MINUTES OF REGULAR MEETING
MARCH 17, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – NOTED THE FOLLOWING CULVERTS NEED REPLACED, A 12 INCH ON HARTWOOD RD, A 36 INCH ON FARGO RD AND A 18 INCH ON HOLLY RD. THE BOARD INSTRUCTED HIM TO ORDER THE NEEDED CULVERT FROM MARLBORO SUPPLY. ALSO ASKED ABOUT THE DITCHING AND GRINDING OF JUNE RD THIS SPRING. OTHER ITEMS OF WORK HAVE BEEN THE INSTALLATION OF THE TRANSMISSION IN THE CASE 895 MOWER TRACTOR AND THE REPLACEMENT OF A HYDRAULIC LINE TO THE TURBO CHARGER ON THE ENGINE OF THE FORD 8000 TRUCK.
FISCAL OFFICER REPORT – A PUBLIC RECORDS TRAINING MEETING IS SCHEDULED FOR APRIL 29, 2016 IN CARROLLTON. HAVE RECIEVED THE COST FOR THE TOWNSHIP TO THE CARROLL CO HEALTH DISTRICT FOR 2016. THE NEXT MEETING OF THE CARROLL CO TOWNSHIP ASSN IS 3-19-2016. RECIEVED NOTICE FROM THE STATE FIRE MARSHALL’S OFFICE OF NOT RECIEVING ANY GRANT FUNDING FOR RADIOS FOR THE MAGNOLIA VOLUNTEER FIRE DEPT. NOTED OF AN UPCOMING MEETING WITH THE COUNTY COMMISSIONERS ABOUT COMMUNITY BLOCK GRANTS ON 3-29-2016.
WARD REPORTED ABOUT A DUST CONTROL PRODUCT CALLED SOIL SEMENT. HE CONTACTED A COMPANY REPRESENTATIVE ABOUT THE APPLICATION RATE AND COST OF THE PRODUCT. CONTACT WAS ALSO MADE WITH WAYNE AND MADISON TOWNSHIPS IN COLUMBIANA COUNTY WHO HAVE USED THE PRODUCT. THE COST IS $750.00 PER 2500 GALLON OR $.30 PER GALLON APPLIED WHICH WILL TREAT APPROXIMATELY 3 TO 4 OF A MILE OF ROADWAY. A COMPANY REPRESENTATIVE WILL BE INVITED TO ATTEND THE 4-7-2016 BOARD MEETING TO OBTAIN ADDITIONAL INFORMATION.
IT WAS NOTED THE MEETING WAS HELD STARTING AT 7:00 PM EVEN THOUGH THERE WAS AN AEP POWER OUTAGE AND LANTERNS WERE USED UNTIL POWER WAS RESTORED AT 8:00 PM.
OWENS REPORTED ABOUT THE TREE ON THE CONTOS PROPERTY ALONG IMPERIAL RD THAT NEEDS REMOVED AND WILL CONTACT RICHARD WACKERLY ABOUT THIS MATTER. NOTED THAT THE CARROLL CO HEALTH DEPT AND SEVERAL OTHER AGENCIES WERE CONTACTED ABOUT THE RECENT REMOVAL OF A HOUSE TRAILER ON PRIVATE PROPERTY ON BRASS RD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:20 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
