MINUTES OF REGULAR MEETING
DECEMBER 3, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J.OWENS SECONDED TO APPROVE THE 11-5-2020 MINUTES AS CORRECTED. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE 11-19-2020 MINUTES. ALL IN FAVOR, MOTION PASSED.
GUEST – JAY HERSTINE – MAGNOLIA VOLUNTEER FIRE DEPT – J. HERSTINE PRESENTED THE BOARD WITH THE 2021 FIRE CONTRACT FOR ROSE TOWNSHIP.
ROAD SUPERVISOR’S REPORT – T. WITTS REPORTED THAT THE STHIL POLE SAW HAD BEEN DAMAGED AND WAS ELIGIBLE FOR AN INSURANCE CLAIM. THE 2007 PETERBILT TRUCK’S EXHAUST NEEDS REPAIRED AND THE AIR CLEANER HOUSING ON THE CASE 580 BACKHOE NEEDS REPLACED.
THE BOARD INSTRUCTED T. WITTS AND R. RENNIE TO USE THE BALANCE OF THEIR PAID-TIME-OFF (PTO) AT THEIR DISCRETION PRIOR TO THE END OF 2020 TO AVOID ANY LOSS OF LEAVE.
J. OWENS MOVED AND J. WARD SECONDED TO PURCHASE A NEW STHIL POLE SAW FOR $519.90 FROM VERNON DELL TRACTOR. ALL IN FAVOR, MOTION PASSED.
ROADMAN’S REPORT – THE OLD TIRES FROM THE 2014 F-550 WILL BE SENT IN TO SEE IF THE ARE ELIGIBLE FOR ANY WARRANTY BY SARCHIONE FORD.
FISCAL OFFICER’S REPORT – THE TOWNSHIP IS TO RECEIVE A DIVIDEND PAYMENT FROM THE OHIO BUREAU OF WORKER’S COMPENSATION FOR $6172.00. THE CURRENT CREDIT CARD STATEMENT WAS REVIEWED. THE OTARMA BUILDING APPRAISER COMPLETED HIS APPRAISAL ON 12-3-2020. THE MORE GRANT FROM OTARMA FOR SAFETY FOR 2020 WILL BE SENT PRIOR TO THE END OF 2020.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE VACATION LEAVE FOR RICHARD RENNIE FOR 11-30-2020 – (8 HOURS). ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING INCREASES IN THE REVENUE ACCOUNTS AND APPROPRIATION ACCOUNTS DUE TO ADDITIONAL FUNDS RECEIVED FROM CORONAVIRUS RELIEF FUND DISTRIBUTION AND INTEREST : REVENUE ACCOUNTS – 2272-599-0000 – $7,818.07 AND 272-701-0000 – $0.61. APPROPRIATION ACCOUNTS – 2272-110-400-0000 – $7818.68. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING TRANSFER OF FUNDS WITHIN A FUND FOR APPROPRIATE DISTRIBUTION : FROM 2021-330-430-0000 – $1500.00 AND FROM 2020-330-599-0000 – $1342.10 TO 2021-330-323-0000 $2842.10. ALL IN FAVOR, MOTION PASSED.
J. WARD INSTALLED A NEW DOOR LOCK SYSTEM ON THE MAIN DOOR TO THE TOWNSHIP OFFICE.
J. OWENS REPORTED ON THE PERSONAL PROTECTIVE EQUIPMENT DISTRIBUTION TO TOWNSHIP RESIDENTS ON 11-21-2020 AND 50-60 PACKETS WERE DISTRIBUTED. THE NEXT DISTRIBUTION ON PACKETS WILL BE ON 12-12-2020 AT THE TOWNSHIP BUILDING.
RESOLUTION 20-20 J. OWENS MOVED AND J. WARD SECONDED TO ENTER INTO A SUB-GRANT AGREEMENT UNDER THE CARES ACT FUNDING WITH THE MOWHAWK VALLEY FIRE DISTRICT FOR $6958.07 TO PURCHASE THE FOLLOWING : MAID 2 SERVICES FOR CLEANING,VITAL OXIDE DISINFECTANT AND PROCARE LIFE PAK CR2 DEFIBRILLATOR. A ROLL CALL VOTE WAS TAKEN AS FOLLOWS : J. WARD – AYE, J. OWENS – AYE. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. OWENS SECONDED THAT UNDER THE SUB-GRANT AGREEMENT RELATING TO THE EXPENDITURE OF CARES ACT FUNDS OF $6958.07 WITH THE MOWHAWK VALLEY FIRE DISTRICT THAT THE CHIEF JAMES MARRACINNI BE THE AUTHORIZED AGENT TO SIGN THE SUB-GRANT AGREEMENT AND INVOICES RELATING TO THE ITEMS TO PURCHASE UNDER THE SUB-GRANT AGREEMENT. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. WARD SECONDED THAT THE TOWNSHIP PURCHASE THE FOLLOWING ITEMS, USING REMAINING AVAILABLE CARES ACT FUNDS, FOR THE DELLROY VOLUNTEER FIRE DEPARTMENT – VICTORY ATOMIZER WITH SANITIZER SPRAY FOR VEHICLE INTERIOR SANITATION AND PERSONAL PROTECTIVE EQUIPMENT AND SUPPLIES FOR UP TO 25 MEMBERS OF THE DEPARTMENT. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 21-20 J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE 2021 FIRE CONTRACT WITH THE MAGNOLIA VOLUNTEER FIRE DEPARTMENT FOR $20,000.00. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:00 PM ON A MOTION BY J. WARD AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
