ROSE TOWNSHIP BOARD OF TRUSTEES
CARROLL COUNTY, OHIO. MINUTES OF REGULAR MEETING
MARCH 2, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – SUZANNE TOZZI – MAGNOLIA HISTORICAL SOCIETY
MRS. TOZZI DISCUSSED WITH THE BOARD ABOUT THE NUMEROUS HISTORICAL RECORDS OF THE TOWNSHIP. SHE WILL PROVIDE THE BOARD WITH A COPY OF THE ROSE TOWNSHIP SCHOOL(S) HISTORY. SEVERAL IDEAS WERE EXPRESSED ABOUT A PICNIC IN 2018 FOR THE 200 TH ANNIVERSARY OF ROSE TOWNSHIP.
ROAD SUPERVISOR’S REPORT – LIMBS AND TREES HAVE BEEN REMOVED FROM NUMEROUS TOWNSHIP ROADS THAT BEEN BLOWN OVER BY RECENT HIGH WINDS. HAS LOCATED A CULVERT ON FLINT RD JUST EAST OF LEYDA’S GARAGE THAT NEEDS OPENED TO ALLOW WATER TO FLOW THROUGH. THE DRAIN IN THE FLOOR OF THE GARAGE HAS BEEN OPEPNED TO HELP WATER FLOW OUT OF THE BUILDING. HE IS WORKING OF THE WASTE OIL FURANACE IN THE GARAGE TO MAKE IT OPERATE EFFICIENTLY.
FISCAL OFFICER’S REPORT – RECEIVED INFORMATION FROM THE CARROLL, COLUMBIANA AND HARRISON WASTE DISTRICT IN REGARDS TO THE 2017 TIRE DISPOSAL PROGRAM. THE NEXT MEETING OF THE CARROLL CO TWP ASSN IS ON 3-25-2017 AND THERE WILL BE UPDATES TO THE ASSN BY-LAWS TO CONSIDER. UPDATES WERE PROVIDED ON THE OHIO CHECKBOOK.COM PROGRAM AND THE WIRELESS INTERNET SERVICE FOR THE TOWNSHIP.
J. OWENS REPORTED CONTACTING KERMIT JAMES TO REMOVE VEHICLES IN THE TOWNSHIP RIGHT-OF-WAY ON HIS PROPERTY ON FARGO RD AND HE WILL COMPLY. ALSO WAS CONTACTED BY PAUL EWING OF ROSE RD ABOUT THE WASHBOARD IN THE PORTION OF THE ROAD THAT HEADS TOWARD FLINT RD AND IT WILL BE CHECKED.
J. WARD PRESENTED AN UPDATE IN REGARDS TO THE NUMEROUS QUESTIONS CONCERNING THE REMOVAL OF A PORTION OF HOPE RD THAT IS ON NON-MAINTAINED STATUS BACK TO MAINTAINED STATUS. THE BOARD IS CURRENTLY WAITING ON AN OPINION FROM THE COUTNY PROSECUTOR. STATED THAT AFTER MARCH 30, 2017 WHAT THE BOARD CAN DO WITH OBSOLETE RECORDS SUBMITTED UNDER THE FORMS RC-1 AND RC-2 AS PREVIOUSLY SUBMITTED TO THE OHIO HISTORICAL CONNECTION. FINALLY THAT THE SURVEYOR NEEDS TO COMPLETE A PARCEL DESCRIPTION TO COMBINE THE NEW PARCEL FROM LINDER’S WITH THE OTHER TWO PARCELS OF UNION VALLEY CEMETARY INTO ONE PARCEL.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:05 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
