MINUTES OF REGULAR MEETING
JULY 20, 2024
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND ANDREW IRWIN. ROAD SUPERVISOR – TOM WITTS
AND FISCAL OFFICER – BRUCE DOWNES.
A. IRWIN MOVED AND M. REED SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 6-20-2024. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND A. IRWIN SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORTS FOR 7-3-2024 AND 7-18-2024 – THAT WERE
PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROADMAN’S REPORT – REPORTED THAT WATER IS COMING ACROSS IMPERIAL RD AFTER
COMING OUT OF THE DRIVEWAY OF THE CAIN PROPERTY. PREP WORK WILL CONTINUE
ON IMPERIAL RD TO BE READY FOR THE CHIP AND SEAL BY 20/20. THE TAR BUGGY WILL
BE USED FOR REPAIRS ON HOPE AND OTHER ROADS. A TREE FELL IN HARMONY
CEMETARY AND HAS BEEN CLEARED. THE NH T6050 TRACTOR IS AT BAKERSVILLE
GARAGE FOR BRAKE REPAIR.
FISCAL’S OFFICER REPORT – AT THE 7-24-2024 MEETING OF THE CARROLL CO TWP ASSN
IT WAS NOTED THAT THERE WILL BE ETHICS TRAINING ON 8-7-2024 IN CARROLLTON.
THE NEXT MEETING OF THE ASSN WILL BE THE FISH FRY ON 8-22-2024.
J. LITTLE MOVED AND M. REED MOVED TO ACCEPT THE REPORTS AND ENGAGEMENT
LETTERS FROM THE 2022-2023 AUDIT THAT WERE REVIEWED AND SIGNED. THE BOARD
DECLINED TO REQUEST A POST-AUDIT CONFERENCE. ALL IN FAVOR, MOTION PASSED.
THE 2025 BUDGET HEARING WAS HELD AT 8:30 AM. FISCAL OFFICER WILL CHECK THE
SARCHIONE AUCTION IF THERE MAY BE ANY SUITABLE OFFICE FURNITURE FOR THE
TOWNSHIP OFFICE.
RESOLUTION 13-24 M. REED MOVED AND A. IRWIN SECONDED TO APPROVE THE 2025
BUDGET AS PRESENTED AND TO FORWARD IT TO THE CARROLL CO AUDITOR. ALL IN
FAVOR, MOTION PASSED.
M. REED REPORTED THAT THE SIGN POSTS FOR THE ODOT SIGN GRANT PROGRAM HAVE
ARRIVED AND THAT THE SIGNS AND HARDWARE ARE ALSO HERE READY FOR
INSTALLATION. NOTED THAT THERE ARE PLACES ON HALO IN NEED OF REPAIR.
A. IRWIN REPORTED THAT HE INSPECTED THE ROAD EDGE ON JUNE RD AT THE WEIR
PROPERTY. ALSO NOTED THAT BRUSH / TREES NEED CUT AT THE JUNE RD / SR 171
INTERSECTION FOR BETTER VIEW TO ENTER SR 171 FROM EAST SIDE OF JUNE RD. ALSO
CHECKED THE WATER SITUATION ON HARTWOOD RD ALONG THE KAHLER PROPERTY
AND NOTED THAT SOME SMALL REPAIRS COULD BE MADE. AFTER INSPECTION OF
OTHER ROADS NOTED THAT MANY PLACES ARE IN NEED OF BEING DITCHED /BERMED
AND BRUSH TRIMMED BACK WITH THE BOOM MOWER.
J. LITTLE ALSO CHECKED HARTWOOD RD WATER PROBLEM AND NOTED THAT IT NEEDS
TO BE VIEWED DURING A LARGE RAIN EVENT. WILL CHECK WITH 20 /20 FOR THE
QUANITY OF #8 LIMETSTONE NEEDED FOR THE CHIP AND SEAL ON IMPERIAL RD.
INFORMED THE BOARD THAT THE BWC SAFETY GRANT PROGRAM IS OPEN FOR THE
2024-2025 FISCAL YEAR. APPLICATION IS BEING MADE TO SECURE FUNDING FOR A POST
DRIVER INSTALLATION SYSTEM FOR INSTALLING THE SIGN POSTS AND SIGNS RECEIVED
FROM THE ODOT SIGN GRANT. WILL SEND INFO AND PHOTOS TO THE OHIO TWP ASSN
FOR LISTING THE FOLLOWING EQUIPMENT FOR SALE – 500 GAL DUST CONTROL
SPRAYER WITH A MINIMUM BID OF $1500.00 AND 3 PT BOOM MOWER WITH A MINIMUM
BID OF $2500.00.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 9:15 AM ON A MOTION BY M. REED AND SECONDED BY A. IRWIN. ALL IN
FAVOR, MOTION PASSED.
