CARROLL COUNTY, OHIO MINUTES OF REGULAR MEETING
JULY 20, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS AND JONATHAN WARD. FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE JUNE 24, 2017 SPECIAL MEETING AND THE JULY 6, 2017 REGULAR MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – RODNEY CAIRNS – GRANADA RD RESIDENT
MR. CAIRNS A FORMER TOWNSHIP EMPLOYEE IS SEEKING HIS FORMER EMPLOYMENT RECORDS FROM 1987 OR 1988 TO ASSIST IN APPLYING FOR RETIREMENT BENEFITS FROM THE OHIO PUBLIC EMPLOYEES RETIREMENT SYSTEM. THE TOWNSHIP WILL SEARCH FOR ANY AVAILABLE RECORDS.
FISCAL OFFICER’S REPORT – A REFUND OF PREMIUM WAS RECIEVED FROM THE OHIO BUREAU OF WORKER’S COMPENSATION AND THEY SUGGEST USING THE FUNDS FOR SAFETY ITEMS IN THE TOWNSHIP’S WORKPLACE. THERE WAS A CHANGE IN THE ADDITIONAL LOCAL GOVERNMENT FUNDING FROM HB 64 TO HB 49 UNDER THE NEW STATE OF OHIO BUDGET. THERE IS AN INFORMATIONAL MEETING ABOUT THE 2020 CENSUS IN CARROLLTON ON 8-15-2017. RECIEVED INFORMATION FROM LTAP ON AVAILABLE TRAINING AND UPDATES.
J. OWENS REPORTED ON THE FOLLOWING ITEMS. RECIEVED A PHONE CALL ABOUT DUST CONTROL IN THE MORNING AND THAT AFTERNOON AN APPLICATION WAS MADE ON THE ROAD IN QUESTION. MIDWEST INDUSTRIES HAS A SPENDING LIMIT CAP OF APPROXIMATELY $58,000.00 FOR DUST CONTROL TREATMENTS AND WILL CONTIUNE AS NECESSARY FOR THE BALANCE OF 2017 WITH NO COSTS EXCEEDING THE LIMIT COST.. TRESSPASSING HAS BEEN REPORTED ON THE ROHRIG PROPERTY ON HOPE RD. ROADWORK FOR THE WEEK OF 7-24-2017 WILL BE PATHCHING HOLES WITH PERMACOAT AND EMULSION WITH LIMESTONE.
J. WARD STATED THAT TEN (10) SPEED LIMIT SIGNS ARE NEEDED FOR THE FIVE (5) ROADS THAT ODOT HAS APPROVED FOR A SPEED REDUCTION.
J. WARD MOVED AND J. OWENS SECONDED TO PURCHASE TEN (10) SPEED LIMIT SIGNS FOR THE FIVE (5) ROADS THAT ODOT HAS APPROVED FOR SPEED REDUCTION. THE COST OF THE SIGNS WILL BE REIMBUSED THROUGH THE MORE GRANT PROGRAM FROM OTARMA, THE TOWNSHIP’S INSURANCE CARRIER. ALL IN FAVOR, MOTION PASSED.
J. WARD REPORTED THAT HE HAS BEEN CHECKING THE ROADS AT AND FOLLOWING APPLICATION OF DUST CONTROL MATERIAL FROM MIDWEST INDUSTRIES.
RESOLUTION 20-17 J. OWENS MOVED AND J. WARD SECONDED TO VACATE A PORTION OF HEMP ROAD TR-168. THE PORTION TO VACATE WOULD START .4 MILE EAST OF BARK RD – CR 26. FOR THE BALANCE OF THE ROAD OF APPROXIMATELY .72 MILE. THIS IS BASED ON THE PROPERTY OWNER’S INPUT AND REQUEST TO VACATE THIS PORTION OF HEMP RD TR-168. ALL IN FAVOR, MOTION PASSED.
COPIES OF THIS RESOLUTION WILL BE SENT TO THE CARROLL CO. COMMISSIONERS AND THE CARROLL CO. ENGINEER.
DISCUSSION THEN FOLLOWED ABOUT THE POSSIBILITY OF RENAMING HEMP RD – TR-168 FOR .4 MILE TO HOLIDAY RD TR-169 TO HELP SAFETY FORCES TO LOCATE RESIDENTS AND PROPERTIES IN EMERGENCY SITUATIONS.
