MINUTES OF REGULAR MEETING
JULY 1, 2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 6-17-2021. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 7-1-2021 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – ALAN WEIR – JUNE RD RESIDENT
MR. WEIR INQUIRED ABOUT PLACING CULVERT ALONG HIS PROPERTY ON JUNE RD. THE BOARD INFORMED HIM THAT ACCORDING THE CARROLL CO PROSECUTOR’S OPINION, THE PROPERTY OWNER IS RESPONSIBLE FOR THE COST AND INSTALLATION OF CULVERT ALONG THEIR PROPERTY. THE BOARD RECOMMENDED TO HIM USING 12 INCH PLASTIC CULVERT AND PLACING A CATCH BASIN EVERY 100 FEET.
ROAD SUPERVISOR’S REPORT – NEW FRONT TIRES WERE PUT ON THE 2007 PETERBILT TANKER. TWO LOADS OF SCRAP TIRES WERE TAKEN TO LIBERTY TIRE IN MINERVA UNDER THE PROGRAM FROM THE CCH WASTE DIST. A NEW PIN HAS BEEN PUT IN THE FRONT AXLE OF THE CASE 580 BACKHOE AND SOME ADDITIONAL REPAIR IS STILL NEEDED FOR THE AXLE. THE DITCH AT THE JUNE RD / SR 171 INTERSECTION WAS CLEANED FOR BETTER WATER DRAINAGE. JUNE RD BETWEEN SR 171 AND BARK RD AND ON HERITAGE RD NEED SOME MINOR REPAIR. CULVERTS ON FARGO, THUNDER AND GRANADA NEED REPLACED. BRUSH ON FORT RD NEEDS MOWED WITH THE BOOM MOWER.
ROADMAN’S REPORT – NOTED DAMAGE TO THE GUARD RAIL ON IMPERIAL RD AND J. WARD WILL CHECK WITH THE SHERRIF’S OFFICE IF ANY ACCIDENT REPORT WAS FILED THAT INDICATES WHO MAY BE RESPONISBLE FOR THE DAMAGE.
CEMETARY SEXTON – THERE WILL BE TWO (2) MONUMENT FOUNDATIONS INSTALLED IN HARMONY CEMETARY. J & S SERVICES WILL RETURN TO REGRIND TREE ROOTS IN UNION VALLEY.
FISCAL OFFICER’S REPORT – NOTED THAT THE TOWNSHIP IS NOW ELIGIBLE FOR MONIES UNDER THE AMERICAN RESCUE PLAN AND THE PROCEDURES WILL BE COMPLETED TO SECURE THE FUNDING FROM THE FEDERAL GOVERNMENT. THE 2022 BUDGET HEARING WILL BE AT THE NEXT MEETING ON 7-15-2021 AT 7:30 PM.
RESOLUTION 13-21 J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE 2021 FIRE CONTRACT WITH THE DELLROY VOLUNTEER FIRE DEPT. FOR $7000.00. ALL IN FAVOR, MOTION PASSED.
J. LITTLE NOTED THAT THE DAMAGE TO THE GUARD RAIL ON IMPERIAL ALSO INCLUDED DAMAGE TO THE BRIDGE. J. WARD WILL DO FOLLOWUP ON THIS MATTER. FOUR (4) DUST CONTROL APPLICATION SIGNS WERE REPORTED MISSING FROM THE LAST APPLICATION.
J. OWENS NOTED THAT BIDS WILL BE RECEIVED REGARDING THE SALE OF THE 1996 EXMARK MOWER UNTIL THE NEXT REGULAR BOARD MEETING ON 7-15-2021.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:00 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
