ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
FEBRUARY 18, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT: TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.

NICHOLSON SHARED WITH THE BOARD THE 2015 MAGNOLIA VOL FIRE DEPT REPORT AND DISCUSSED VARIOUS ITEMS IN THE REPORT. HE ALSO UPDATED THE BOARD ON THE DEVELOPMENT OF PLANS FOR THE NEW FIRE STATION. THE DEPT IS WORKING ON SECURING ADDITIONAL GRANTS, DONATIONS AND THE RECENT PASSAGE OF THE LEVY AS FUNDING SOURCES FOR CONTRUCTION OF THE NEW STATION.
ROAD SUPERVISOR’S REPORT – SNOW PLOWING TOWNSHIP ROADS AFTER TUSEDAY’S SNOWFALL. ADDITIONAL EDGES FOR THE SNOW PLOW WERE ORDERED FROM GRODHAUS & YOUNG. WILL CONTACT SARCHIONE FORD ABOUT THE ALIGNMENT ON THE 2014 F-550 TRUCK. THE BOARD ASKED FOR A LIST TO BE DEVELOPED FOR SNOW PLOW ROUTING AS THE ROADS ARE PLOWED AND CHECKED WHILE COORDINATING WITH SCHOOL BUS SCHEDULES. HAVE RECEIVED INQUIRIES FROM RESIDENTS ABOUT LEAVING PHONE MESSAGES AND CALLS NOT BEING RETURNED. THIS WILL BE CHECKED.
LEE OF JTA EXPRESS SERVICE SHOWED THE BOARD A PARTS BREAKDOWN FOR THE CASE 895 MOWER TRACTOR FOR THE TRANSMISSION GEAR, SYNCHORNIZER, SHAFT AND OTHER PARTS. HE EXPLAINED THE COSTS OF NEW AND USED PARTS. HE CHECKED WITH BURHART EQUIPMENT AND GOT A ESTIMATE OF $1500.00 FOR LABOR AND TOTAL COST FOR LABOR AND PARTS FOR $3500.00 TO $4500.00. HE WILL CONTACT THE DEALERSHIP TO REQUEST A FREE ESTIMATE FOR THE REPAIR.
THE FISCAL OFFICER NOTED THAT THE ANNUAL CARROLL COUNTY HEALTH DISTRICT MEETING IS ON THE SAME DATE AND TIME AS THE NEXT REGULAR BOARD MEETING. DATES FOR THE ANNUAL BUREAU OF WORKERS’ COMPENSTATION SAFETY MEETING WERE DISCUSSED AND J. OWENS WILL ATTEND ONE FOR THE TOWNSHIP. DISCUSSED WITH THE BOARD THE QUESTIONS THEY HAD IN REGARDS TO PLACING THE FIRE LEVY AND THE ROAD DISTRICT III LEVY ON THE NOVEMBER 2016 GENERAL ELECTION BALLOT. FURTHER DISCUSSION ABOUT THE LEVIES WILL BE HELD.
IT WAS NOTED THAT JACK CRILLEY WILL WELD ON THE TEETH HOLDERS ON THE ROAD GRINDER SOME TIME THE FOLLOWING WEEK. J. WARD HAS CONTACTED ODOT AND WILL SECURE FURTHER INFORMATION FROM THE COUNTY ENGINEER IN REGARDS TO APPLYING FOR SPEED LIMIT REDUCTIONS ON SOME TOWNSHIP ROADS. HE ALSO NOTED RECIEVING APPROVAL FROM THE STATE FOR THE TOWNSHIP’S RECORDS RETENTION POLICY.
LITTLE IS COMPILING INFORMATION TO ESTABLISH RULES FOR THE TOWNSHIP CEMETERIES.
OWENS MET WITH GEORGE CONTOS OF IMPERIAL RD TO VIEW DAMAGE TO HIS YARD DONE BY A TRUCK FROM WHITACRE ENGINEERING OF SR 542. MR. OWENS WILL MEET WITH MATT CANTWELL, PLANT MANAGER FOR WHITACRE ENGINEERING ABOUT THE CLEANUP AND REPAIR OF DAMAGE TO CONTOS’ YARD. ALSO WAS CONTACTED BY KAREN GRAY OF FORT RD ABOUT SOD PLOWED INTO HER YARD, WHICH WAS DONE WHEN J. OWENS WAS PLOWING THE ROAD. IN THE SPRING IT WILL BE CHECKED ABOUT DITCHING NEAR THE GRAY PROPERTY TO SECURE BETTER WATER DRAINAGE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:05 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
