MINUTES OF REGULAR MEETING
MARCH 18, 2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 3-4-2021. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 3-18-2021 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE RECEIVED 105 TONS # 57 LIMESTONE AND BEEN DRAGGING THE ROADS TO FILL IN POTHOLES. ALSO HAVE BEEN ASSISTING PIKE TOWNSHIP CLEAR AND CHIP BRUSH ALONG ROADWAYS FOR SEVEN DAYS AND WILL HAVE SEVERAL MORE DAYS NEXT WEEK.
CEMETARY SEXTON REPORT – J & S SERVICES HAVE BEEN CONTACTED ABOUT THE TREE REMOVAL IN UNION VALLEY CEMETARTY AND WILL WAIT FOR GOOD WEATHER AND CONDITIONS TO PERFORM THE WORK.
FISCAL OFFICER’S REPORT – THE CARROLL CO TWP ASSN WILL NOT HAVE ANY MEETINGS IN 2021 DUE TO THE COVID-19 VIRUS, BUT MAY A FALL MEETING.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE PERSONAL LEAVE FOR RICHARD RENNIE ON 3-15-2021 FOR EIGHT (8) HOURS. ALL IN FAVOR, MOTION PASSED.
J. LITTLE HAS CONTACTED CHRIS KEIHL OF THE CO ENGINEER’S OFFICE CONCERNING OBTAINING A RUMA FOR HEMP RD FOR R & S OPERATING FOR WORK ON A WELL SITE ON THE M. GEISER PROPERTY. R &S ALSO INQUIRED ABOUT TRIMMING TREES ALONG HEMP RD IN ADDITION TO ASSISTING WITH ANY NEEDED UPKEEP AND ROAD REPAIR.
J. OWENS REPORTED THAT HE HAS CHECKED WITH MOHAWK VALLEY FIRE DIST CONCERNING A BILL FROM STRYKER RELATED TO THE CARES ACT SUB-GRANT AND IS WAITING TO SEE IF THE BILL IS TO BE PAID BY MOHAWK OR THE TOWNSHIP. ALSO HAVE RECEIVED ANOTHER OIL AND GAS LEASE OFFER FROM R & S OPERATING BY JEFF KOKTAN, LANDMAN, CONCERNING THE MINERALS ON THE .59 ACRE NEW PARCEL AT UNION VALLEY CEMETARY.
J. LITTLE INFORMED THE BOARD THAT A VIRTUAL PROGAM WILL BE HELD ON 3-25-2021 AT 10:00 AM REGARDING THE LTAP SIGN GRANT PROGRAM AND TO SEE IF ANOTHER BOARD MEMBER COULD VIEW THE PRESENTATION. THE LIGHT BULBS AND FIXTURES IN THE SHOP / GARAGE AREA ARE OLD AND IN NEED OF REPLACEMENT. IT WAS SUGGESTED THAT LED SYSYTEMS COULD BE USED TO UPDATE THE OLD LIGHTS AND PRICES WILL BE OBTAINED TO DETERMINE COSTS. CONTACTED MIKE BRYAN OF THE CO ENGINEER’S OFFICE AND THEY HAVE SWEPT IMPERIAL RD FOR THE TOWNSHIP.
J. OWENS WILL ATTEND THE CARROLL CO HEALTH DEPT ADVISORY MEETING ON 3-24-2021. REPORTED THAT THE AMERICAN RESCUE PLAN ACT – HR 1319, THAT WAS JUST APPROVED BY CONGRESS HAS CUT OUT ANY FUNDING FOR TOWNSHIPS IN OHIO AND THAT THE OTA IS WORKING TO RESTORE FUNDING TO TOWNSHIPS. ON THE STATE LEVEL HB – 74 IS RELATED TO INCREASE THE AMOUNTS IN RELATION TO FORCE ACCOUNTS.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7:35 PM ON A MOTION BY J. WARD AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
