROM THE TOWNSHIP THAT WAS FUNDED WITH CARES ACT FUNDS. THE EQUIPMENT INFORMATION AND PHOTOS WERE OBTAINED FOR FILING.
J. OWENS PRESENTED AN COVID-19 UPDATE FROM THE CARROLL CO HEALTH DEPT IN REGARDS TO THE CURRENT STATE OF CASES, THAT VACCINE SHOTS ARE AVAILABLE AND THAT CLINICS ARE POSTED ON THEIR WEBSITE WHEN SHOTS CAN BE RECEIVED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7:42 PM ON A MOTION BY J. WARD AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
