ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
FEBRUARY 7, 2019
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JONATHAN WARD AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – ALAN WEIR – JUNE RD RESIDENT
MR. WEIR COMMENTED ON THE WORK THAT HAS BEEN DONE TO JUNE RD AND ASKED THE BOARD TO KEEP OPEN COMMUNICATIONS WTIH TOWNSHIP RESIDENTS ON THE WORK BEING DONE ON TOWNSHIP ROADS.
ROAD SUPERVISOR’S REPORT- THE FRONT BRAKES ON THE 1996 INTERNATIONAL TRUCK HAVE BEEN REPAIRED. STONE HAS BEEN SPREAD ON MOST ALL ROADS IN THE TOWNSHIP. THE CULVERT ON STAFF RD HAS BEEN REPAIRED AND EXTENDED. THE BOARD DISCUSSED THE ROLES AND RESPONSIBILITIES OF THE ROAD SUPERVISOR WITH MR. WITTS.
FISCAL OFFICER’S REPORT – THE 2018 ANNUAL FINANCIAL REPORT, 2018 FINANCIAL DATA TO THE OHIO CHECKBOOK.COM, NOTICE IN THE FREE PRESS STANDARD AND OTHER YEAR END REPORTS HAVE BEEN COMPLETED AND FILED. THE TOWNSHIP EMPLOYEES WILL BE PUT IN THE NON-CDL DRUG TESTING POOL.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE PAYMENT FOR 2019 FOR WEB HOSTING AND DOMAIN NAME. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 8-19 J. LITTLE MOVED AND J. WARD SECONDED THE APPROVE THE 2018 SUPPLMENTAL FIRE CONTRACT WITH THE MOHAWK VALLEY JOINT FIRE DISTRICT FOR $1728.72. ALL IN FAVOR, MOTION PASSED.
J. LITTLE REPORTED ON VARIOUS SESSIONS THAT HE ATTENDED AT THE RECENT OHIO TOWNSHIP ASSN MEETING. IF THERE ARE ANY COMMENTS FOR THE AUDITOR OF STATE THEY ARE TO BE MADE THROUGH THE AREA LIAISONS. REPORTED ON THE CEMETARY LAW UPDATES OF HB 168 AND THE CEMETARY GRANTS THAT ARE AVAILABLE FOR $1000.00.
J. LITTLE MOVED AND J. WARD SECONDED THAT THE TOWNSHIP MAINTAIN 100 TON OF VARIOUS SIZES OF LIMESTONE AT THE TOWNSHIP GARAGE. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED ON GRANT OPPORTUNITIES THAT HE LEARNED OF AT THE RECENT OHIO TOWNSHIP ASSN MEETING.
RESOLUTION 9-19 J. OWENS MOVED AND J. WARD SECONDED TO ADOPT THE PROPOSED CREDIT CARD POLICY EFFECTIVE 2-2-2019. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. WARD SECONDED TO SEND A REGISTERED LETTER TO LANDOWNER MIKE NOBLE IN REGARDS TO TREES THAT ARE OF A SAFETY CONCERN OUTSIDE OF THE TOWNSHIP RIGHT-OFF-WAY ON HARTWOOD RD. ALL IN FAVOR, MOTION PASSED.
DISCUSSED THE FACT THAT WHEN TREES ARE CUT IN THE TOWNSHIP RIGHT-OF-WAY THAT THE TREE SECTIONS ARE THEN PLACED ON THE LANDOWNERS ROADSIDE FOR THEM. ALSO DISCSUSSED THE MATTER OF DRIVEWAY PERMITS, CARE OF CULVERTS AND THE RESPONSIBILITIES OF THE LANDOWNER AND THE TOWNSHIP.
RESOLULTION 10-19 J. WARD MOVED AND J. OWENS SECONDED TO ADOPT THE PROPOSED SOCIAL MEDIA POLICY WITH A FACEBOOK DISCLOSURE. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:15 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
