ROSE TOWNSHIP BOARD OF TRUSTEES
CARROLL COUNTY, OHIO. MINUTES OF REGULAR MEETING
MARCH 16, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – SUZANNE TOZZI – MAGNOLIA HISTORICAL SOCIETY
S. TOZZI GAVE THE BOARD AN UPDATE ON THE TOWNSHIP SCHOOLS HISTORY.
ROAD SUPERVISOR’S REPORT – A SENSOR MAY NEED TO BE REPLACED ON THE 2014 F-550 TRUCK AND THIS WILL BE CHECKED WITH SARCHIONE FORD. THE CULVERT THAT NEEDED REPAIR ON FLINT RD IS DONE. STONE HAS BEEN APPLIED TO HOLLY AND ROSE ROADS. NEW BLADES HAVE BEEN PURCHASED FOR THE EXMARK MOWER.
FISCAL OFFICER’S REPORT – INFORMED THE BOARD OF THE UPCOMING SAFETY SEMINAR WITH WORKER’S COMPENSATION AND J. WARD WILL ATTEND. THE NEXT MEETING OF THE CARROLL CO TWP ASSN WILL BE ON 3-25-2017. PRESENTED INFORMATION REGARDING THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND THE STATE OF OHIO ROAD SIGN GRANT PROGRAM.
RESOLUTION 10-17 J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE ALL 2017 TEMPORARY APPROPRIATION AND REVENUE BUDGETS AS PERMANENT BUDGETS FOR 2017 EFFECTIVE 4-1-2017. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. LITTLE SECONDED TO REMOVE THE GATES ON THE NORTH AND SOUTH ENDS OF HOPE RD, THAT HAS BEEN ON NON-MAINTAINED STATUS AS PER THE OPINION OF THE CARROLL COUNTY PROSECUTOR. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 11-17 J. OWENS MOVED AND J. LITTLE SECONDED A RESOLUTON DECLARING THE NECESSITY TO LEVY A TAX IN EXCESS OF THE TEN -MILL LIMITATION FOR THE RENEWAL OF THE 1.0 MILL FIRE LEVY AND THE RENEWAL OF THE 2.69 MILL ROAD DISTRICT III LEVY. ALL IN FAVOR, MOTION PASSED.
THE BOARD RECEIVED A REQUEST FROM PROPERTY OWNERS ALLAN AND AMELIA ROHRIG TO REOPEN APPROXIMATELY ONE-HALF MILE OF HOPE RD THAT HAS BEEN ON NON-MAINTAINED STATUS. THIS WOULD BEGIN AT THE NORTH END OF THE CLOSURE AND PROCEED SOUTH TO THE OWNERS PROPERTY.
J. OWENS MOVED AND J. LITTLE SECONDED TO SEND A LETTER TO THE CARROLL COUNTY PROSECUTOR TO REQUEST AN OPINION OF SECTION 5573.07 OF THE OHIO REVISED CODE IN REGARDS TO THE APPORTIONMENT OF, COMPENSATION, DAMAGES AND COSTS – PAYMENTS IN RELATION TO TOWNSHIP ROADS. ALL IN FAVOR, MOTION PASSED.
J. OWENS HAS BEEN FOLLOWING THE CLEANUP ON THE KERMIT JAMES PROPERTY ON FARGO RD OF ITEMS IN THE ROAD RIGHT-OF-WAY AND REPORTED THE CURRENT PROGRESS.
J. WARD REPORTED THAT THE SURVEYOR WILL SEND SURVEY INFORMATION TO THE ATTORNEY ON 3-17-2017 TO COMPLETE THE TRANSFER OF THE PROPERTY FROM THE LINDER FAMILY TO THE UNION VALLEY CEMETARY FOR ROSE TOWNSHIP.
J. LITTLE REPORTED ON THE INFORMATION RECIEVED FROM THE ANNUAL MEETING OF THE CARROLL COUNTY HEALTH DEPARTMENT. FUNDING FOR THE DEPARTMENT WAS THE MAIN ISSUE OF CONCERN. OPTIONS INCLUDE PLACING A COUNTY WIDE LEVY ON THE BALLOT, POSSIBLE FORMATION OF A JOINT COUNTY DISTRICT WITH A JOINT LEVY FOR FUNDING. THE NEED FOR ADDITIONAL FUNDING IS NEEDED TO MEET NEW STATE CERTIFICATIONS. IF ADDITIONAL FUNDING IS NOT RECEIVED STAFFING LEVELS WILL PROBABLY NEED TO BE REDUCED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:25 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
