MINUTES OF REGULAR MEETING
JUNE 3, 2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 5-20-2021. ALL IN FAVOR, MOTION PASSED.J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 6-3-2021 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.ROAD SUPERVISOR’S REPORT – THE FOLLOWING WORK HAS BEEN COMPLETED, MOWING ROADS, COMPLETED SERVICE ON THE 2007 PETERBILT TANKER AND NOTED THAT THE FRONT TIRES HAVE LITTLE TREAD LEFT, VARIOUS ROADS DRAGED AND POTHOLES FILLED, ALONG WITH DUST CONTROL APPLIED TO VARIOUS ROADS.J. OWENS MOVED AND J. LITTLE SECONDED TO PURCHASE TWO FRONT TIRES FOR THE 2007 PETERBILT TANKER FROM H & M TIRE, CARROLLTON, FOR $541.42 EACH FOR A TOTAL OF $1082.84. ALL IN FAVOR, MOTION PASSED.ROADMAN’S REPORT – REPORTED THAT THERE IS AN ENGINE KNOCK IN THE MOTOR OF THE EXMARK MOWER. HE WILL OBTAIN PRICING FOR THE REPAIR OR REPLACMENT OF THE REAR SPRINGS ON THE 1996 INTERNATIONAL TRUCK. THE CHIPS FROM THE GRINDING OF THE TREE STUMPS IN UNION VALLEY CEMETARY HAVE BEEN REMOVED, BUT THERE ARE ADDITIONAL ROOTS THAT STILL NEED GROUND. J & S TREE SERVICE WILL BE CONTACTED TO RETURN TO GRIND THE ADDITIONAL ROOTS. IT WAS NOTED THAT FLAGS HAD BEEN PLACED ON VETERAN’S GRAVES IN THE VARIOUS CEMETARIES BY THE AMERICAN LEGION MEMBERS.RESOLUTION 10-21 J. OWENS MOVED AND J. WARD SECONDED TO SPEND UP TO $9000.00 FOR THE PURCHASE OF AN EXMARK ZERO TURN MOWER UNDER THE STATE COOPERATIVE PURCHASING PROGRAM PRICING. ALL IN FAVOR, MOTION PASSED.CEMETARY SEXTON – SEVERAL GRAVES HAVE BEEN MARKED FOR THE INSTALLATION OF FOOTERS FOR CEMETARY GRAVE MARKERS.FISCAL OFFICER’S REPORT – EFFECTIVE 7-1-2021 THE NEW AULTCARE HOSPITALIZATION MONTHLY INSURANCE RATES ARE : SINGLE – $819.97 AND FAMILY – $1991.91. VARIOUS CORRESPONDENCE WAS SHARED WITH THE BOARD. THE BOARD WAS UPDATED ON THE ROAD DISTRICT III AND FIRE LEVIES THAT ARE ELIGIBLE TO BE PLACED ON THE NOVEMBER 2021 ELECTION BALLOT AND WHAT OPTIONS ARE AVAILABLE.RESOLUTION 11-21 J. OWENS MOVED AND J. WARD SECONDED A RESOLUTION DECLARING THE NECESSITY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION FOR THE RENEWAL OF THE ROAD DISTRIC III LEVY OF 2.69 MILLS FOR THE BENEFIT OF TOWNSHIP ROADS AS PER THE OHIO REVISED CODE 5705.19 (G), FOR A FIVE (5) YEAR PERIOD. ALL VOTED YEA IN FAVOR, THE MOTION PASSED.RESOLUTION 12-21 J. LITTLE MOVED AND J. WARD SECONDED A RESOLUTION DECLARING THE NECESSITY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION FOR THE REPLACEMENT OF THE FIRE LEVY OF 1.0 MILLS FOR THE BENEFIT OF FIRE PROTECTION FOR TOWNSHIP RESIDENTS AS PER THE OHIO REVISED CODE 5705.19 (I), FOR A FIVE YEAR PERIOD. ALL VOTED YEA IN FAVOR, MOTION PASSED.J. WARD MOVED AND J. OWENS SECODNED TO APPROVE THE PERSONAL LEAVE FOR TOM WITTS OF FIVE (5) HOURS ON 5-19-2021. ALL IN FAVOR, MOTION PASSED.J. LITTLE NOTED THAT THE PRICE OF #1 SLAG HAS INCREASED TO $13.75 PER TON PLUS HAULING.J. WARD NOTED THAT HE WILL CHECK WITH ODOT ABOUT SECURING SPEED LIMITS FOR HONEY AND FARGO ROADS. TO DATE HE HAS HAD NO COMMUNICATION WITH THE OHIO EMA REGARDING THE 2019 DISASTER CLAIM.J. OWENS NOTED THE FOLLOWING THANK YOU’S WERE RECEIVED – DAVE KEANE OF HIGHVIEW CIRCLE ON ROAD REPAIR AND PAUL EWING OF ROSE ROAD FOR ROAD WORK.AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:15 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
