ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
JULY 2, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – JAY HERSTINE – MAGNOLIA VOLUNTEER FIRE DEPT AND MAGNOLIA BOARD OF PUBLIC AFFIARS
THE FIRE DEPT CAN ASSIST WITH THE CLEANING OF PLUGGED CULVERTS.
ROAD SUPERVISOR’S REPORT – SPOKE WITH OFFICIALS FROM D & D EMULSIONS, MANUFACTURE’S OF THE DUST CONTROL MATERIAL, AND THEY RECOMMEND APPLYING THE PRODUCT AT A 7 : 1 RATIO WITH WATER. ALSO THAT 2 (TWO) APPLICATIONS BE MADE FOR A BASE AND A THIRD ONE FOR MAINTENANCE. MORE MATERIAL WILL BE PICKED UP TO CONTINUE TO TREAT TOWNSHIP ROADS AS NEEDED. SEVERAL ROAD SIGNS FOR TOWNSHIP AND COUNTY ROADS ARE MISSING AND J. LITTLE WILL CONTACT THE COUNTY ENGINEER’S OFFICE FOR REPLACEMENT SIGNS.
ROADMAN’S REPORT – CONTINUING TO MOW CEMETARIES AS NEEDED AND ASSISTING THE ROAD SUPERVISOR WITH THE APPLICATION OF DUST CONTROL MATERIAL.
CEMETARY REPORT – J. LITTLE REPORTED THAT THE RECENT BURIAL OF ROBERT HENDERSHOT WAS IN THE BARRICK ROW IN THE OLD SECTION OF UNION VALLEY CEMETARY.NUMEROUS COMPLIMENTS WERE RECIEVED ABOUT UNION VALLEY FROM THE HENDERSHOT FAMILY, DELLROY MAYOR, FUNERAL DIRECTOR, VAULT COMPANY AND NUMEROUS PERSONS THAT WERE IN THE PROCESSION TO THE CEMETARY.
FISCAL OFFICER’S REPORT – THE CURRENT CREDIT CARD STATEMENT WAS REVIEWED BY THE BOARD. REVIEWED SEVERAL BUDGET ITEMS AND AS TO DATE REVENUE IS STABLE AND COMPARABLE TO 2019 FOR THE FIRST SIX MONTHS.
THE 2021 BUDGET HEARING WAS HELD AT 7:30 PM. THE FISCAL OFFICER NOTED THE PROJECTION OF A SIMILAR 2020 CARRYOVER BALANCE AND AN APPROXIMATE 5 % DECREASE IN 2021 REVENUE DUE TO THE UNCERTAINTY OF THE COVID-19 PANDEMIC.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE 2021 PROPOSED BUDGET AS PRESENTED AND FORWARD IT TO THE COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED.
J. LITTLE NOTED THAT ROADMAN – R. RENNIE WAS INVOLVED IN AN ACCIDENT ON 6-29-2020 WITH THE 2014 F-550 TRUCK ON FARGO RD. THE INCIDENT HAS BEEN REPORTED TO OTARMA, THE TOWNSHIP INSURANCE CARRIER.
J. OWENS RECENTLY SPOKE WITH TOM KOLP OF LINDENTREE INDUSTRIES CORP. TO SECURE ACCESS OF AN OIL WELL ROAD FOR THE TOWNSHIP TO USE WHEN SR 542 IS CLOSED FOR A CULVERT REPLACEMENT AT THE NORTH EDGE OF THE TOWNSHIP GARAGE / OFFICE PROPERTY. SPOKE WITH HERITAGE RD RESIDENT MIKE TALKINGTON ABOUT HIS CONCERNS WITH A PARTY / EVENT CENTER ON HERITAGE RD. RECENTLY THERE WAS A LARGE EVENT WITH OVERCROWDING AND POLICE FORCES WERE CALLED AND RESPONDED TO BRING THE SITUATION UNDER CONTROL.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7:50 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
