MINUTES OF REGULAR MEETING
JULY 6, 2023
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTESS –
MICHAEL REED, JOHN LITTLE AND JOSEPH OWENS. ROADMAN – RICHARD RENNIE AND
FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 6-1-2023 AS CORRECTED. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORTS FOR 6-15-2023, 6-20-2023 AND 7-6-2023 – THAT
WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROADMAN’S REPORT – DUST CONTROL HAS BEEN DONE ON NUMEROUS ROADS AS SPOT
TREATMENTS AS NEEDED.
FISCAL OFFICER’S REPORT – REVIEWED VARIOUS CORRESPONDENCE THAT HAD BEEN
RECEIVED. THE 2024 BUDGET HEARING WAS HELD AT 7:30 PM.
RESOLUTION 14-23 J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE 2024
PROPOSED BUDGET OF RECEIPTS, EXPENDITURES AND BALANCES FROM ALL SOURCES
AND TO FORWARD THE BUDGET TO THE CARROLL COUNTY AUDITOR. ALL IN FAVOR,
MOTION PASSED.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING LEAVE
REQUESTS : RICHARD RENNIE – 6-20-2023 TO 6-21-2023 -16 HOURS – VACATION LEAVE, 6-
26-2023 TO 6-28-2023 – 24 HOURS FUNERAL LEAVE AND 7-7-2023 – 8 HOURS SICK LEAVE ;
THOMAS WITTS – 6-13-2023 TO 6-14-2023 – 16 HOURS VACATION LEAVE. ALL IN FAVOR,
MOTION PASSED.
M. REED PRESENTED INFORMATION FROM LTAP (ODOT) REGARDING TRAINING FOR
EMPLOYEES TO OBTAIN A CDL LICENSE AND FURTHER INFORMATION WILL BE
OBTAINED. REPORTED THAT HALO AND OTHER ROADS NEED POTHOLES REPAIRED AND
DUST CONTROL APPLIED WHERE NEEDED.
RESOULUTION 15-2023 J. OWENS MOVED AND J. LITTLE SECONDED TO ACCEPT THE BID
FROM 20/20 ENTERPRISES INC FOR RS-2 CHIP AND SEAL FOR $3.31 PER GALLON
APPLLIED. ALL IN FAVOR, MOTION PASSED.
THE ROADS SLATED FOR APPLICATION ARE – GRANADA, HERITAGE, IRISH – NORTH OF
BACHELOR TO THE COUNTY LINE – , STALLION AND IMPERIAL.
CEMETARY REPORT – THE REPAIRS TO THE MASOLEUM AT FARBER-KNOTTS CEMETARY
ARE TENTATIVELY SCHEDULED FOR LATE AUGUST OR SEPTEMBER. SANDY TOWNSHIP,
STARK CO, IS ASSISTING ON THE PROJECT AS A PORTION OF THE CEMETARY IS IN THEIR
TOWNSHIP.
AN UPDATE FROM THE ATTORNEY WITH OTARMA / PERSO, WAS PRESENTED REGARDING
A CONTINUING CASE FOR THE TOWSHIP.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:00 PM ON A MOTION BY M. REED AND SECONDED BY J. LITTLE. ALL IN
FAVOR, MOTION PASSED.
